RE: MACLEA / MSP Training Committee Meeting
The following are the minutes from the SSPO Training Committee meeting held
February 12, 2003 at the Massachusetts State Police Academy in New Braintree. The
meeting began at 10:00 am and adjourned at 11:45 am.
MACLEA Members Present: Chief Jack Hanlon (WPI), Chief John Carter (Amherst),
Chief Dave Bousquet (Becker), and Staff Sergeant Ralph Avery (NEU).
MSP Members Present: Lt. Col. Jack Caulfield, Major Dennis Galvin, Capt Jack
Flaherty, Lt. Ronald Waskiewicz, Sgt. Dan Viel and Tpr. Donna Losardo.
1) The first topic of discussion was about adding a 24-hour firearms training piece
within the SSPO Academy Curriculum. The program includes such topics as:
Mental preparation for lethal force encounters
Operation of weapon systems
Safe handling skills
Use of Force training
Use of FATS machine (training simulator)
This three-day block of instruction is universal and designed for both armed and un-
armed departments. There will be no live firing or qualification included in this
training. Departments that do carry firearms will have to provide additional firearms
training/qualification to their own officers upon the officer’s return to the department.
A firearms safety course certificate will be issued to each officer upon its completion.
In addition to this firearms training being added to the SSPO curriculum, the State
Police Firearms Instructors have scheduled a three-day session on March 19th, 20th
and 21st (Wed-Thur-Fri) for the recent graduates of the SSPO class #13. Firearms
instructors at our various institutions are also invited to attend this program.
Departments participating should be sure to bring along the weapons they will be
utilizing at the respective institution. A licensed person must carry the weapons to the
program. Those attending should also bring along their departments Use of Force

2) Also discussed were issues raised about the last SSPO class and concerns of the
recruits. We believe these issues were resolved and do not foresee any future
The next full academy program is tentatively scheduled for early June. A meeting has
been scheduled for March to review the curriculum with the newly appointed liaison
officers that are assigned exclusively to this class. We will be asking more college and
university professionals to participate as instructors for the class. The instructors can be
non-police professionals, as well (ie. Student life- residential services-environmental
safety persons- counseling folks- alcohol educators- media relation’s people diversity
