REGULAR MEETING
AUGUST 22, 2006

       Judge/Executive Harry L. Berry called the Hardin County Fiscal Court Meeting to order
and requested a roll call vote. Voting: Judge Berry yes, Brandenburg yes, Jaggers yes, Hay yes,
Wiseman yes, King yes, Easter yes, Goodman yes, Crady yes.

       The invocation was given by Squire Easter.

       Squire Jaggers led the court in the pledge of allegiance.

       Joe Emary, Radcliff Chamber of Commerce, presented the Chamber Update.

       Sheriff Charlie Williams presented the Hardin County Sheriff’s July Report.

       Kenny Tabb, Hardin County Clerk, presented the Hardin County Clerk’s July Report.

       Jailer Louis Lawson presented the Hardin County Detention Center’s July Report.

       Jailer Louis Lawson gave an update on County Properties.

        Mr. Mike Fugate, Radcliff, Kentucky, addressed the court concerning an ATV Track in
his neighborhood. He encouraged the County to adopt a noise ordinance.

      Crady moved and Hay seconded to approve Emergency Services’ Committee
recommendation four the County to pay 75% of $45,000 ($33,750) to Stephensburg Fire
Department to purchase a truck from Radcliff. Voting: Brandenburg yes, Jaggers yes, Hay yes,
Wiseman yes, King yes, Easter yes, Goodman yes, Crady yes, Judge Berry yes.

       King moved and Jaggers seconded to declare Seagraves Fire Truck owned by
Stephensburg Fire Department as surplus and return the truck to Stephensburg Fire Department.
Voting: Jaggers yes, Hay yes, Wiseman yes, King yes, Easter yes, Goodman yes, Crady yes,
Judge Berry yes, Brandenburg yes.

       Crady moved and Judge Berry seconded to approve Resolution No. 2006-097 granting
Judge/Executive and the County Attorney the authority to submit a loan application to the
Kentucky Infrastructure Authority for a rural wireless broadband internet project on behalf of
Nolin RECC. Voting: Hay yes, Wiseman yes, King yes, Easter yes, Goodman yes, Crady yes,
Judge Berry yes, Brandenburg yes, Jaggers yes.

       Brandenburg moved and Hay seconded to approve residential lease on Pearl Hollow
Road for $500.00 a month. Wiseman yes, King yes, Easter yes, Goodman yes, Crady yes, Judge
Berry yes, Brandenburg yes, Jaggers yes, Hay yes.
       Brandenburg moved and Goodman seconded to approve the first reading of Ordinance
No. 245, Series 2006 the contract transfer between Borders Recycling and Waste Transport
Services. Voting: King yes, Easter yes, Goodman yes, Crady yes, Judge Berry yes,
Brandenburg yes, Jaggers not voting-conflict of interest, Hay yes, Wiseman yes.

        Jaggers moved and Wiseman seconded to approve Resolution No. 2006-095 relating to
Emergency Service Personnel (Tim Carter, Cynthia K. Thomas, Jason Clopton, Terry Kendall,
Maria Pena, Vicky Robinson, and William Mason). Voting: Easter yes, Goodman yes, Crady
yes, Judge Berry yes, Brandenburg yes, Jaggers yes, Hay yes, Wiseman yes, King yes.

        Goodman moved and Hay seconded to approve the Consent Agenda to include approving
payroll with payroll liability checks dated 08/11/06 and employee benefit refunds, approve
Claims Batch No. 02-7022, approve Resolution No. 2006-096, Budget Transfer Batch Journal
Batch No. 02-4122, Cash Transfer Journal Batch No. 02-4515 and 02-4518, Interfund Transfer
Journal Batch No. 02-4322, approve Hardin County Detention Center’s July 2006 report,
approve Fiscal Court Minutes dated 08/08/06. Voting: Goodman yes, Crady yes, Judge Berry
yes, Brandenburg yes, Jaggers yes, Hay yes, Wiseman yes, King yes, Easter yes.

        Judge Berry announced that Solid Waste Coordinator, Bob Hall, had been commended
for doing an outstanding job by the State Environmental Protection Cabinet for coordinating the
county’s effort to clean up litter and open dumps.

       Court was adjourned, without objection, Judge/Executive Harry L. Berry presiding.
