CHAIRPERSON KEN HARRINGTON AND
VICE CHAIRPERSON DEXTER MCNAMARA
LTBB Tribal Citizens are calling to REMOVE Chairperson Ken Harrington and Vice
Chairperson Dexter McNamara for their failure to respect the LTBB Constitution, laws,
policies and procedures, failure to possess the knowledge to effectively run the LTBB Tribal
Government and failure to respect the Tribe and its employees.
All governing authority, according to the LTBB Constitution, rests with the Tribal Citizen.
The Tribal Citizens delegate specific powers and functions to the Executive branch of
government. The Executive power of LTBB, vested in the Chairperson and Vice
Chairperson, are being subject to recall by the LTBB Tribal Citizens.

REASONS FOR REMOVAL
An LTBB Governmental Employee has filed 6 Whistle Blower complaints against
Chairperson Ken Harrington:
1. Alleges not adhering to Tribal Preference in the hiring of a LTBB Temporary
Governmental Employee. 2. Alleges illegal lease of Bell’s Fishery. 3. Alleges inappropriate
use of Tribal monies for a snowmobile trail. 4. Alleges moving one department under another
in violation of the LTBB Constitution. 5. Alleges violation of a Tribal Resolution regarding
LTBB’s NAGPRA representative by using an Executive Directive. 6. Alleges violation of
not following the Administrative Procedures Act.
Chairperson Ken Harrington and Vice Chairperson Dexter McNamara currently have a
lawsuit pending against them in LTBB Tribal Court for not adhering to an arbitrator’s ruling
in a LTBB Governmental Employee grievance hearing.

Truths in regards to the recent mailer sent by Chairperson Harrington and Vice
Chairperson Harrington and Vice Chairperson McNamara state it’s “nonsense” it only took
172 signatures to trigger a recall election. The number of signatures it takes to trigger a recall
election is based on the number of registered voters who voted in the last election. Only 868
people voted in the last election, and 172 signatures represent 20% of the people who voted,
which is exactly what the LTBB Constitution requires.
Chairperson Harrington and Vice Chairperson McNamara state “Our Constitution allows for
the recall process at any time without a reason for the recall.” We agree that is what our
LTBB Constitution states. Chairperson Harrington and Vice Chairperson McNamara
may not agree with this, but we must adhere to the LTBB Constitution, which was
approved by LTBB Tribal Citizens.
Chairperson Harrington states “In accordance with our Constitution Dexter and I are, and
have been, committed to working for the best interests of the Odawa Nation.”
NOT TRUE. Since this Executive team has taken office, the percentage of LTBB Tribal
Citizens employed by the Tribal Government has decreased, not increased. Is this in the
Tribe’s best interest? NO!
MORE Tribal Citizens have been fired or demoted under this Executive team than at any
other time in the Tribe’s history. Is this in the Tribe’s best interest? NO!
IS IT in the Tribe’s best interest for the Chairperson to take money from CMS in order to
secure the Tribe’s silence on injection wells which would threaten the safety of our water
and the safety of the fish we eat? NO!
IS IT in the Tribe’s best interest for the Chairperson to withhold funding Tribal Council
has appropriated for services that benefit the Tribal Citizens i.e. elders, youth, etc.? NO!
IS IT in the Tribe’s best interest to have an Executive team who refuses to adhere to the
Tribe’s Governmental Employee Handbook and authorizes employees to violate it? NO!
IS IT in the Tribe’s best interest to have a Chairperson and Vice Chairperson who refuse
to adhere to the Tribe’s laws? NO!
IS IT in the Tribe’s best interest to have a Chairperson who signed a law, which
eliminated the Gaming Board of Directors, and then, subsequently filed a lawsuit in
LTBB Tribal Court, claiming the law he signed was unconstitutional? NO!
IS IT in the Tribe’s best interest to have a Chairperson who illegally leased Bell’s
Fishery in violation of the LTBB Constitution? NO!
IS IT in the Tribe’s best interest to have a Chairperson who violates the rights of Tribal
Chairperson Harrington and Vice Chairperson McNamara state “Recalls can easily cost
our Tribe over $100,000.00.” This is false. The Tribe’s Election Board has publicly
stated a recall election costs approximately $20,000.
Chairperson Harrington and Vice Chairperson McNamara have already cost the
Tribe more than that by paying:
For a lobbyist
For attorney fees incurred in defending grievance hearings
For a snowmobile trail, which the Chairperson directly authorized $18,000 without Tribal
Council approval, per Whistle Blower No. 3
Can we afford to allow Chairperson Harrington and Vice Chairperson McNamara to continue
to waste money, when according to them, we need to cut $3 million from our Tribal budget
(a claim expressly rejected by Tribal Council)?
Chairperson Harrington and Vice Chairperson McNamara state “The recall people have No
Plan! Their plan (recall) only tears apart our Tribe.” We have a plan.
OUR PLAN involves removing a person with no integrity or morals, who believes he is not
accountable to the people and who believes he is not a servant of the people.
OUR PLAN is to remove a Chairperson and Vice Chairperson who have created a hostile
and intimidating work environment for the people who are servicing the needs of Tribal
Citizens. OUR PLAN is to remove an Executive who refuses to adhere to the law.
Chairperson Harrington and Vice Chairperson McNamara state “while in office for only 21
months Chairman Harrington and Vice-Chairman McNamara have promoted our culture,
improved services, saved our Tribe money, protected our environment and presented plans to
Tribal Council that will make our Tribe millions.” Does Harrington believe withholding
money for language immersion promotes our culture? Does Harrington believe refusing to
disperse money appropriated by Tribal Council for our elders, youth, etc. promotes our
culture? Does Harrington believe violating the laws of the Tribe improves services or saves
the Tribe money? He must believe these things because these are all actions taken by
Harrington since taking office. Sadly, McNamara has stood by while Harrington has
broken Tribal law and violated the rights of Tribal Citizens and done nothing. McNamara
has chosen to make himself a part of the problem, rather than stand up for what is
We, the Tribal Citizens of LTBB, have the power to REMOVE this Executive team.
