 Service:                    Housing Services

 Job purpose:                To monitor, operate and control the City Council’s close circuit
                             television systems within Norwich City Council boundaries and in
                             the City Council’s car parks and other designated
                             buildings/properties. Ensure duties comply strictly to set daily
                             duties and inaccordance with the Norfolk Code of Practice,
                             policies and procedures.

                             Liaises with Police Headquarters control room if incidents occur,
                             as defined in the Code of Practice together with Police SNTs and
                             other agencies.

                             Support the CCTV team leader and the Monitoring and Response
                             Services Manager in their development of the service and in
                             maintaining satisfactory service standards.

 1      Particular Responsibilities

        Prepares and checks equipment for operational use, ensuring controls are
        adjusted to obtain optimum performance and report any failures or faults to CCTV
        management.

        Checks operational control of external equipment, ensuring optimum use is made
        of external lighting to enhance vision and picture quality and report any failures or
        faults to CCTV management.

        Ensures faults or malfunctions to equipment are recorded, notified to CCTV
        management and within the scope of the role ensure the designated maintenance
        contractor is contacted and details passed over for repairs to be carried out.

        Operates the equipment correctly as per the manufacturers’ instructions and in
        accordance with legal requirements, Norfolk Code of Practice and operational
        policies and procedures.

        Organises workstation to maximum efficiency, ensuring all equipment, including
        radio equipment, monitor screens, telephones, printers, copiers etc. are
        maintained, clean and dust free

        The CCTV operator must remain vigilant at all times, respond to incidents on a
        priority basis utilising all available resources, eg. Police intelligence, Alert
        information, Car Parks radio information etc.

        The CCTV operator must record all incidents accurately without due prejudice
        according to policies and procedures making note of all key aspects of incidents
        and persons for accurate and prompt commentary to relevant agencies using laid
        down protocols.

        CCTV operators must ensure they carry out informed and comprehensive
        handovers with their colleagues and management to ensure full and open
        communication within the service and ensure that this complies with the Council's
        Confidentiality Policy and Data Protection Act.

        CCTV operators should be ambassadors for the service and conduct themselves in
        a professional manner at all times when liaising with other agencies and Council
        departments.

        Team members must be able to prioritise, research and utilise all available
        information and intelligence on crime trends, offender information and information
        relating to ASB issues.

        CCTV operators must attend promptly and professionally to any enquiries by
        phone or in person at the door entry of the CCTV suite maintaining security and
        adhereing to protocols at all times.

        Reports an accurate interpretation of events promptly and calmly to the appropriate
        authorities

        Ensures incident in progress is monitored continually to conclusion

        Completes incident log accurately and legibly within required timescales

        Maintains confidentiality of information at all times

        Maintains the tape storage system for rotational use, ensuring tapes are cleaned
        prior to re-use and are promptly replaced when the recommended time limit has
        expired or faults are evident.


        Identifies missing tapes and implements system for return or replacement

        Preserves and secures tapes containing possible sources of evidence by removing
        them from the system and accurately recording details as per Ais.

        Ensures that tapes and digital evidence containing possible sources of evidence
        are only made available to authorised personnel.

        Prepares written statements for the Police for evidential purposes, attending Court
        hearings as required

        Carries out all duties in accordance with the Code of Practice.

        Promotes and implements the Council’s corporate strategies, policies and
        practices in relation to employment and services.

        Responsible for health & safety matters within the post holder’s are of work.

        There is an expectation that CCTV operators attend team meetings and 121
        supervision on a regular basis together with liaison meeting with Police and other
        agencies in the delivery of improved

        Carry out any other activities which fall within the scope of this post and which are
        at a similar level of responsibility .

 General requirements

 Post holders will be expected to be flexible in their duties and carry out any other duties
 commensurate with the grade and falling within the general scope of the job, as
 requested by management

 Duties and responsibilities must be carried out in accordance with relevant Norwich City
 Council policies and procedures, within legislation and any code of professional ethics
 of relevant professional body.

                                   Essential criteria


 1. Qualifications    Current SIA PSS CCTV licence or able to undergo immediate
                      vetting and training to achieve licence.

                      Current Airwave/Police Vetting clearance or able to undergo
                      immediate vetting to achieve clearance


 2. Experience        Experience of working shifts in a 24 hour control centre
                      environment
                      Experience of working to strict guidelines, protocols and policies
                      Experience of keeping formal records of information and
                      incidents both manually and electronically



 3. Knowledge/        Knowledge of Data Protection Act
 understanding        Knowledge of Human Rights Act
                      Have an understanding of community safety issues,
                      neighbourhood working and SNTs
