K-State at Salina Parking Committee
September 16, 2010
Minutes
Present: Bob Homolka, Annette Hernandez, Rick Honeycutt, Darwin Abbott, Steve Colgrove, Scott
Summers, Thomas Nieto, Hugh Irvin, Kimm Sanchez
Absent: Les Kinsler, Brett Cooper
Bob Homolka was appointed Chair. Introduction of the members were made.
Dean Kuhlman sent out an email proposing a change in the B-1 parking lot. He offered three
suggestions:
1 – Keep the three east rows as Visitor stalls. (33 stalls were marked for Visitor only.)
2 – Make it Visitor & Conference parking with Reserve stalls for campus personnel.
3 – Make it Visitor parking but allow faculty, staff & students to park at a higher rate.
Discussion was held whether or not that the 33 stalls should be reduced to 22 or even 10 stalls. Darwin
said the Reserve stalls on main campus cost $1200 for 24 hrs., $800 for 16 hrs, and the parking garage
was $900 for 24-hour period. Those costs included the permit.
The Student Life Center permits were supposedly to be included in their Schedule of Charges and not a
separate cost. That would make it a hidden cost to those using the SLC.
Tires were being chalked and given a 30 minute grace period so visitors and prospective students would
have time to go in and get a parking permit. Admissions weren’t always handling out Prospective
Student permit to walk-ins. Citations were voided if they were found out to be a visitor or prospective
student by the Parking Office.
Bob reported he has asked students about the parking change and no one is in favor of it. Questions
about how Intramurals would be handled since Ks. Wesleyan and Brown Mackie students were here. If
they’re held after 5:00 p.m., permits are not required. Some questions can not be answered at this time.
A petition was started by the students regarding the change but it may have died out in the SGA meeting
after the Dean spoke to them.
Bob and Kimm volunteered to do a count survey of the Visitor stalls. This will be done hourly for a
week. It will give the committee an idea how often the stalls are full. Security officer will enforce the
Visitor only parking stalls. They call in tag numbers to see if they are on file in the Parking Office and
if they are campus personnel, SLC members or visitors.
Rick said he is measuring an area over in the south Residence Hall lot (A-1). There is an increase of
motorcycles and there are only four stalls at this time. Ten motorcycles were counted one night. Not
citations are being issued in that lot.
The next meeting will be Tuesday, October 12th from 12:30-1:30 p.m. in the TAC conference room.
Bob will send out the agenda. Meeting dismissed.
