Designer/Developer Teams for the
Hallowell “Stevens School” Campus Sale and Redevelopment
The Hallowell “Stevens School” Campus is a Historic Hallowell Landmark owned by the State
of Maine. The complex consists of 63.5± acres with thirteen buildings and other out-buildings. Five of
the buildings are part of the Maine Industrial School for Girls Historic District, listed in the National
Register of Historic Places. The sale and redevelopment of the Hallowell “Stevens School” Campus
complex has been authorized by the Maine Legislature. The redevelopment project specifically seeks
to explore options as part of any sale for reserving or otherwise making available portions of the parcel
for potential municipal use, educational use, open space and other public purposes. The Bureau of
General Services (BGS) of the Maine Department of Administrative and Financial Services requests
Qualification Packages from teams consisting of a lead design firm and a lead developer
(“Designer/Developer Team”) for the purchase and redevelopment of selected portions of the Campus
or the entire facility. This team approach is not intended to preclude proposals from single entities
with the necessary comprehensive skills and resources to accomplish the project. The team approach is
intended to indicate the State expects comprehensive submissions and welcomes submissions from
multiple parties working under a lead agent who have agreed to a formal collaboration for the purpose
of this project.

Teams must follow a three-step process to be considered: register on-line by 2:00 p.m. EST,
Thursday, October 21, 2010; attend a mandatory walkthrough as determined by BGS during the week
of October 25, 2010; and submit a qualifications package in accordance with the RFQ by 2:00 p.m.
EST, Thursday, December 2, 2010.
Only submittals actually received by the Bureau at or prior to the above stated time and date
will be considered. All submittals received after this time and date will be rejected without exception.
Teams are responsible for allowing adequate time for all forms of delivery.
Teams shall register on-line at www.Maine.gov/bgs. The deadline for registration is 2:00 p.m.

Package will be available on-line to each Team that registers The Project Information Package will be
