SHIRE OF MUNDARING ACCESS AND INCLUSION PLAN IMPLEMENTATION 2006-2010 Research for Anne Jeavons and the Inclusion and disAbility Access Advisory Committee *** Original document by Anne Jeavons *** Access Advisor research a) • Investigate use of CART and hearing loops at all Shire meetings 1.1 page 13 An audio loop is to be installed as part of the Administration building renovations. To this point in time negotiations are ongoing between the Shire of Mundaring and the Architect to determine when the audio loop installation can be completed. Communication Access Realtime Translation (CART) has not been requested for any Shire of Mundaring meetings. CART is a medium of communication where everything that is said is “captioned” live and displayed on a small screen. This is done by a CART provider who quickly types into a stenotype machine using machine shorthand and the computer software translates that shorthand into realtime captions. The process is so fast that there is hardly any lag time between what is said and what the person who is deaf or hard of hearing is able to read. • b) • Accessible – shire facilities eg installation of hearing loops tty etc 2.1 page 15 Access upgrades increase inclusion of people who have sight impairment by providing smooth and level entries and Braille signage c) • Signage as per Australian Standards, including Braille 2.15 page 19 New signage is as per Australian Standards and does include Braille. d) Shire information accessible, via Braille, interpreters etc, different formats for info, CART, Auslan terps 3.1 page 20 All Shire of Mundaring information is provided in alternative formats upon request. * Listed below is the provision of formats for mail outs (2009) of the Association for the Blind of WA (Inc.). This information is provided to give a view of the most requested forms of information. • 1 25 Braille 102 Audio 208 Email 3,000 Large Print Hard Copies e) Promote staff awareness of National Relay Service for hearing and speech impaired clients installation of tty 3.4 page 21 Access and Inclusion trainer explained to Staff, Councillors and Committee members how to use the National Relay Service Use of the National Relay Service is described in the Access Aware! On Hand Guide for Staff, Volunteers, Councillors, Contractors and Committee Members. Contact details for the service are also provided in the guide. Emergency management- sms service 3.5 page 21 To this date the Shire of Mundaring has been unable to provide an SMS emergency service. However, the Shire of Mundaring does have an emergency contact phone number which can be accessed by people who are hard of hearing or who are deaf through the National Relay Service. The contact number is (08) 9290 6666 and this goes to a call centre which will redirect the call to the appropriate employee of the Shire of Mundaring. The StateAlert emergency warning system will be available to the Shire of Mundaring community for this fire season. StateAlert is a new automated emergency warning system that is being trialled in Bedfordale on Sunday August 23 from 10.30 am. Approximately 800 households have been selected to participate in the trial and each household will receive one test message from StateAlert as part of the trial. StateAlert uses web technology to quickly deliver emergency warnings via voice messages to land line phones or mobiles and people can also register to receive emergency warnings as a voice message to mobiles or written messages to sms on mobiles, via fax, email and RSS feeds. The system is being tested so it is ready for use by the upcoming summer bush fire season. Participants will receive information about the trial in the mail, including an invitation to a public meeting for a more detailed briefing about the trial. • • f) • • 2 g) • • Grievance procedures for people with disabilities? 5.1 page 23 An electronic access request tracking system has been created and will be implemented by the end of this year. The Inclusion and disAbility Access Advisory Committee is an avenue for people who are hard of hearing or deaf and people who have a sight impairment to request access and inclusion improvements. Shire of Mundaring employs an Access Advisor who often communicates with people with disabilities and addresses access concerns. Shire of Mundaring provides face to face, email, phone and mail service to address access and inclusion requests • • h) • Info re public consultation- alternative formats 6.2 page 24 Public consultation, promotional and information material is available in different formats upon request. i) • Access to committee and council meetings in admin building 6.4 page 25 New access signage including Braille is to be installed by the end of this year in the Shire of Mundaring civic area and Brown Park Community Centre. An audio loop is to be installed as part of the Administration building renovations. Interpreters available upon request New ramps and automatic door installed as part of renovations • • • Inclusion and disAbility Access Advisory Committee (IDAAC) The IDAAC were invited to suggest anything they would like to see purchased with the Community Development Access Budget (refer to IDAAC Minutes of Meeting 9 March 2009). This would apply to any part of the Access and Inclusion Plan including the above points. 3 Shire of Mundaring Activities and Events Including People who are Hard of Hearing or Deaf and People who have Sight Impairment • • • • • • • • • • • Assisted Convergence Project (art/craft workshops for people with disabilities including a person who is hard of hearing). Access Aware! Greeting Package issued to key contact areas – includes guidelines on communicating with people who are hard of hearing or deaf and people who have sight impairment) Access Advisor working towards increasing the inclusion of people who are hard of hearing or deaf and people who have sight impairment Recreation and Leisure ran information session with sporting bodies to develop strategies to include people with disabilities Access Resource Kit used for events and activities – includes guidelines for including people who are hard of hearing or deaf and people who have sight impairment You’re Welcome project Stage 1 and 2 completed and grant funding received for Stage 3. This project will include all people with disabilities by giving them information on access to Shire of Mundaring sites. Shire of Mundaring provides funding to Hills Community Support Group – this group includes people who are hard of hearing or deaf and people who have sight impairment Email addresses applied to Shire of Mundaring information including Seniors Directory – this includes people who are hard of hearing or deaf Provision of interpreters for IDAAC committee meetings, Celebration of Ability Award and upon request to events New access page for Trek The Trail website provided access details for people of all ages and abilities Trek The Trail passport printed in A4 as well as A5 size Events including Seniors Week promoted through local groups including Mundaring Sharing, Hills Community Support Group and Hills Auslan Circle, all these groups include people who are hard of hearing or deaf and people who have sight impairment. Aboriginal Seniors Activity Day provided activities and sports for senior aboriginal persons with 60 people participating. Games were designed so that people with disabilities could participate. Hub Arts Show – all promotional material and catalogue in accessible format with email contact. Hub of the Hills provides events/activities including “Yoga in Chairs”, movies with captioning, Harmony Week, International Women’s Day and an Art Exhibition set up to include people with disabilities Shire of Mundaring Supervisors liaise with training coordinators to address any access issues including literacy/numeracy/hearing or sight impairments of staff undertaking training Celebration of Ability Award run by Access Advisor which included award winner from Hills Auslan Circle (HAUC). This acknowledgement provided the opportunity for the HAUC group to show their appreciation for voluntary note taking services provided. Works planned were altered to be more inclusive (sight impairment) Provision for prospective job applicants to request information about employment opportunities in alternative formats Changed layout and presentation of The Burning Guide and extra fold to increase size of font Hub of the Hills User Manual updated with appropriate language and font Shire of Mundaring templates altered to recommended font Shire of Mundaring phone list altered to recommended font Fire and Burning booklet redesigned to include more accessible colour contrast, set out and font Printers following access guidelines provided by Shire of Mundaring staff Human Resources Service updated New Staff Induction Program to include a section on Access and Inclusion and Equity Staff using SMS to communicate with people with hearing impairments Grants Advisor assists people with specific access requirements to apply for services and grants Staff regularly communicate with people who are hard of hearing or deaf by note taking conversations Conducted Community Recreation and Leisure Needs Analysis in a number of formats Media promotion for public consultation available in alternative formats upon request Information provided in alternative formats upon request Interpreters available for Shire of Mundaring events/activities including consultation sessions 2 new height, tilt and depth adjustable lumbar support chair with removable arms and 7 new height, tilt and depth adjustable lumbar support chairs for Brown Park Community Centre requested by physiotherapists using centre. Two clients are people who have severe hearing impairment and one client is a person who has severe sight impairment. 5 • Outdoor area at Mundaring Arts Centre completed and used by people with disabilities The groups listed below receive funding from the Shire of Mundaring and are accountable to the Shire of Mundaring for the implementation of the Access and Inclusion Plan Mundaring and Hills Historical Society (MHHS): MHHS is a community organisation with an open and inclusive membership policy Staff attended Access & Inclusion Training run by Shire of Mundaring. Trainers included a person who is deaf and a person who is legally blind Access is considered with all displays MHHS uses display text that is easily read by people who are vision impaired by using a large bold font (minimum of 24 point) and is progressively introducing signage in the more expensive non reflective laminate MHHS has designed and constructed pedestal signs that are at the desired height and angle for people with disabilities. These are used within the museum, at the Trek the Trail event and for outreach displays. MHHS text and images are generally presented at between 800mm and 2m above floor level Katharine Susannah Prichard Foundation Curator and President attended Access and Inclusion training run by the Shire of Mundaring. Trainers included a person who is deaf and a person who is legally blind Mundaring Arts Centre DADAA Inc., HCSG, Shire of Mundaring and DSC networking to establish a pool of resources to provide activities for people with disabilities Convergence Project included art and craft workshops for people with disabilities including a person with a hearing impairment Artists and supervisors received access and inclusion training from MAC, DADAA and HCSG to develop a large group of skilled arts workers and support people Groups visiting from Day Care Centres to view free artist talks and tour exhibitions. These groups include people who are hard of hearing or deaf and people who have sight impairment HCSG includes Mundaring Arts Centre in their tours and includes people who are hard of hearing and deaf and people who have a sight impairment Association for the Blind (22 people) provided with tour of the On Fire Exhibition Touch tour for people with sight impairment HCSG participates in the Mundaring Arts Centre workshop program 6
