ADMIN ORDER FOR 2012 ARMY RUGBY UNION CORPS FESTIVAL 17 - 19 SEP 12

1.     General. The Royal Corps of Signals Rugby Football Club will be competing in the Corps
Rugby Festival to be held at Aldershot on Wednesday 19th September 2012. The players who have
been provisionally selected to represent the Corps are listed at Annex A. The list for this
competition is large due to the number of games that will be played on the day of the Festival. The
President kindly request that Commanding Officers and Officers Commanding make every effort to
release their respective players for this event. The aim will be to select a squad of players for the
forthcoming season and any additional players considered to be of Corps standard not listed at
Annex A are very welcome to attend if recommended by the Unit Rugby Officer.

2.      Reporting. All members of the Squad, including coaching and management staff, are to
report to the Sports Pavilion changing rooms, Blandford Camp at 1100 hrs on Monday 17 Sep 12,
changed and ready to train. Unit Rugby Officers are responsible for distributing this letter to their
respective players listed at Annex A.

3.      Availability. Due to units failing to notify the Secretary of player availability on a regular
basis throughout the 2011/12 season it will now be assumed that players listed in Annex A are able
to attend unless reasons are presented to the Chairman of Corps Rugby through the Secretary via
email (1ADSR-212SigSqn-2IC) before 6th September at the latest. The President will be
personally informed of any players who are not released.

4.       Individual Requirement. Players are to confirm their travel and accommodation plans
with WO2 Steff Gibbs (02920 781306) before 6th September at the latest. Players whose
availability status changes are to bring this to the attention of a member of the Secretary
immediately. Due to service limitations, players from the same unit or area are to organise to travel
in the same vehicle. Accommodation is available at Blandford Camp from Monday 17 Sep 12 if
required. Players are reminded to bring smart civilian dress, including a club polo shirt, along
with all club training kit. Raging Bull now has an online order service which is available through the
website.1

5.       Insurance. The Corps has affiliation and insurance cover for the forthcoming season.
Units are reminded that the names of players selected to play should be included on Part 1 Orders
prior to the event. All units wishing to play rugby during the 2012/13 season must also be affiliated
to the Army Rugby Union. Clubs who fulfil additional criteria will be automatically affiliated to the
Rugby Football Union. Full details are at Reference A, which is also available electronically on the
Corps Rugby website.2 The site also includes general advice and guidance for Unit Rugby
Officers. If in doubt please contact the Club Development Officer, Lieutenant Colonel J Kennedy, at
development@royalsignalsrugby.co.uk.

6.      Selection for Corps Rugby. Following unit feedback it has been decided not to run a
training week as we have in previous seasons due to the extended commitments and disruptions
created by Op OLYMPICS. The Collins Cup, held the week before, will therefore be used to
confirm and select a Squad for the forthcoming season. Additional players than those listed at
Annex A may be selected for the Corps Squad following their performance at the Corps 10s
Competition. Whilst the number of players in this position should be relatively small, units are
asked to support any late requests for additional players.

7.       Travel. Travel at public expense is authorised in accordance with 2010DIN10-034 at
Reference A. The use of the Representational Sport Travel Budget is authorised, through your
UIN, quoting Local Project Code (LPC) ZZP1E1 1403 and Resource Account Code (RAC)
PDA002. This will ensure the costs are attributed to AG TLB. For contract bookings, e.g. civilian
flights/hire cars, use the unit UIN, Purpose of Travel Code (POT) 16 and RAC PDA002. Units are
reminded that vehicles that are booked for the matches do not come from the unit budget
and personnel are not to stop bookings because of cost, the unit UIN is only used to initiate
the booking process and no funds come from the unit. Travel from Germany will be co-
ordinated centrally by Captain C Davidson (contact details above).

8.      Units are to note that bookings are to be subject to the same level of diligence and co-
ordination as unit budgets are given. Where possible players are to travel together and by the least
expensive means possible. If any player travelling individually who is injured or concussed during
training or the game itself and is therefore unable to drive, then a member of the squad will be
nominated to return the player and the vehicle to the parent unit.

9.      Some units have correctly questioned the procedure if a player who has travelled alone is
injured. If a player is injured during training or the fixture itself and is unable to drive back to his
parent unit then a member of the squad will return the player and the vehicle. There will be medical
assistance at both the training venue and the match in order to make a medical assessment of a
player’s ability to drive in the event of injury.

10.    Civilian Clubs. Players are again reminded that they must formally notify their chain of
command if they are intending to play for a civilian club and that they must have their own
insurance cover. Further direction on registration and contracts will follow from the ARU in due
course, but this is more than a simple matter of etiquette as players need to be formally registered
with each and any club that they play for.

11.     Future Fixtures. A complete fixture list has already been distributed to the chain of
command therefore no dates should come as a surprise to units. Forthcoming matches are also
published on the club website and contained at Annex B in order to allow units and players to plan
ahead. Players are reminded of the need to take ownership of their own commitments and engage
with their direct chain of command early in order to deconflict with work commitments at the
earliest opportunity.

12.     Summary. The Corps continues to struggle on the rugby field due to difficulty with
releasing players for training and matches. The high tempo of operations and the effect of

redundancies will ensure that this continues for some time and it is therefore imperative that
players and units manage their time efficiently and give as much warning as possible for player
availability. The Committee has removed all friendly fixtures from the calendar and has also
removed the selection week at the start of the season in response to feedback from units. It is
therefore vital that maximum effort is made to release players for all games shown at Annex B and
that low level commitments do not block players being released. The Club requires your support if
we are to compete at the right level and the importance of planning ahead in order to ensure that
players are available is paramount. Your continued support is greatly appreciated and I would
encourage anyone that can to come and support the Corps at Aldershot on Wednesday 19th
September.
