Fredericksburg One Stop Success Story
Ruby Proctor
The initial meeting with Ruby Proctor was when she came to office after being let go from Wal-
Mart where she worked as a department manager for over 12 years. Ruby was discharged for
violation of a company policy.
Ruby was so distraught about what happened. Ruby had no idea how to write a resume or even
how to use the computer. Ruby attended the resume writing class, how to complete the job
application class and the interviewing skills class. Ruby was interested in computer training
because she knew whatever type of employment she found she would need to have computer
skills.
Ruby was very frustrated because every job she wanted to apply for required her to file an on-
line application.
Ruby went to Germanna and started with the Introduction to MS Office and then Computer
Basic classes, and MS Word Basic. Ruby loved the classes, and she was learning so much.
Ruby had a difficult time with her job search because of the reason she was let go from Wal-
Mart. Ruby felt that the WIA program had given her the computer skills she needed as well as a
resume to help her apply for positions.
Ruby was offered employment with Bass Pro Shop as a department manger. Ruby was so happy
to have found employment.
Ruby loves her JOB!!!!!!!!
VEC Workforce Center/Northern Neck One-Stop Narrative
I’d like to tell you about a young lady who is co-enrolled in WIA and the Telamon Farm Worker
Program, and sponsored by both.
The Telamon Regional Case Manager referred EP to WIA in July 2008.
EP comes from a farm worker family, and had been working on her language barrier with
Telamon since she first came to USA without any knowledge of English. She has been
working with Telamon Corporation for over a year. She had been working in the fields,
as she was unable to find other work due to the language barrier.
Due to an abusive relationship EP had been living in a local women’s shelter with her
child, but since the child’s father moved back to Mexico, and then later became
incarcerated she has been in her own home.
In July 2008 EP had improved her English to the point where it would be possible for her
to pass Rappahannock Community College’s placement test for entrance into the Nurse
Assistant Program.
EP enrolled in the Nurse Assistant class beginning in August, but continued to come into
the Workforce Center to work with the Telamon Regional Case Manager, Maria Roe, and
their volunteer program to improve her English, and to work with both Telamon and
WIA on job readiness skills and preparation to enter the healthcare field.
In November EP began working part time (while in training) at a local day care center to
support herself and her child.
EP graduated from the NA Program in December 2008 and began preparing to take her
State Board Exam.
On January 31st EP took her exam, and was notified on February 10th that she had passed.
EP received several job offers to work in the field for which she had trained, and on
March 12th was hired by a local healthcare facility as a Certified Nurse Aide, full time
and with benefits.
She is still there and doing beautifully…what an incredible change from working in the fields
and living in fear, without even the communication skills to support herself and her child!
EP is now an asset to the community, self-supporting, and on her way to further training on her
own if she so decides.
Job Assistance Center Success Story
William Chadwell came to us seeking assistance with training. He qualified for services as a
dislocated worker. His is a unique situation in that he has great past work history and a
bachelor’s degree but he is a convicted felon. He was let go from his last job due to his criminal
history and thought that if he had some specialized training, he would be able to seek
employment. His bachelor’s degree is of no use due to his criminal record. He was interested in
obtaining his CDL-A. After much research of schools and available positions in the local area
we decided on a school and he successfully completed and obtained his Commercial Driver’s
License. Through CDS Tractor Trailer Training School. He is now employed full time as a
delivery driver/laborer at Ransone’s Nursery in Lancaster County and feels like things are
turning around for him. He was very grateful for the opportunity to begin a new life for himself.
Youth Success Story-
Dillion Clarkson is 16 year old In School Youth Student from Middlesex. He has a learning
disability and hates school. Dillion is in the alternative Education program and is currently
working on his GED. We have been able to assist Dillion in obtaining his driver’s license and
to-date he has passed all parts of the GED except for Math. He will take the math test in May of
this year. We hope to place Dillion in a job this summer through the summer youth program that
will lead to full time employment.
Eastern Shore Community College Combined Youth/One Stop Success Story

Eastern Shore WIA staff have long identified a need for more short-term training programs in
which to direct the unemployed. In cooperation with ESCC’s Career Pathways Leadership
Team, the WIA Youth/One Stop Coordinator worked to develop two such short-term programs,
one of which began in January. This new program in Medical Coding and Billing leads to a
Career Studies Certificate which can be completed in one semester. The program trains students
for jobs in demand in local doctor’s offices and other medical facilities. Nursing faculty who
work closely with area employers took note of this demand that has been created by the complex
nature of insurance billing. WIA is funding several participants in this program, and we
anticipate that they will graduate in May and find work soon after.
This quick turnaround between an idea for a program and its implementation would not have
been possible without the cooperation of faculty, staff, WIA staff, the academic dean, college
counselors, and the Career Pathways Program Coordinator. We are extremely proud of this
success and the benefit it will provide to students and local employers.

QUARTERLY REPORT NARRATIVE
January – March 2009
This quarter ERI will be highlighting a very special young man who came to us as a 19-
year old in October, 2006. Phillip Lewis Noel, Jr. (P.J.) began working with us in the area
of work readiness and basic skills improvement. Immediately, P.J. entered into an
internship at a local dance and music studio while doggedly looking for competitive
employment elsewhere. He also began attending classes at Virginia Commonwealth
University. A few months after P.J. began working with us, he was hospitalized due to his
chronic illness (Sickle Cell Anemia) in addition to suffering from pneumonia and having to
have a blood transfusion. P.J. remained in the hospital for over a month and then
convalesced at home for several more. Once he was feeling better, he resumed his work
with us in finding employment. After many interviews, P.J. landed a full-time job with a
company making delivery and pickups between local medical facilities.
P.J. has maintained that full-time employment now for over 1 ½ years and has received his
customer service credential through the National Retail Federation. He has also written a
book and had it published. Now that he is feeling stronger physically, he plans to reenroll
in college.
