1      Opening of the meeting

Svend Eskildsen welcomed all participants to DaMSA Offices in Copenhagen and gave the floor
to Torsten Kruuse who opened the meeting and thanked the participants for their presence, in
particular, he welcomed Omar fritz Eriksson, Kasper Jespersen and Jens Jensen from DaMSA
who had been invited to participate to give update on the preparation of the demonstrator and on
the work of the working groups.

The chairman also explained that he was tempted to cancel this meeting because George
McCarthy was not in a position to attend the meeting and he was made aware that the program
for the launch of the demonstrator in Bergen would not be ready on time. Since, and thanks to
the efficient support of DaMSA, the news regarding the demonstrator are better and it should be
ready for the VTS Symposium. He also met with Adm. Medcalf’s from the USCG who is very
pushing for the IALA project and who could consider a donation from the USCG. Finally, he
agreed with George McCarthy to liaise by telephone with him during the meeting and decided to
hold the 3rd session as previously planned.

3      Review of the report of the 2nd session (24 April 2008)

                •   Report

The report of the 2nd session did not call for any observations and was approved.

                •   Action items

The chairman reviewed the action items as listed in paragraph 8 of the report of the 2nd session
and detailed in the following paragraphs.

In particular, the chairman confirmed that the Council, during its last session in Japan, decided to
continue the development of IALA-NET although the pre-demonstration was not totally
convincing because the Internet speed available was too slow and MSSIS and HELCOM data
were presented separately.


4.     Report from the Working Groups.

The Working Groups did not meet since the last session of the Steering Committee even if their
members had several contacts between them.

The legal WG held no meeting but, during the LAP meeting (28-29 April), the legal experts
confirmed the view that IALA-NET should be part of IALA with a different budget and a tight
bulkhead between both budgets. Creating two different bodies could be a major difficulty for US
and others due to national legislation on sponsoring. The compatibility of the IALA-NET activity
should also be carefully studied with the French law and the legal status of the Association.

Jeremy de Halpert explained that the finance WG did not meet because the structures of the
project are not defined with enough precision to start to build a budget. It will take some months
after the launch of the demonstrator to feel the real interest of potential participants, to have a
better estimation of the way the system can thrive and to be sure that it will be build on solid
economic foundations.

The operational and technical WG met during two days at the same time as the last Steering
Committee meeting. Since its members continue to work on the implementation of the
demonstrator which will include the following features:

                -   AIS data from the countries participating to HELCOM and MSSIS
                -   A web based display system, allowing online monitoring vessels
                -   A limited web based statistical report generation module

                -   Interested IALA members will be given access to view data and test the
                    available functionality.

The OTWG also verified the compatibility between the MSSIS data and the HELCOM data and
ensure that hardware and software will be ready for Bergen presentation.


5.     Definition, rationale, aims of the project.

Jean-Charles Leclair had prepared and distributed a draft note to present the IALA-NET project.
The document should be used in Bergen and distributed to participants in support of the
demonstration. Some corrections were discussed during the meeting, then the Steering
Committee Members were requested to send additional comments and corrections before the 18th
of July, then the IALA Secretariat will prepare the final document.


6.     Demonstration / Launch of the demonstrator.

The Steering Committee Members agreed that the demonstration in Bergen should only be
presented if everything is in order, in particular, the availability of a high speed broad band, a
dedicated gateway to access the web site, and the complete merging of the MSSIS and
HELCOM data. According to the program of the VTS Symposium, the presentation of IALA-
NET and the launch of the demonstrator are planned on Tuesday morning, the 5th of August.

During the Symposium, all participants would have access to the demonstrator, either through a
dedicated computer, or through their own laptops with login and password. This free access will
be closed at the end of the Symposium. During the event, the IALA Secretariat should plan to
organise the distribution of passwords and also to avoid that all participants try to access the web
site at the same time.

After the Symposium, access will be given to IALA National Members (or potential IALA
National Members) with login and password, either permanently for those providing their own
AIS national data, or for a limited period of time (one to two weeks) if they do not provide AIS
data.

The demonstrator will include the display of live AIS data and also the presentation of some
statistics, but not all products which could be available with the final program. The aim is to give
participants ideas of what they can expect of such a project.

Svend Eskildsen explained that within HELCOM, each provider is owner of its data. It is why
the availability of the data for IALA-NET needs the acceptance of HELCOM countries. He
wondered what is the situation of MSSIS data. After discussion, the chairman asked George
McCarthy to provide the Steering Committee with a written statement on the use of MSSIS data
for the demonstration period and when the system is fully operational.

7.       Technical and operational considerations

The Steering Committee considered that it was still too early to give answer to most of the issues
listed under this agenda item. However, the list should be kept on the agenda for the next
sessions as an aide-memoire of the questions to be discussed and solved before the
implementation of the full IALA-NET.

8.       Information of IMO and other interested parties.

Up to now no presentation was organised for IMO and the European Union. The IMO Secretariat
was already informed by a letter from the Secretary General, but not the European Union. A
presentation could only be done when the demonstrator is ready. Kirsten Selvig expressed the
view that it is important to keep the European Commission informed taking into account its
politic to develop regional maritime traffic monitoring. The Commission, or EMSA which is an
associate member of IALA, could be asked to sponsor IALA-NET.

The chairman also proposed to officially inform the FERNS organisation of the development of
IALA-NET.

In an other hand, the chairman made comments on the reaction of some delegations at the IALA
Council having a more Navy background, which are more reluctant to share AIS information
with other countries. He expressed the view that an effort should be made towards the military
people to give them the reasons why to create IALA-NET and the benefit that each country can
expect from the tool, including from a defence perspective, even if IALA-NET is purely a civil
activity.

Taking into account this aspect and the role of the US Coast Guards in the origin of the IALA-
NET project as well as the importance to keep their full support, he expressed the view that a
meeting with the Commandant of the USCG would be necessary before taking the final decision
to run IALA-NET and a meeting of the Steering Committee in Washington could be considered.


8        Action items

     -   All Steering Committee members to send their comments on the draft IALA-NET
         presentation to Jean-Charles Leclair before 18 July.
     -   IALA Secretariat to prepare the document on IALA-NET presentation for distribution at
         the VTS Symposium.
     -   IALA Secretariat to organise access to the IALA-NET web site during the VTS
         Symposium and after.
     -   George McCarthy to provide the chairman with a statement on the availability of MSSIS
         data for the demonstrator.
     -   IALA Secretariat to inform the European Commission, EMSA and FERNS on the
         development of IALA-NET.

     -   The chairman to invite China to join the IALA-NET Steering Committee.
     -   George McCarthy to provide the Steering Committee with information on the launch of 5
         AIS satellites.

9        Any other business

During the telephone conversation with George McCarthy, the chairman asked him to provide
information on the recent launch of 5 satellites by OBERCOMM and the US Coast Guards for
the reception of AIS data and if this project is not in competition with the USCG interest for
IALA-NET.

The chairman questioned the Steering Committee about its composition and suggested that China
should be invited to join the group, taking into account that there is no representative from the
Far-East and the role that China could play in the implementation of IALA-NET.


10       Date and venue of the third meeting of the Steering Committee

It was agreed that the next meeting of the Steering Committee (session 4) will take place on Tuesday, the
14th of October 2008 at 9 a.m., at Trinity House in London.

Torsten Kruuse thanked everyone for their participation and closed the meeting.
