II. BACKGROUND OF THE ORGANISATION
MOHATADEVI SEVABHAVI SANSTHA was founded as a Society Registration Act, 1860 by
Mr. Keshav Andhale, a freelance social worker by desire, with the passion to help and serve the
deprived and disadvantaged people of his native village. Later the services of the Trust were
gradually extended to nearby villages, on the basis of need.


The target areas and groups

MSS is now effective in 8 villages of Wadwani Block, Wadwani Taluka, Beed District,
Maharashtra, India. The key target groups are Dalits (the so called untouchables or lowest caste
group), children, child labourers, disadvantaged youth, urban women and unorganized urban
labourers.


Organization’s activities

At present, the Society is conducting non-formal education for working children, in evenings,
Promoting education among village children and youth, Strengthening of parents & teachers’ in
villages to bring down the school drop-outs, Low-cost housing, Providing additional teaching
staff to government schools, Organising health and human rights awareness and education,
Alternative skill training for child labourers, Auto-rickshaw training for urban girls, De-silting
irrigation canals percolation tanks, and organizing women into Self-Help Groups (SHGs).


All the above activities are being conducted to bring basic awareness, educational, economic and
community development among the children, youth, women and adults of the targeted villages,
to empower them toward sustainable development.

Achievements

      The Society a State level network of NGOs involved in advocacy and campaign for
       quality, compulsory and free education for all children,

      Educationally enabled 500 poor pupils in government schools through its provision of
       additional teaching staff,

      Educated 500 child labourers through Non-formal education,

      Empowered 200 women and 150 youth by equipping them through skill training,

      Treated the illness and addressed the common health problems of 15 villages through
       periodical health camps,

      Constructed 100 houses for dwelling, and updated the irrigation facilities of three villages
       through de-silting the irrigation canals and percolation tanks.


III. BACKGROUND INFORMATION OF THE COMMUNITY

Kalmeshwar is a Big town and a cotton city having Cotton Industry & ISPAT Ltd.also
Kalmesgwar has got orange growing farmers in large numberse. Adasa is a Holi place which is
50 km away form the kalmeshwar and famous ganesh temple. Adasa, Dhapewad the Lord
Vithala Temple are good examples of temple towns where within the temple fortifications grew a
multi layered society that preached faith and grew from social harmony. The weather is pleasant
in December with temperature hovering in the range of 10-25 degree celcius and humidity in the
order 20-40%. Kalmeshwar was nothing but huge cotton fields, which gradually developed over
the years as a residential area. The creation of Kalmeshwar as a residential area was gradual and
the early families who settled here built their houses surrounded only by Babul and neem trees.
Over the years many locals chose to move to this area from Black Town, which was getting
congested and slowly it developed as a residential area before a sudden boom in the mid - 70's
transformed it into the shopping area that it is today.

Therefore, to add flavour to this situation this community radio station is proposed.


IV. NEED OF THE PROJECT

The main concern of communities in terms of their well-being is self-determination, the increase
of participation and collective action to solve problems that affect the community as a whole, the
strengthening of local community voices to increase the dialogue with other communities and
with external agents of development, the rise of cultural identity, the appropriation of a share of
the public space for active citizens participation, and the growth of awareness of the concept of
national citizenship or ethnic universe.

The main impact on social change, identifiable in community radio stations that are truly
participatory and democratic, is on voices. The fact itself of being able to communicate is a
qualitative indicator of the highest relevance. Communities that never had the opportunity to
express themselves, or social sectors within a particular community that were placed under the
shadow of silence, now have voices of their own. The importance of having a voice that is heard
through a community radio station indicates social change underway within that community and
in relation to any external stakeholders. Communities that seize their right to communicate and
not just their right to access information are taking a great step forward in acting together for the
betterment of their lives.

Participation and ownership, which allow for the appropriation of the communication process,
are indicators of impact because they are the result of social transformation within the
community. For participation to take place and evolve towards ownership, social changes have to
happen in the relations of power within the community. Ownership of the communication
process can only take place if the various sectors within a community can participate
democratically, through their representatives or directly as citizens whose rights are fully
recognised in the community. Impact can be recognised if, for example, groups of women have
bettered their positions in terms of being heard and contributing to decisions.

The issue of horizontal communication is relevant not only for a radio station establishing a
dialogue with other communities, but also the horizontal dialogue that is established within the
community, among various social sectors, to be part of the process of ownership.

Collective action is another key indicator of impact. Communities able to collectively strengthen
their capacity to respond to the needs of development and social change through dialogue,
through participation and through collective action, are in a position to make decisions about the
present and the future. Capacity or capability (reflection, analysis, learning from each other,
problem solving, and empowerment) is essential for development of freedom, or development as
freedom.

      To be a source of high quality knowledge and technical information to the public

MSS FM strives to provide radio programs that are innovative & reflective of the diverse voices
of surrounding community. We provide music & information that is not covered by mainstream
media. We strive to achieve perfection by involving the community for preparing the programs,
which are targeted to serve the very same community.

This document is an outline of MOHATADEVI SEVABHAVI SANSTHA three phase proposal
for the establishment of new urban community radio stations. There are four main criteria that
need to be present to run a successful community radio station:




1. Equipment
Equipment refers to all of the physical requirements needed to be able to produce and broadcast
radio, including the studio, transmission system, antenna tower and electrical supply.


2. Content
This refers to the programming being aired on the station. The content needs to be produced
regularly and appeal and be relevant to the target audience.


3. Financial sustainability
Investment in the form of grants or loans is normally needed for the initial period, but a strategy
aimed at self-sustainability is essential for long term success of the station.


4. Community Investment and Participation
Wider community investment and participation are important for the station’s effectiveness as a
catalyst for change and for its integration into the community.

MOHATADEVI SEVABHAVI SANSTHA would provide equipment, installation, technical and
logistical advice and training aimed at achieving and securing these four criteria, to establish
community radio stations and get them up and running successfully within their local
community.

We have worked on community radio in many countries around the world, where the conditions
and needs for community radio are very different. In order to find appropriate solutions for each
situation, we have separated the process into three phases:

Phase 1: Feasibility Study and Initial Workshops
Phase 2: Installation and Preparing to Broadcast
Phase 3: Extended Hand-Holding and Additional Equipment

Basic Module

The basic module would consist of minimum complement of equipment required to set up a
radio station. This module can be designed on the concept of a common “On Air and Programme
Production Studio” to be acoustically treated to provide an optimum reverberation time. The
recording and playback facility will centre around a CD player and cassette recorder/MD
recorder. Automated play out system through a computer can be added at nominal extra cost.
The transmission facility can be designed around a single 50 Watt professional grade transmitter
with single element roof mounted antenna.

MOHATADEVI SEVABHAVI SANSTHA shall provide entire range of services required for
setting up of the Community Radio Station starting from the initial stage of filing the application
up to completion of the project to the full satisfaction of the clients. Broadly the services to be
provided by MOHATADEVI SEVABHAVI SANSTHA are as follows:


Transmission Configuration

Major components in a transmitting chain consist of Transmitter, Antenna, Feeder Cable and
Tower. Various combinations can, therefore, be worked out to suit individual requirements and
keeping in view the availability of funds. These combinations will, however, revolve around the
following parameters.

VII. IMPACTS OF THE PROJECT

      The neighborhood community in and around Kalmeshwar - Nagpur would have an open-
       access radio stations
      The local community would have better knowledge of a community radio station
      The local community would have better source of high quality knowledge and technical
       information

       The issues and solution of the local community would be addressed in a systematic
        manner.


VIII. MONITORING & REPORTING

The project staff and the broadcasting technical staff of MOHATADEVI SEVABHAVI
SANSTHA would monitor the project from its inception through every stage. Reporting of the
center’s performance would be done in a descriptive form with the feedback of local community.


IX. EVALUATION

Concurrent evaluation would be done by the staff of MOHATADEVI SEVABHAVI SANSTHA.
However, public feedback would be collected as primary level of evaluation to access the
appropriateness of the project and its impacts.
