Traffic Design Transpo is organized into three transportation-focused service areas. The Traffic Engineering Design service area provides traffic signal design, channelization, street lighting, intersection, and signing design. Other services include traffic control plan development, traffic calming design, roundabout design development, construction management and cost estimating. Our staff includes licensed professional engineers with extensive experience preparing final plans, specifications and cost estimates for the permitting and construction of transportation facilities. systems, in order to better serve the region's community as a whole and to facilitate future annexations of unincorporated areas of the County into the City of Vancouver. These agencies also expressed an interest in providing traffic signal maintenance for WSDOT-owned traffic signal systems within the County. Transpo worked with the two agencies on the development of common design standards, practices and specifications for traffic control systems within Clark County and the City of Vancouver. Interviews were conducted with engineering and maintenance personal at both agencies. A series of three workshops was also conducted. This approach recognized the importance of soliciting opinions from a wide range of Stakeholders and working to build consensus around the design standards as they are developed. The approach also provided a framework for decision-making based on significant criteria that were identified by Stakeholders and Transpo. These items were compiled and documented in a “Traffic Signal Design Manual.” A Few Key Projects: Issaquah ITS Strategic Plan Transpo prepared an ITS Strategic Plan for the City of Issaquah. This included a master plan along with a strategy for a phased implementation of the plan. The phased implementation strategy included a state of the art centralized traffic signal computer system, programmed installation of interconnect conduit and fiber optics or wireless communication, video surveillance cameras at critical intersections and related monitors/equipment, digital message signs, replacement of outdated traffic signal controllers and an approach for improving synchronization of traffic signals in the city. The overall key project deliverables consisted of the ITS Master Plan, prioritized projects with individual definitions and cost estimates, a deployment schedule, and a grant application strategy. Avondale Access Study When Redmond's Avondale community faced concerns about a proposed traffic signal at 180th Avenue NE/Avondale Road, the City hired Transpo to evaluate eight access control options for the neighboring residents . T he City had taken some initial steps to temporarily address these concerns, including restoring striping , but a more permanent solution was desired. The Transpo Group identified access/egress issues along Avondale Road in the 180th Avenue NE vicinity and developed a recommended approach to addressing them. Oregon DOT Lakeview Street Lighting As a subconsultant to W&H Pacific, Transpo completed the traffic design street lighting design of an eight-block section of N 4th Street and South F Street in downtown Lakeview, Oregon. Aspects of the lighting design included ornamental luminaire poles, custom equipment detailing, and preparation of plans in metric units in accordance with ODOT standards. Federal Way S 336th Roundabout Transpo is responsible for the intersection study at the Weyerhaeuser Campus in the City of Federal Way. This report compares the installation of a signalized T-intersection to a roundabout at this intersection location. Transpo has become very familiar with the available roundabout design guidelines including the State of Maryland and Orston & Doctors guidelines. Unique challenges of the roundabout include the design of the right turn bypass lanes and the Y-shape roadway configuration. The City of Federal Way was facing safety and capacity deficiencies at the intersection of Weyerhaeuser Way and S 336th Street. Transpo studied the existing street and intersection conditions and proposed several design alternatives for improving safety and capacity, while reducing vehicle speeds and maintaining the rural character within Isaacs Avenue Pedestrian Crossing Transpo conducted an analysis of pedestrian access for the Whitman College campus in Walla Walla, Washington. Traffic and pedestrian volumes were collected and analyzed to determine if improvements such as crosswalks and/or pedestrian signals were needed to provide for safe access to the college campus. Clark County/Vancouver Signal Study Clark County and the City of Vancouver Washington were interested in developing common design standards, practices, and specifications as it related to their traffic signal control Traffic Design [continued] the East campus area. The City decided upon a two-lane modern roundabout alternative, plus the addition of turn lanes into two driveways in the intersection vicinity. Transpo and ESM teamed up to design the roadway and illumination improvements. Transpo had previously designed a similar two-lane roundabout to the south, the success of which led the City Council to give the goahead for these improvements. Unique challenges of the roundabout include the two-lane circulating roadway and the Yshape configuration of the intersection legs. SH-75 Fox Acre Road Signal This project included the design of a new traffic signal system on State Highway (SH) 75 and Fox Acers Road and the redesign of an existing span wire signal to a mast arm signal system with video detection at SH 75 and Airport Way. The project also included the design of a signal interconnect system between the two signals. Transpo also prepared special provisions and construction cost estimate for the project. Edgewood Jovita Boulevard/114th Street The project included the reconstruction and widening of the Jovita Blvd. and 114th Avenue E. intersection approximately 500 feet in each direction, together with left turn lanes; channelization, drainage improvements, slope stabilization, creek protection, groundwater, contaminated soils, curbs and gutters; sidewalks; illumination; and a new traffic signal. Transpo assisted the City and ESM with project mitigation included public information, right of way and easement acquisition negotiations, parcel mitigation for both construction and easement related impacts, channelization, illumination, traffic signal design and timing plan, project documentation, and compliance closeout. The project also included inspection services for the traffic signal installation. Work involved extensive coordination with property owners and tenants, City Council, City staff, funding agencies, and mitigation contractors. Several alternatives were evaluated including three- and four-lane cross-sections, bike lanes, center medians, and on-street parking. The Transpo Group has provided operational evaluation expertise and preliminary design assistance, which has been used to present information to a varying audience that has included City policy makers and staff. The City decided to keep the existing four-lane section on 166th with the addition of two new traffic signals, interconnect, roadway and parking lot illumination in the vicinity of the Redmond Community Center, and a flashing beacon warning system for the crosswalk in front of the elementary school. The flashing beacon system was to serve as a prototype for school crossings City-wide, and Transpo's facilitation between the City and vendors was key in designing a system which would meet the City's expectations. Transpo prepared the final design plans for the improvements mentioned above.
