In order to meet some of the major needs of the districts, maintain continuity in the APIP
program, and obtain the services at a discount, the Department of Education will negotiate state-
wide contracts with the College Board to administer PSAT testing and with APEX for distance
learning. The Department of Education will act as the fiscal agent and coordinate all the
technical assistance needed for these services.

On a statewide PSAT contract, the College Board will offer a 25 percent discount for each test
fee. The Department of Education AP Incentive Program will continue to fund the PSAT follow-
up workshops that were very successfully offered this year.

About PSAT/NMSQT

The PSAT/NMSQT (Preliminary SAT/National Merit Scholarship Qualifying Test)
is a program co-sponsored by the College Board and National Merit Scholarship
Corporation. For many students, the PSAT/NMSQT is the first official step on the
road to college. It assesses skills developed through years of study in a wide
range of courses as well as through experiences outside the classroom.
The PSAT/NMSQT has three parts: Critical Reading, Math, and Writing Skills.
Students take the PSAT/NMSQT to:

       Help assess skills necessary for college-level work

       Prepare for the SAT

       Enter competitions for National Scholarships

       Receive information from colleges



Encourage your younger students to take the test.

In 2004, 51% of PSAT/NMSQT test takers were sophomores or younger
students. Younger test-takers have more time to develop the skills reported on
Score Report Plus that they need to improve to succeed in high school and
college. Students who take the test as sophomores need to take it again as
juniors to qualify for National Merit Scholarship Program.
AP Potential
AP Potential is a Web-based tool for finding and encouraging additional AP
students. Tool uses correlations between PSAT/NMSQT scores and AP Exam
results to create roster of students who may be successful in AP. AP Potential
helps counselors, administrators, and teachers make sure that no student who
has a likelihood of succeeding in AP is overlooked.
Summary of Answers Report is a comprehensive overview of students’
performance. The report offers a close look at how students compare, item by
item, to a comparable group of students and to the national group. This analysis
assists schools in identifying whether students’ verbal, reading, writing and
mathematical reasoning skills meet, exceed, or fail to meet expectations. To
enhance the value of the PSAT/NMSQT, College Board workshops help schools
and school systems understand and use the Summary of Answers with their
staff.
