                                          Job Description

Job Title:                Development Officer

Location:                 Bathgate, with regular travel throughout West Lothian

Reporting to:             Gateway CEO

Responsible for:          Providing information, guidance and support to groups within the
                          voluntary and community sector

Hours of Work:            35 hours per week with occasional evening or weekend working

Salary:                   £25,551 per annum (SJC Scale AP4-30)

Function of the post

The overall purpose of this job is to contribute to the delivery of the Gateway’s
current Business Plan and the achievement of its strategic goals and objectives by
taking particular responsibility for delivering a range of support and developmental
services to West Lothian’s Voluntary Sector, including start-up support to small
organisations or community groups and ongoing support to existing voluntary

Key Responsibilities of the Post

1   Main Duties

   Provide start up support, including advice on appropriate legal structures, constitutional and
    governance requirements, advice and support in developing fit for purpose management systems.
   Help voluntary organisations and community groups to identify suitable funding sources and
    provide advice and guidance on how to make successful funding applications.
   Design and deliver training that will enable them to further develop their services/activities;
    promote and publicise such courses to achieve maximum take-up and outsource when necessary.
   Help organisations to identify and introduce suitable financial management systems and practices;
    carry out Independent Examination of accounts when requested and appropriate to do so.
   Act as a mentor to voluntary organisations or community groups who are aspiring to achieve
    PQASSO (Practical Quality Assurance System for Small Organisations) or similar quality mark.
   Support voluntary organisations with Disclosures/PVG, OSCR compliance, mainstreaming
    equalities and other HR issues.

2   Network Support & Development
   Provide support for the Voluntary Sector Strategic Group (VSSG) and West Lothian Compact.
   Provide opportunities for voluntary organisations active in West Lothian to come together via a
    range of appropriate forums and networks.
   Identify opportunities to develop network activity that helps West Lothian’s voluntary sector to
    develop as a whole, contributes towards the ongoing development of voluntary organisations
    and through this combination contribute towards West Lothian’s Single Outcome Agreement.
   Ensure there is regular communication between the Gateway and its members and associates by
    producing regular newsletter and bulletins for distribution throughout the voluntary sector.

3   General
   Promote the role of the Gateway in West Lothian and support its overall aims and activities.
   Contribute to the maintenance and ongoing monitoring of the Gateway’s quality standards, e.g.
    EFQM and IiV.
   Keep abreast of developments within the public and voluntary sectors, particularly as they relate
    to voluntary organisations, and suggest/advise colleagues as to appropriate responses.
   Fully utilise the Gateway’s website as a tool for communication and encourage use of the
    Community Toolkit.
   Maintain accurate records, monitor and review the progress of all aspects of the post to ensure
    clients’ demands are met and the Gateway can evaluate its service provision.
   Promote and enable the development of compliance, good practice and quality standards.
   Support the development of social enterprise within the voluntary sector.
   Respond to general enquiries from service users and general public.

4 Complexity of Post
The post-holder will be required to demonstrate initiative, flexibility, and an ability to prioritise
competing work demands. S/he will have excellent knowledge of Microsoft Office, a commitment
to teamwork, and a high level of interpersonal skills; someone who relishes and meets challenges.

5   Support and Supervision
   The post-holder will receive regular support and supervision from the Gateway CEO.
   An annual appraisal will be conducted by the Gateway CEO.
   Training must be undertaken as identified and agreed through support and supervision.
