Joseph Neu \ EFC Notes AGENDA

A18.1 Opening Remarks
A18.2 Approval of Agenda

A18.3 Approval of Minutes of the last meeting / Action Item follow-up CSA is attempting to offset
greenhouse gases and have selected a couple of pilot committees to develop data on travel by members. A
questionnaire was circulated for members to fill out.

A18.4 Strategic Issues
           1. Parallel standards/ If not IEC, how to maintain legacy standards without experts The TC’s
should provide an update on the issue – subject on hold until reports are avail.
           2. Harmonization between CEC, Part I, and NEC – update from Part I Chair. It is expected that the
NEC will adopt revised Ampacity tables 16-17 for the 2011 code. In Canada, Section 4 will be
revised to 75 degree C where we currently use 90C rating for ampacity selection
           3. Administrative requirements in Codes & Standards (discussion/ decision re. paper submitted by
                                                                                                                      Formatted: Font: Not Italic
                   R. Leduc, posted in 18th meeting folder) Rene Leduc suggested that having administrative
                                                                                                                      Formatted: Font: Not Italic
requirements in the code makes it ineligible for confirmation as a national standard. Members
believe the removal of these requirements would allow “uncertified” products to be used within
the jurisdictions. Section 2, rules 2024 requires use of approved electrical equipment and the
manufacturing community would not want it removed. CACES is already reviewing the
administrative differences within Part I. The Leduc recommendations cover all standards – Part I
and Part II. Noted that only 15% of Part II are CAN documents. Point was made that many
adopted IEC standards have administrative req’mts yet they have been accepted as National
                   Canadian stds.
                                                                                                                      Formatted: Indent: Left: 0.88"
Motion was to adopt the following Recommendation
That SCORES direct all technical committees under its authority to review the technical
standards they are responsible for and develop a strategy to address administrative requirements
in compliance with Clause 6.8 of CAN-P-2F.
                   Motion was NOT carried,

A18.5 Standards Development Items
           1. CEC, Part I - review and adoption framework (update)………………………………… S. Brown
reported that there is an impact assessment with the 4 pilot provinces; in addition they developed
media packages for info presentation\education\training and legislative information. There is

further discussion with safety authorities. The question – how do we adopt the code across the
country in the shortest period of time? Next step is to go thru the same process with the other
              provinces.
           2. UL proposal for independent SDO amendments to N.A. harmonized standards (decision re.
response to UL proposal, posted in 18th meeting folder )
           3. Standard for Inspection of Existing Dwellings ……………………. P. Marcucci/ D. Mascarenhas
forming a new committee under Part I Committee to develop a new Model Code based on NFPA
              73.
           4. Nanotechnology update ……………………………………………………………….… S. Brown
Numerous stds being developed and a number have been adopted in Canada. Industry Canada as
been pulling together all the related ministries to educated them and emphasize the need for Cdn
standards, more fed gov’t folks are becoming involved than ever before.

A18.6 Membership items (standing item) Jenny Hillard has resigned and CSA is seeking another consumer
           representative to fill this position.

A18.7 TC Operations / TC Chair Reports
(TC reports prior to each SCORES meeting to include outstanding agenda items, meeting reports,
           etc.)
TC Chairs are invited to post their reports to the SCORES workspace in the “TC Reports” folder,
and discuss highlights at this meeting. Several TCs are meeting earlier in the week. A number of
           committees have posted their reports.
