OTTAWA TAX PAYERS ADVOCACY GROUP "The Silent Majority is Silent No More" September 20, 2009 - News Release - Ottawa overpaying for bus announcements by 360%? Transit staff wages per person up 80% in 7 years? We received enclosed email which is similar to a report by the CFRA producer for the Lowell Green Show. The allegation is that Cornwall paid about $6,000 per bus, while Ottawa is paying about $22,000 per bus (360% difference) for an announcement system. We also hear that there is a local company that is willing to do this for a lot less money. Suffice to say that if Council does not reverse the decision of the Transit Committee, the Taxpayers will.... OC Transpo average compensation per person in 2001- $41,387, OC Transpo average compensation per person in 2008- $74,748, this is an 80% increase in wages and benefits over a period of 7 years. Is this legal extortion? CFIB 2006 Transit Wage Analysis on pay disparity between city transit staff and the private sector: Ottawa 24%, Toronto 22.7%, Vancouver 17.4%, Montreal 15%, Calgary 5%. Councilor Cullen conceded in a post debate email exchange that the city has had savings by outsourcing some garbage collection and also conceded that the school board drivers earn less than transit drivers. He refuses to concede that outsourcing non express buses will save the City money. If you think that a private company will let wages rise 80% in 7 years, then you will also agree Councilor Cullen’s logic for opposing outsourcing. Using CFIB stats, outsourcing will save us 24% in wages which is about $45 million dollars. You maybe interested to know that the successful bidder to the Cornwall bus system for calling out stops, Strategic Mapping, was also successful in its bid for the Toronto TTC system.Curiously Strategic Mapping were deemed as unqualified to respond to the Ottawa system and as such were not even invited to bid on the system. Only Bell Canada and Clever Devices were deemed qualified. I find this most surprising as Clever Devices bid was 6 times greater than that of Strategic Mapping's bid for TTC. See from the website below, Strategic Mapping's bid: $879,497; Clever Devices' bid: $5,530,652. There were a total of 10 bidders for the TTC system. I should add that Bell Canada was subsequently ruled non-compliant which meant the contract to Clever Devices was essentially sole-source. Can the Ottawa Transit Commission explain this anomaly?
