							   REPORT OF THE KAIKOURA DISTRICT COUNCIL
  WORKS & SERVICES MEETING HELD AT 9.10AM ON
   WEDNESDAY 19 AUGUST 2009 IN THE MEMORIAL
    HALL SUPPER ROOM, ESPLANADE, KAIKOURA
PRESENT:              Councillor D Holmes (Chair), Mayor K Heays, Councillors J Macphail,
                      B Woods, M McChesney, J Diver, N Pablecheque, J Ransley.

IN ATTENDANCE:        S Grant (Chief Executive Officer), S Syme (Executive Officer), M
                      Roberts-Saidy (Asset Manager), M Rogers (Fulton Hogan), A Clifford
                      (Engineering Support Officer).

1. MATTERS ARISING FROM THE REPORT OF 15/7/2009
                  New Wharf
                  Councillor Macphail enquired about the expected completion date for the
                  Wharf and advised two cruise ships would be coming to Kaikoura during
                  the current year. The Engineering Support Officer advised the final
                  holes were currently being drilled and it was expected drilling would be
                  completed the following week. Large cranes would then be used to
                  install the piles and fenders. The Chief Executive Officer advised the
                  contractor envisaged a completion date around the end of September.

2. REPORTS
                      a) Works & Services
                      Capital Assistance Programme
                      The Asset Manager advised she had made further enquiries regarding the
                      cost of a concrete water tank. The cost to purchase a 1000m3 concrete
                      tank in 2008 was $800,000 which excluded the cost of pipe work, access
                      ladder and hand railing. She advised a company who provided pre-
                      designed concrete tanks had not been found and if a concrete tank was to
                      be installed this would need to be specifically designed for the location.

                      CCTV Cameras West End
                      The Asset Manager advised she had viewed night footage from the
                      cameras and the pictures were very clear. A proposal regarding more
                      cameras in the West End had not yet been received.

                      b) Roading
                      Stock Effluent – Kaikoura Flats
                      The Engineering Support Officer advised site meetings had been
                      arranged with some farmers and the first meeting would be held the
                      following week. It was expected all meetings would be arranged by the
                      end of August.

                      Cycle Stand West End
                      The Engineering Support Officer advised construction of the platform
                      should be commenced prior to the end of August using some of the old
                      wharf beams. He advised the finished surface would be paved.
Councillor Macphail enquired if shop owners in the area had been
consulted regarding whether they minded losing a car park. The
Engineering Support Officer would contact shop owners in the area.

Quality
There had been one quality issue during the month of July. High
shoulders had been removed on Mill Road where there were maintained
frontages despite instruction given to the contractor to avoid these areas.
The Engineering Support Officer advised the contractor had since
cleared the debris from maintained frontages. He advised cutting off
high shoulders was not done very often as they took a very long time to
build up. Whilst the contractor was in Kaikoura 17km had been
completed. M Rogers advised the depth of the holes following the works
would need to be inspected however predominantly a deep cut had not
been taken and water was draining away.

Councillor Woods enquired if property owners who maintained their
road frontages could be assured this would not happen again. M Rogers
advised this was the first time this particular method had been used for
the removal of high shoulders. He advised the method produced high
productivity and would not need to be undertaken for a long time. It
was noted this system was substantially less expensive and due to the
error on Mill Road regarding maintained frontages there had been
financial implications for the contractor. It was noted in terms of getting
water off the road the method of removing high shoulders had been
effective.

New Wharf
The Engineering Support Officer advised the steps at the Wharf had now
been completed. He advised structural design issues would be addressed
once the wharf had been completed. He further advised the concerns
raised by fishermen had been noted and would be addressed at a later
date. He wished to obtain further quotes regarding the variation work.
The Chief Executive Officer advised Council was aware of the concerns
and how to rectify these however they would not be completed by the
current contractor.

Moved by Councillor McChesney, seconded by Councillor Woods and
resolved that the Works and Services reports be received.

There being no further business the meeting closed at 9.35am
