II. Organizational Context

In recent years a marked intensification of social and political mobilisation from country to global
levels has positioned the issue of violence against women high on the international agenda as a
priority for peace and security, poverty reduction, economic productivity, gender equality and
halting the spread of HIV. These developments, which include landmark UN agreements as well
as the launch of the Secretary-General's Campaign on the issue in 2008, provide a historic
opportunity to push for making real progress in ending violence against women ( EVAW) on the
ground in a scale and scope unprecedented to date in this field.

UN Women is committed to be in the forefront to locate the issue on the policy and legislative
agenda and intensify efforts to support country implementation, including through its role on
behalf of the UN system as manager of the UN Trust Fund to End Violence against Women. The
UN Women South Asia Sub-regional Office (SA SRO) implements a range of projects to end
violence against women including:
  - The UN Trust Fund work by providing small grants designed to address the priorities,
      needs and concerns that have been raised by EVAW practitioners in the South Asia.
  - Advisory services to UN sister agencies including work on the South Asia UNiTE
      Campaign and Joint Programming work in selected countries.
  - Research and knowledge sharing products on EVAW in the South Asia.
  - Gender Equality and Trafficking/HIV/AIDS projects to mainstream gender issues in
      flagship HIV and economic programmes.
  - A 'Safe Cities' project on improved gender-responsive infrastructure, mechanisms,
      programming and services for making cities safer for girls and women.

The UN Women SA SRO is, therefore, looking for a EVAW specialist to provide technical
guidance in programming to both internal (UN Women) and external clients and stakeholders, in
particular governments and non-governmental organisations, including UN Trust Fund grantees,
as well as advisory support to UN sister agencies and UN Country Teams (UNCTs).

Under the supervision and guidance of the UN Women SA SRO Regional Programme Director
(RPD), the Specialist will have the following duties and responsibilities:
III. Functions / Key Results Expected

     Lead and provide oversight of EVAW Unit programmes to strengthen the SA
      SROs areas of interventions as an effective and reliable partner to both
      government and non-government stakeholders.
     Serve as the lead expert for UN Women SA SRO and the UN Trust Fund at sub-
      regional and national levels in providing technical advisory services and
      substantive leadership on policy and programming to address violence against
      women and girls.
     Provide strategic and substantive leadership in the conceptualisation and
      development of a comprehensive programme on Ending Violence Against
      Women addressing both prevention and response aspects including the
      intersectionalities with poverty, governance, HIV/AIDS, migration, trafficking,
      crisis/conflict, sustainable development etc. through consultations with a wide
      range of stakeholders in the region.
     Provide technical backstopping for oversight of implementation of programmes
      on EVAW, Anti-Trafficking, Excluded Women, Empowering Widows and
      projects supported by the UN Trust Fund on VAW.
     Promote quality assurance for management of EVAW programmes – both
      programmatic and operational aspects in compliance with UN Women rules and
      regulations to ensure smooth work-flow and processes for results-based
      management in a timely and cost-effective manner. This will include close
      interaction with partner organisations including relevant government agencies,
      UN, NGOs and community-based organisations, as well as regular on-site visits.
     Review donor reports and progress reports on UN Trust Fund on VAW and
      provide feedback to implementing partners as needed to ensure results-based
      reports and timely submission of reports to donors.
     Convene and provide substantive leadership for technical and programme related
      meetings on the issue of violence against women and girls including capacity-
      development on combating all forms of violence against women and girls.
     Commission and supervise research on specific topics in support of knowledge
      sharing and capacity development efforts.
     Contribute to cutting-edge knowledge products and monitoring tools on EVAW.
     In addition to the above, the EVAW Specialist will carry out any other duties as
      requested by the RPD.

The key results have an impact on the success of regional programmes. In particular, the
key results have an impact on the design, operation and programming of activities,
creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications

Education:                    Masters degree or above in International Development or
                              in the field of social science or other relevant field with a
                              focus on gender issues.
                              Substantive knowledge of gender equality and women's
                              empowerment issues.

Experience:                   A minimum of 10 years of relevant national/international
                              working experience in international development
                              especially gender equality and gender-based violence.
                              Experience and knowledge of results-based management
                              (RBM) and UN Women’s organisational policies, rules
                              and procedures on finance, operations and programmes.
                              Experience in the United Nations, a governmental, other
                              multilateral or civil society organisation in a developing
                              country highly desirable.

Language Requirements:        Fluency in spoken and written English. Knowledge of
                              local Languages and culture.
