Appointment of LA governors to the permanent governing body
of White Hills Park Federation – Federation of Alderman White
School and Language College, Bramcote Hills Sport and
Community College and The Bramcote Park Business and
Enterprise School

Purpose of the report
1.        To present details of prospective Local Authority governors to be
          considered for appointment to the permanent governing body of White
          Hills Park Federation with effect from 1 September 2007.

Information and advice
2.        Section 24 of the Education Act 2002 provides that maintained schools
          may federate, and the School Governance (Federations) (England)
          Regulations 2004 (SI 2004 No 2042) (“the Federation Regulations”)
          provide that up to five schools may federate under their procedures.

3.     The size of a federated governing body may range from a minimum of 9 to
       a maximum of 20. Federated governing bodies reflect the same
       principles of stakeholder representation as single governing bodies. The
       governing body of White Hills Park Federation will consist of 20 governors
       from the following stakeholder groups:

          Parent       6             Community 4
          LA           4             Staff     6

4.        The Local Authority must appoint four Local Authority representatives as
          governors. The practice in Nottinghamshire is to reflect the political
          balance of the County Council, and where possible, to appoint three
          governors who have been nominated by the majority party and one
      nominated by the opposition party. Where there are no political
      nominations the Local Authority makes its appointments from nominations
      received from the wider community, including the school.

5.    This report has been compiled after consideration of implications in
      respect of finance, equal opportunities, personnel, crime and disorder and
      those using the service. Where such implications are material, they have
      been described in the text of the report. Attention is however drawn to the
      following: -

6.    Nominations for the Local Authority appointees were sought from Local
      Authority, parent and community governors currently serving on the
      governing bodies of the three federating schools. The Whips for Labour,
      Conservative and Liberal Democrat parties and Labour Party Constituency
      Branch Secretaries were also invited to put forward nominations. The final
      list of nominees for appointment is attached.

RECOMMENDATION
7.    That approval is given by the Cabinet Member for Children and Young
      People’s Services for the appointment of Local Authority governors to the
      permanent governing body of White Hills Park Federation subject to the
      successful completion of an identity check.

      Young People’s Services has the delegated authority to approve the
      appointment of Local Authority representatives on school governing
      bodies.
