									                        Regular Council Meeting November 1, 2007

Mayor Thomas L. Hardesty called the meeting to order at 6:30 p.m. with the following
Councilmembers present: Alan Matthews, Mike Zoeller, Donna Eaton, Shane Suttor, Valoise
Owens, and Michael Miller.

City Employees present: Bryan Slone, Inez Harris, and Frank Willoughby.

City Attorney: Frank Chuppe.

Councilmember Eaton gave the invocation.

All present pledged allegiance to the flag.

Minutes/October 18, 2007
Councilmember Owens moved to approve the minutes of October 18, 2007, as read by
Councilmembers prior to the meeting. Seconded by Councilmember Suttor.

All voted “aye” and it was so ordered.

Re-appointment/Steve Collins to the Historic District Commission to June 30, 2010
Mayor Hardesty recommended Steve Collins be re-appointed to the Historic District Commission
for a 3 year term to June 30, 2010.

Councilmember Owens moved to approve the appointment. Seconded by Councilmember
Zoeller.

All voted “aye” and it was so ordered.

Resolution – Shelby County 911 Board
Councilmember Matthews moved to approve a resolution that the 2008 Kentucky General
Assembly amends KRS.65.7629 to increase the current fee of ($.70) seventy cents per month per
cell phone connection in order to provide for an increase in funding of the local 911 services in
Shelby County and the rest of the Commonwealth of Kentucky. Seconded by Councilmember
Zoeller.

All voted “aye” and motion carried.

Municipal Order – City of Shelbyville Smoking Policy
Councilmember Zoeller moved to approve a Municipal Order to adopt a policy of banning
cigarette smoking in all city buildings. Seconded by Councilmember Suttor.

All voted “aye” and motion carried.

Bid Proposal – Canopy/Weissinger Hills Golf Course
Mayor Hardesty read the bids received for the canopy at Weissinger Hills Golf Course. They are
Arbor View $73,875; Welch Construction $76,000; and Bailey Drywall $73,630. Mayor
Hardesty recommended the bid be awarded to Bailey Drywall.

Councilmember Suttor moved to accept the bid from Bailey Drywall. Seconded by
Councilmember Eaton.
All voted “aye and motion carried.

Department Reports
Bryan Slone, Golf Pro Manager, reported they are doing a lot of mowing. The new carts have
been received. They are now in winter mode. He has cut down on staff.

Inez Harris, City Clerk/Treasurer, asked for approval of the 2007 September Financial report.

Councilmember Owens moved to approve the 2007 September Financial report. Seconded by
Councilmember Zoeller.

All voted “aye” and motion carried.

Mayor’s Report
Mayor Hardesty reminded everyone of Light Up Shelbyville on November 3, 2007 from 2:30 to
7:30 p.m. City Hall will be closed in observance of Veteran’s Day on November 12th. Triple S
Planning and Zoning will hold a Public Hearing on November 20th. The subject will be buffering.


Councilmember Eaton moved to adjourn at 6:55 p.m. Seconded by Councilmember Suttor.

All voted “aye” and it was so ordered.
