The Enterprise Solutions and Technology Sub-plan
The Enterprise Solutions and Technology (EST) Sub-plan supports ATO outcomes by providing
efficient and effective enterprise solutions and information technology services. Through
ongoing advice and support, we build strong relationships by consulting and co-designing with
our key stakeholders and service providers.

The EST Sub-plan:
    ensures IT systems are reliable, responsive and available
    supports and facilitates agreed ATO change and innovation, by leading and governing
      the following enterprise capabilities: IT strategy, architecture, design processes,
      information management, systems and technology, risk management, intelligence,
      project management, IT security and information security
    optimises and leverages enterprise technology, systems and processes
    promotes in-pattern approaches to legislative, business process and systems design
    manages ATO technology investments in a robust and transparent process.
The EST Sub-plan is comprised of five key areas: ATO Business Solutions; Enterprise
Applications; Office of the Chief Knowledge Officer; Strategy, Planning and Assurance; and
Business and ICT Provider Relations.


Information and Communications Technology
Information Communication Technology (ICT) in the ATO is focused on providing efficient,
responsive, resilient, and quality technology services and solutions. Modern tax and
superannuation administration is fundamentally dependant upon technology with much of the
ATO’s work being done electronically. As we look to the future in this, our centenary year, we
will continue to improve and innovate enterprise technology solutions.


Strategy Planning and Assurance

The Infrastructure Specialist is a position that reports to a Technology Services Director in the
Strategy, Planning and Assurance (SPA) Branch.
The Strategy Planning and Assurance Branch ensures the delivery of infrastructure services
supports the Tax Office’s current and future needs and represents value for money. SPA
achieves this through the effective governance of its infrastructure outsourcing service
providers.
Technology Services has prime responsibility for ensuring the Tax Office’s infrastructure
outsourcers meet their contracted service delivery obligations; that the growth of the
infrastructure services is planned and implemented in alignment to the infrastructure

architecture directions, contractual requirements and business needs; and that the Tax Office
receives value for money from its technology investment.

The job

Job description

The Infrastructure Specialist position will maintain knowledge of the outsourcing contractual
arrangements, assure infrastructure is fit for business, achieve the best outcomes for business,
plus have significant expertise in two or more of the following:
•      Mainframe architectures, technologies and solutions
•      Midrange server architectures, technologies and solutions
•      Network architectures, technologies and solutions
•      WAN architectures, technologies and solutions
•      End-user technologies (desktop, and mobile computing environments) architectures,
       technologies and solutions
•      Voice architectures, technologies and solutions with specific expertise in telephony and
       PABX systems
•      Data Storage including DASD, SAN and tape technology
•      Disaster recovery/business continuity strategies and solutions
•      Capacity and availability management processes (ITIL)
•      Infrastructure operations management, including IT facilities management
•      Infrastructure project planning and management including business case development,
       risk management and project assurance
•      Infrastructure security policy, strategy and processes
•      Infrastructure asset management and audits
•      Infrastructure solution design and planning
•      Infrastructure project management/co-ordination
Note that the Infrastructure Specialist does not have hands-on responsibility for managing the
delivery of infrastructure services – this responsibility rests with the infrastructure outsourcers.
Instead the Infrastructure Specialist will manage relationships to their vendor counterparts and
to other Tax Office technical experts to ensure such delivery provides innovation, performance,
availability, capacity, growth, and responsive and orderly improvement of the systems
environment.
A Highly Protected security clearance or the ability to obtain one will be required for this
position.

Duty statement

1. Under limited direction, the occupant will undertake the following duties, as required.
Provide support and technical advice regarding one or more of the following infrastructure
areas to teams involved in system planning, design and implementation.
      Mainframe
      Data Warehouse
      Midrange
      Network
      WAN
      End User Computing
      Voice Technologies
      Data Storage including DASD, SAN and tape technology
      Capacity Management
      Disaster Recovery

2. Assist in the preparation, review and monitoring of scoping briefs, business cases, work
   requests and other documentation in the Tax Office.
3. Provide input to and advice regarding ICT infrastructure contracts and budgets.
4. Assist in the planning and negotiation of future ICT infrastructure acquisitions.
5. In partnership with ATO Outsourcers, facilitate the implementation of solutions utilising
   mandated ATO Project Management methodology and ensuring successful delivery of
   agreed projects according to agreed timetables.
6. Undertake a governance role over the activities undertaken by the ATO Outsourcers.
7. Build and maintain effective networks and relationships with a range of stakeholders, clients
   and Outsourcers.
8. Provide assurance over change requests according to ITIL practices.
9. Act proactively to ensure complex issues, which may span across multiple platforms, are
   resolved in a timely manner.
10. Participate in the development and training activities of the area and take steps to identify
    and meet own development and learning needs.
11. Apply Tax Office and APS policy legislation, including the Taxpayers Charter, Workplace
    Relations (WR), Employment Equity & Diversity (EED), Occupational Health and Safety
    (OH&S), Access and Equity, Secrecy and Privacy provisions in work practices and in
    dealings with clients.

        The selection process
