BR 122 creates a new section of KRS Chapter 61 to prohibit a local government public agency or
public employee from using public funds to be a member of a private organization which holds
closed meetings in violation of the Kentucky open meetings law.
FISCAL EXPLANATION/BILL PROVISIONS ESTIMATED COST
The fiscal impact of BR 122 on local governments is likely to be minimal.
The number of local government agencies now paying individual employee or agency
membership fees or dues to private organizations which hold closed meetings in violation of the
Kentucky Open Meetings law is not known. A withdrawal of membership fees or dues from any
such private organizations could result in a temporary or long-term reduction in some
administrative costs for the participating local government agency.
