CEOs present
Ladies and Gentlemen


On behalf of the Ministry of Information and Communications Technology (ICT) and, indeed on my own
behalf, I would like to welcome you all to this ceremony during which the new members of NITA-U Board
will be sworn in to fill the vacant positions on the Board.

I wish to heartily thank the outgoing members of the NITA-U Board, namely Hon. Mrs. Betty Bigombe,
who served as chairperson of the Board, as well as Mr. Keith Muhakanizi and Mr. Kenneth Lubega, who
served as Board members, for their enormous contribution in overseeing the creation of NITA-U as an
important institution to promote the development of Information Technology in this country.

As you are aware, Government prioritized the ICT sector as one of the pillars that will spur the socio-
economic transformation and development of the Country. Indeed this is emphasized in the National
Development Plan (NDP) and the five year National Resistance Movement (NRM) Manifesto 2011 to 2016.
Consequently, as the new members take up their assignments on the Board, I would like to draw their
attention and also, remind members already on the Board of some of the issues of priority to
Government with regard to Information and Communications Technology (ICT) in general and NITA-U in
particular. They include the following:

    1. The implementation of e-Government Policy Framework that is aimed at improving efficiency and
       effectiveness of delivery of Government services. NITA-U should come up with specific areas of
       action with regard to e-Government.
    2. The commercialization of the National Backbone Infrastructure (NBI) which has taken too long to
       be actualized.
    3. The implementation of the Business Process Outsourcing (BPO) and Information Technology
       Enabled Services (ITES) aimed at creating jobs for especially the youth and income generation.
    4. The National Security Information System (NSIS) project which, among other outputs, are the
       National Data Bank and production of the National Identity Cards (IDs). The National Data Bank
       infrastructure should be used for enhancing the quality of life of Ugandans and I call upon all the
       departments and officers of Government responsible for the project to diligently and
       expeditiously implement this important project. Also, the population is eagerly waiting to receive
       the National IDs so that we are in tandem with other partner states in the East African
       Community.
    5. The operationalisation of the cyber laws; They are:

           i.   The electronic transactions act.
          ii.   The electronic signatures act and;
         iii.   The computer misuse act.

The key objective of the laws is to create a conducive regulatory framework to facilitate e-commerce and
electronic communications in both public and the private sector. There is an urgent need to complete the
development of the attendant regulations to these laws.

I am strongly convinced that when the priority areas mentioned above are achieved, the ICT sector will
realize a fundamental transformation which will greatly benefit the Country.

In addition to the priority areas, I wish to also bring to your attention that you as Board Members will
constitute a very strategic mouthpiece to popularize NITA-U’s mandate, functions and role in the Socio-
economic development of the Country and Job Creation.

It is important for the sector to support research in and innovation of new products, and generation of
new ideas in order to compete favorably on the global arena.

I wish to call on Government Ministries, Departments and Agencies (MDAs) to closely work with the
Private Sector and Institutions of Higher Learning in order to benefit from the synergy of cooperation.
This will enhance the rapid growth of the ICT sector.

Once again, I congratulate you on your appointment and I thank you for accepting to serve the Country
in general and the ICT sector in particular. The Ministry of ICT in particular and Government of Uganda in
general will give you maximum support during your term of office.
