 Comments: The initial budget requested for this project was $176,500.00 in FY09. Upon
 successful implementation of the CFIS application, RealTimSites will host this application for the
 first year. Therefore, RealTimeSites will provide hardware and staff to administer the CFIS
 application for the first year.

                            Following successful deployment, the Secretary of State during the first year
                            will develop a plan to migrate the CFIS system to the New Mexico
                            Department of Information Technology’s (DoIT) Data Center for hosting
                            purposes.
                           DoIT Migration Collaboration
       Summarize your collaboration with DoIT on moving this project from initialization through
        close (full production). Identify points of contact, dates of discussions, and results
          The Secretary of State CFIS Project team will conduct weekly meetings regarding the progress
          of the CFIS project. The Project coordinator will conduct weekly meeting with the selected
          contractor for the project. The project manager and IT Director will report back the status of
          project to DoIT POCB consultant through monthly status report. The project manager will
          produce the documents as required by DoIT‘s TARC and PCC for their approval and
          continuation of this project from the planning phase into the implementation phase. Before
          closing out the project the SOS Project Management Team will collaborate with assigned
          DoIT consultant and scheduled UAT testing and closing procedures of this project.

                                                Software Architecture
 The application is architected to use a number of tiers, services and components; all of them
 will contribute to accomplish a separation of concerns; the application will make use of OOP
 (Object Oriented Programming) as programming technique as well as the latest technologies,
 best practices and design patterns. Please refer to diagram below.

 SECURITY STRATEGY (APPLICATION AND DATA SECURITY PROCESS, PLAN, OR STANDARD)


 Operational Recovery Planning :
        1. Upon implementation of the CFIS RealTimeSites contractor will develop a Operational
           Recover Planning procedures supporting application and data security process, plan and
           or standards. In the mean time RealTimeSites has a security layer that will provide
               Authorization / Authentication capabilities to any user that interacts with the
               application. Communications between the client browser and the server will
               be encrypted via Secure Socket Layer (SSL).




 INDEPENDENT VERIFICATION & VALIDATION (INCLUDE SUMMARY OF THE LATEST IV & V REPORT)
 An Independent Verification & Validation will be performed by POD contractor. The first IV&V
 report will be delivered to SOS by 01/22/10. The interim IV&V report will be delivered to SOS
 on 02/15/10. The post implementation report will be delivered by 03/31/10.




 SIGNIFICANT RISKS AND MITIGATION STRATEGY

 RISK 1: CONTRACTOR PROVIDING DELIVERABLES ON SCHEDULE
      MITIGATION 1: WEEKLY CFIS PROJECT MEETINGS WITH INTERNAL PROJECT TEAM AND
      CONTRACTOR. FEEDBACK FROM THE IV&V CONTRACTOR CONCERNING THE
      DELIVERABLES, RISK FACTORS, PROJECT SCHEDULE AND WEEKLY UPDATES.


 RISK 2: AMPLE TIME TO PERFORM COMPLETE USER ACCEPTANCE TESTING OF CFIS APPLICATION
      MITIGATION 2: COORDINATING STAKE MEMBERS, SUBJECT MATTER EXPERTS AND SOS IT
      STAFF TO PERFORM AND EVALUATE A COMPLETE UAT.

 RECORD RETENTION POLICY (DESCRIBE THE AGENCY’S RECORDS RETENTION REQUIREMENTS FOR THIS PROJECT)



 RealTimeSites will conduct daily incremental backups of the operating environment and data
 comprising the CFIS application. Backups are moved to a secure off site location on a weekly basis
 and retained for a period of 1 month unless otherwise requested. Documentation that addresses
 disaster recovery for the CFIS application will be generated and made available to Secretary of
 State and RealTimeSites staff.




 MAINTENANCE STRATEGY (DESCRIBE HOW THE AGENCY PLANS TO MAINTAIN THIS PROJECT AFTER DEPLOYMENT)


      Following successful deployment, the contractor will host and fully support the CFIS
      system for the Secretary of State for one year. The Secretary of State, during this first
      year, will then develop a plan to migrate the CFIS system to the New Mexico Department
      of Information Technology’s (DoIT) Data Center for hosting purposes. During this first
      year of hosting by the Contractor, the Secretary of State will develop a migration plan, to
      include all migration specifications and requirements. The Agency will own the new
      system and its source code in its entirety after completion of the project. The Contractor
      will provide hosting for the first full year of project deployment.




 INTEROPERABILITY (DESCRIBE HOW THIS PROJECT INTERFACES WITH EXISTING SYSTEMS/APPLICATIONS WITHIN THE AGENCY)


 The CFIS application does not interface with any other application within the SOS agency.
