The Civil Service Commission will listen to the public on any item on the agenda or item of interest that is

Discussion of Issues Concerning Removal of Deputy
Classifications from the Classified Service
Staff provided a summary of the material of record.
Discussion between staff and the Commission included:
remedying the inequities in the deputy positions; amending
the charter to simplify the process for changing positions
from classified to unclassified; consistencies with
classifications across departments; concern with costs for
a charter amendment initiative; benefits to Civil Service
to retain as many positions as possible; concern with a
potential for arbitrary and capricious personnel actions;
the City Charter vs. state law; clarification regarding
when a person can revert to classified service; a need for
more information on the matter; and reasoning behind the
Deputy City Clerk and Deputy City Treasurer positions being
placed within classified service.
Commissioner Ochoa moved to make a formal recommendation to
the City Council to explore whether or not there should be
an amendment to the City Charter to provide greater
latitude to change the remaining positions: City Clerk,
City Treasurer and Deputy Transportation Director from
classified service to unclassified service, and to also
discuss the method of amending the charter.
Commissioner Whitaker clarified that the first issue was to
recommend that the Council consider an amendment to Section
1200 to allow for greater flexibility in changing positions
from classified to unclassified with the objective of not
having to go to the voters each time they want to make a
change to a particular position. The second issue is to
consider putting a change to section 1201 on the ballot to
put all department heads and deputies in the unclassified
service.
Lisa Vidra, Deputy City Attorney, suggested that making the
three positions unclassified might not necessitate amending
the charter but rather could be something that the City
Council takes to the electorate and then into the municipal
code.

matter be reagendized for the next meeting so that
bargaining groups could be invited to provide feedback to
the Commission.
Staff and the Commission agreed that the matter would be
discussed next month with staff to return with a full

Commission’s intent to take action.

BACKGROUND
The Human Resources Department continues to accumulate many boxes of materials
from old exams (i.e., used test papers, candidates' applications, etc.). The eligible lists
generated by these exams have long since expired, and the boxes of exam materials
take up valuable storage space and serve no useful purpose.
California State law (Government Code Section 34090) authorizes destruction of City
records, such as our exam files, after they are no longer required, except that the
records must be at least two years old prior to destruction. All such destruction must be
approved by the City Attorney and the City Council. Pursuant to our Civil Service Rule
16.4, the Civil Service Commission must also approve the destruction of the records.
Eligible lists, which show who participated in the examination process and their
applicable scores, provide a permanent record, and have been and will continue to be
retained.
REQUEST
In accordance with the established procedures, I recommend that the Civil Service
Commission authorize the Human Resources Department to destroy the exam materials
listed below. If the Civil Service Commission concurs, the City Attorney will draft the
necessary resolution for the City Council to authorize the destruction of all exam
materials related to the expired eligible lists.

REQUEST
The Transportation Department is requesting approval of a merit award granting three
days off with pay in recognition of outstanding job performance by Steve Sanceri, Bus
Operator. The attached memo details the request, which has been reviewed and
approved by the City Manager. This request is based upon the recommendation of the
appointing authority in accordance with Civil Service Rule 15.
AUTHORITY
The Civil Service Commission may grant final approval to requests for Outstanding Job
Performance Recognition pursuant to Civil Service Rule 15.3(e) and 15.4 respectively:
15.3(e) Outstanding Job Performance Recognition Program:
a. Oral recognition by the appointing authority.
b. Written recognition by the appointing authority with copies to the employee and the
Personnel Department for placement in the employee’s personnel file.

15.4 Procedures: The appointing authority may recommend an employee for an outstanding
job performance which meets the criteria of the program. The appointing authority shall
prepare written recommendations and shall forward them to the City Manager for approval,
disapproval or modification.
In the case of recognition awards and commendations (excluding oral and written
recognition by the appointing authority), the City Manager shall forward the
recommendation to the Commission for review and approval. If the Commission approves
the City Manager’s recommendations for recognition award or commendation, the action
may be immediately implemented.

BACKGROUND
In anticipation of conducting an open and competitive recruitment for the position of
Maintenance Electrician, Human Resources Department Staff worked with the Public Works
Department to revise the classification specification and recruitment bulletin (Attachment A and
B respectively).
DISCUSSION
Classification Specification
The classification specification has been reviewed to ensure consistency with actual operations,
and to clarify the duties, required driver license, training and experience, and physical
requirements associated with the position. Significant revisions were made to the following
sections:
• Supervision Received and Exercised: Revisions made in this section clarify supervision
received, and direction that the Maintenance Electrician may provide to technical support
staff assigned to electrical tasks.
• Minimum Knowledge, Skills and Ability: Language in the “Knowledge” section was
changed for clarity and to provide examples of the associated codes such as National
Electrical Code (NEC) and National Fire Protection Association (NFPA). In addition, the
word “books” has been replaced with “manuals” to be consistent with language in the “Skill
and Ability” section.
• Training and Experience: Revisions were made to reflect consistent language on the
classification specification and the job bulletin to clarify that either two years of trade school
training or completion of an apprenticeship program are required in addition to four years of
journey level experience. Either training path, in combination with the required four years
journey level experience, should provide the necessary proficiency for successful
performance of Maintenance Electrician job duties.

• License and Certificates: A Maintenance Electrician assists with duties that require the
ability to drive and operate a “boom-truck” in the course of day-to-day and emergency
maintenance operations, and a commercial driver license is required to operate such a
vehicle. Revisions made to License and Certificates reflect that possession of a valid
California Class “B” driver license is required within six months of hire. Although not
previously stated as such on the classification specification, possession of a Class “B”
license is not a new requirement; previous incumbents possessed it. A journey-level
electrician applicant would not typically possess a Class “B” license. Therefore, Human
Resources Staff, in concurrence with the Public Works Department, is recommending a six
month time period after hire to obtain the required license. Six months allows sufficient time
for the incumbent to obtain the required license, and allows the supervisor six months to
evaluate the probationary employee’s performance of duties associated with operating the
“boom-truck.”
Throughout the classification specification language has been updated to reflect current
terminology and previous recommendations from the Commission.
Recruitment Bulletin
The proposed recruitment bulletin for Maintenance Electrician is consistent with the revisions
made to the classification specification. Additional revisions were made to minimum
requirements and the weight of exam components as detailed below.
• Minimum Requirements: Language has been included to advise applicants that positions
within this classification are considered safety sensitive under Department of
Transportation (DOT) and are, therefore, subject to specific employment reference
verifications prior to employment including random drug and alcohol screenings during the
course of employment. This language is consistent with the City’s other safety sensitive
classifications.
• Examination Components: After a review of the examination components it is clear that the
Performance Exam is a critical component. It will evaluate the applicant’s ability to perform
journey level and routine electrical tasks. These abilities are necessary for an applicant to
perform satisfactorily on the job, therefore Human Resources staff, in concurrence with the
Public Works Department, recommends revising the weights of the examination
components as follows:

FISCAL ANALYSIS
There will be no fiscal impact associated with the proposed changes to the classification.
AUTHORITY
In accordance with Civil Service Rule 3.3, the Civil Service Commission must approve major
changes to classification specifications upon recommendation of the Human Resources Director
and the affected department head. According to Civil Service Rule 6.4, when the recruitment
bulletin must be revised due to these changes, approval from the Commission must also be
obtained:
3.3(a) Processing:
The establishment of a new classification or a reclassification may be requested by any member of
the City Council, Commission, appointing authority or any employee of the City. The request shall
be prepared and submitted to the Personnel & Employee Relations Director and the affected
department head, and attached thereto shall be a description of the duties to be performed, and
such information or attachments as may be necessary to consider the case. The Personnel &
Employee Relations Director shall review the requested action with the requesting party and make
such recommendations to the Commission as the Personnel & Employee Relations Director
deems appropriate.
The Personnel & Employee Relations Director’s recommendations shall be communicated to the
originator, the affected appointing authority and employee organization. If any party disagrees
with the Personnel & Employee Relations Director’s recommendations, such objection may be
presented in writing or verbally to the Commission at the time for consideration of the
recommendation.
6.4 Commission Approval: When required, Commission approval of the request for an examination
shall stipulate the components of the examination, the categories of persons eligible to take the
examination, and the Job Bulletin.
Where an examination is necessary the Personnel & Employee Relations Director shall prepare a
Job Bulletin pursuant to the Job Bulletin provisions. It shall not be necessary to obtain approval of
a job bulletin if the Commission has previously approved the specification and bulletin for the
classification and there has been no change in the minimum requirements, the weight of the
examination components, or the open or promotional nature of the recruitment.
RECOMMENDATION
That the Civil Service Commission:
1. Approve the Revised Classification Specification for Maintenance Electrician.
2. Approve the Revised Open & Competitive Recruitment Bulletin for Maintenance
Electrician.

MAINTENANCE ELECTRICIAN
DEFINITION
Occupants of this classification are in the classified service. The positions assigned to this classification
perform a variety of skilled journey level tasks in the construction, installation, remodeling, repair,
alteration, and maintenance of electrical, electromechanical, and electronic system instrumentation and
related equipment.
SUPERVISION RECEIVED AND EXERCISED
Depending on the assignment, this position may report to a variety of positions. The positions assigned
to this classification report to the Facilities Maintenance Supervisor. Responsibilities may include
direction of technical support staff.
ESSENTIAL JOB DUTIES
The following tasks are essential for this position. Incumbents in this classification may not perform all
of these tasks, or may perform similar related tasks not listed here.
1. Installs electrical systems and wiring in making additions to or alterations of existing facilities.
Wires building alterations.
2. Inspects, repairs, replaces, services, and maintains existing electromechanical and electrical
systems and associated equipment including conduit and duct systems, light and power circuits,
motors, appliances, generators, transformers, control equipment, switches, switchboards, heaters,
air conditioners, light fixtures, light panels, and other types of electromechanical and electronic
equipment or systems.
3. Maintains and repairs outdoor lights and standards at in the City facilities which will include such as
baseball fields and or tennis courts.
4. Assembles, tests, and installs lighting fixtures.
5. Designs circuits and installs wiring, conduit, controls, and switches for pumps and their related
instrumentation and automated equipment.
6. Assists in iInspections and troubleshootings high voltage circuits on street lights including the
replacement of lamps, glassware, fixtures, sockets, wiring transformers, and cables.
7. Troubleshoots series (high voltage) and multiple lighting (low voltage) circuits. , and high voltage
circuits.
8. Assists in the repair, maintenance, and servicing of traffic signals.
9. Maintains records and prepares reports on electrical equipment serviced, installed, maintained,
and repaired.

Knowledge of:
• Tools, test equipment, materials, and standard practices required in the performance of the
electrical trade. Standard practices, methods, tools and materials used in electrical trades.
• Design, construction, installation, maintenance, tests, repairs, and adjustments of electrical
apparatus and equipment.
• Federal, state, county and municipal electrical and associated codes such as National Electrical
Code (NEC) and National Fire Protection Association (NFPA).

LICENSE AND CERTIFICATES
Possession of a valid California driver license. Possession of a valid California Class “B” driver license
within six months of date of hire into classification.
TRAINING AND EXPERIENCE
Any combination equivalent to training and experience that could likely provide the required knowledge,
skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would
be: completion of the twelfth grade high school graduation or equivalent supplemented by two (2) years
of trade school level courses in electricity and electrical construction repair or completion of an
apprenticeship program and four (4) years of varied journey level electrical experience.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
• Requires the mobility to stand, stoop, reach and bend. Requires mobility of arms to reach and
dexterity of hands to grasp and manipulate small objects.
• Requires the ability to stand for long periods.
• Requires the ability to walk long distances.
• Perform work which involves the frequent lifting, pushing and/or pulling of objects which may
approximate 50 pounds and may occasionally weigh up to 100 pounds.

Subject: Consistency of Classification Specifications and Commission
Recommendation to City Council
Background
Over the past several months the Commission has expressed concern regarding the
importance of having consistency within classification specifications. The most current
issue has been focused on the deputy classifications; specifically, why certain
classifications are included within the Civil Service System and others are not. There are
a total of eight deputy classifications, only three of which are within the classified service:
Deputy City Clerk, Deputy City Treasurer and Deputy Transportation Director. These
classifications were originally developed between 1960 – 1989.
The criteria used to determine classified applicability is set forth in Culver City Municipal
Code (“CCMC”) Section 3.05.015, which provides as follows:
“The Civil Service System shall be applicable to all departments, offices, positions an
employments and all persons employed by the City except the following:
A. Elective Offices;
B. Members of appointive boards, commissions and committees;
C. Persons engaged under contract to supply expert professional or
technical services for a definite or limited period of time;
D. The Chief Administrative Officer, whether termed as such, or as City
Manager, Coordinator, or by any other term intended to designate the
supervisor and superintendent of the overall administration of the City;
E. Assistant Administrative Officers, Asistants to the Chief Administrative
Officer, the Personnel Director, the Labor Relations Officer, Public Works
Director/City Engineer and such staff assistants to any of said officers as
the City Council may authorize;

F. Volunteer personnel, crossing guards, or other employees holding
seasonal, limited or temporary appointments of limited duration, or
serving on a part-time basis;
G. Staff assistants to the head of a department or division as may be
authorized by the City Council;
H. Professional and technical employees in the field of information
technology, who perform design, development, documentation, analysis,
acquisition, installation, creation, technical support, testing or modification
of computer systems or programs.”
In the past, staff has relied upon the above provisions, specifically subsection (G), in
order to determine the exclusion of the deputy classifications from the Civil Service
System.
However, the City’s Charter, which supercedes the CCMC, provides that a classification,
once placed within the Civil Service System, may only be removed by a majority vote of
the electorate. In addition, Civil Service Rule 1.8 provides similar language. Culver City
Charter, Article XII, Section 1200 provides as follows:
“…the Civil Service System adopted by the City Council pursuant to State law
and in effect prior to the effective date of this Charter, shall continue in full force
and effect unless changed by an ordinance of the City Council or by amendment
to the rules and regulations approved by the City Council. City Council shall not
have the authority to withdraw any departments or employees, including
Department heads, placed in Classified Service, from the operation of such
system either by outright appeal of the Civil Service ordinance or otherwise,
unless and until its withdrawal shall have been submitted to the voters of the City
at a regular or special municipal election held in the City and shall have been
approved by majority vote at a City election.”
Further, in April 2006, the Culver City voters approved a Charter amendment that
included removing all department heads from the Civil Service System. Culver City
Charter, Article XII, Section 1201 states, “All Department Heads shall be in the
Unclassified Service. The City Manager, City Attorney, City Clerk and City Treasurer
shall be in the Unclassified Service.”
At the September 2, 2009 meeting, the Commission discussed the inconsistency issues
within the deputy classifications and, in light of the requirements of the City’s Charter,
options that could be used to resolve such inconsistencies. Specifically, the Commission
discussed making the following recommendations to City Council:
• Place a measure on the ballot in the General Municipal Election to
remove the positions of Deputy City Clerk, Deputy City Treasurer and
Deputy Transportation Director from the classified service, upon each
position becoming vacant; or,
• Place a measure on the ballot in the General Municipal Election to amend
City Charter Article XXII, Section 1200 to provide the City Council with

greater latitude and flexibility in removing vacant classifications from the
Civil Service System as appropriate; or,
• Place a measure on the ballot in the General Municipal Election to amend
City Charter Article XXII, Section 1201 to exempt deputy director
classifications (in addition to department heads) from the Civil Service
System.
Recommendation
That the Civil Service Commission:
Discuss the issues regarding the inconsistency of classification specifications
and make a recommendation to City Council.
