Humanitarian Action in Darfur Weekly Bulletin No. 34 27 August 2009 Key overall developments
WHO has urgently supported the three Darfur states with life saving drugs such as 300 vials of Human Insulin. Supervisory visits to the state and rural hospitals are ongoing in the three Darfur States to identify gaps and take actions if necessary. † The third round of the Food Security Monitoring System (FSMS) data collection is ongoing in the three Darfur states. The FSMS is a food security monitoring tool that tracks the food security status of vulnerable households in specific geographic areas. Data is collected and analysed on a quarterly basis to guide WFP programme interventions.
Needs and response by sector
Education South Darfur Short-term response UNICEF has provided more than 550 pieces of plastic sheeting to improve conditions at the camp school in Kass, benefiting an estimated 5,500 children. Three schools in Shaeria have also benefited from UNICEF supplies of plastic sheeting. Regular activities The Ministry of Education in Kass receiv 65 cartons of exercise books from UNICEF, to benefit more than 4,000 children. Eighteen kits of classroom and student supplies were also provided by UNICEF to the Ministry of Education, benefitting more than 800 children. The NGO Almassar, with UNICEF support, has distributed text books and exercise books for more than 440 children in Buram, and more than 540 children in Nyala and Belial. UNICEF provided 24 pieces of plastic sheeting and 72 metal poles to help establish learning spaces for 240 children in Donky Abyat, in the Buram area. Two schools in Kass are also now benefiting from clean water supplies, through the efforts of the State Water Corporation and UNICEF. Food Security and Livelihoods North Darfur Regular activities General Food and Blanket Supplementary Feeding and seasonal support distributions are ongoing in North Darfur, with distributions completed in Kutum route 1, 2 &3, Saraf Omra Town and Birka Siyra. In Zamzam Camp distributions are ongoing. Following the release of the nutrition survey results in nine locations, extension of the duration of the Blanket Supplementary Feeding Programme (BSFP) has been approved in clusters for the months of September & October 2009. Monthly Mid Upper Arm Circumference (MUAC) screening of under-five children is ongoing in all sentinel sites of North Darfur. South Darfur Regular activities During a WFP nutrition mission to Ed Daein, a meeting was held between WFP and other humanitarian agencies where it was agreed that new arrivals in Abu Jabra, Almaya, Um Alhaltu then Alfroukh and Khore Omer/Al Kamayim would be given a one-month emergency ration/ Their cases would be reviewed depending on a food security assessment led by WFP to determine the food needs of the new arrivals. WFP finalized the verification of 66 households comprising 463 individuals in Beliel. This group was verified and crosschecked against Muhagiriya database and will be included in the September 2009 general food distribution caseload for Beliel. Sudanese Popular Committee for Relief and Rehabilitation (SPCR) completed verification, registration and one timeoff BSFP food distribution for 3,946 under-five children belonging to new arrival households in sector C at Beliel IDP camp. A recent nutrition survey in Beliel Camp revealed high Supplementary Feeding Programme admission rates among children of new arrival households as well as GAM rates as high as 17 percent. In response, WFP is providing BSFP rations to mitigate deterioration of the nutrition situation. West Darfur Regular activities Humanitarian organisations (WFP, UNHCR, INTERSOS and CRS) co-operated with Habila locality by contributing inkind for maintenance of the broken bridge across Habila Wadi.
The CONCERN preliminary results of a nutrition survey conducted in Geneina and Morni reveals the Global Acute Malnutrition (GAM) rate is in-line with sphere cut-off point of 15 percent compared to 12% in July 2008, Morni GAM and Severe Acute Malnutrition (SAM) rates are at acceptable level 12.2 percent and 0.7 percent respectively. In comparison to a July 2008 nutrition survey, the nutrition status of under-five children has slightly improved, crude and under-five mortality rates are within sphere standards (maintained) for both Geneina and Morni. Causes of malnutrition as highlighted by CONCERN are mainly related to diseases and breast-feeding practices rather than food. Health and Nutrition North Darfur Regular activities Coordination with the supported rural hospital is ongoing; Kutum hospital medical director stated no gaps in drugs or supplies in the hospital. The completion of the obstetrical ward’s extension will be in two weeks. A supervisory mission was conducted to Saraf Omra rural hospital (New upgraded PHC facility to rural hospital supported by SMoH). The hospital has a gap in staff, drugs and medical supplies. Construction of the emergency theatre was completed and the hospital is now capable of doing emergency surgical operations. WHO supported the training of 40 participants (medical nurses and midwives) based in Saraf Omra on Acute Watery Diarrhoea preparedness and response. WHO supported technical refresher training on Standard Obstetrical Care (SOC) for 14 midwives in El Fasher and Kebkabiya during the week. South Darfur Short-term response In Kalma camp, a polio immunization campaign was undertaken with the support of UNICEF, WHO and other partners, reaching more than 38,000 children aged under five years. Regular activities A weekly monitoring visit was conducted to Nyala Teaching Hospital to ensure free access of IDPs to the hospital. The hospital received three cases of visceral leishmaniasis from Hejair area and also three road traffic accident cases from Khore Abechi referred through UNAMID. In order to cover gaps in vital drugs and supplies; WHO provided Kass rural hospital with 300 ringer lactate bottles and 30 vials of human insulin. Gereida rural Hospital was provided with 16 different items of drugs and supplies including 20 vials of human insulin. WHO in collaboration with SMoH conducted a training session for 30 medical assistants from SMOH and NGOs in Nyala locality mainly from the IDP camps: Ottash, El Salam camp, El Serif camp, Musi camp, El Geneina, Billel camp and host community health facilities. The session was on AWD case detection and case management, notification standard operating procedures (SOPs), and sample collection. With UNICEF assistance, the State Ministry of Health undertook training on health promotion for 125 people in Adela, Bahr Alarab, and El Dein. Meanwhile, the two partners also facilitated training on vitamin A distribution for 125 midwives in Nyala and El Dein, while 125 health and nutrition staff benefited from training on implementation of the essential nutrition package. West Darfur Regular activities Supervisory and monitoring visits were conducted to El Geneina teaching hospital and El Geneina Eye Hospital. El Geneina Eye Hospital received a consultant ophthalmologist from the Arab Doctors Union for two months. WHO provided technical support to Integrated Management of Childhood Illness (IMCI) unit to conduct Training of Trainers (TOT) for IMCI community component for 15 participants Medair conducted two days’ TOT on 23 - 24 August for 13 midwives in the Medair office, El Geneina on history taking, obstetrical examination, labour stages and delivery. Non-Food Items (NFIs) North Darfur Regular activities This week MSF-Spain distributed essential non-food and emergency shelter items from the NFI Common Pipeline to 48 newly-displaced households in Shadad and 128 newly-displaced households in Shangil Tobay Camp. South Darfur Regular activities The Sudanese Red Crescent (SRCS) distributed jerry cans and plastic sheeting from the NFI Common Pipeline to IDPs requiring replenishment, supporting 2,372 households in Seleah, 181 households in Assalaya, and 370 households in Assalaya Dinka Camp. Protection and Human Rights North Darfur Regular activities UNFPA supported Malet rural hospital with Post Rape kit and PEP kit. UNFPA supported RI (Relief International) with 700 pieces of clean delivery kits, two post rape kits, two post exposure prophylaxis (PEP) kits, two Sexually Transmitted Infections (STIs) treatment kits, two clinical delivery kits and 1440 cycles of combined oral contraceptives, 1440 cycles of progesterone only pills oral contraceptives and 150 vials of contraceptive injections to run two Public Health Care (PHC) clinics in Kebkabiya town and six health
posts in Kebkabiya rural area that were run by Médecins Sans Frontières – Belgium (MSF-B) and then handed over to the State Ministry of Health (SMOH). South Darfur Regular activities With UNICEF assistance, the Sudan National AIDS Control Programme (SNAP) undertook awareness-raising sessions on HIV prevention amongst 150 police officers, members of women's association and other local community leaders in Nyala. Water and Sanitation South Darfur Short-term response As the rainy season continues, increasing the risk of potential disease outbreak, efforts are ongoing to improve health and hygiene in a number of camps affected by the NGO expulsions. In Kass, the State Water Corporation and World Vision, supported by UNICEF, organized three environmental clean-up campaigns, involving more than 500 local residents, and constructed 27 temporary school latrines. Meanwhile in Ottash camp, one general cleaning campaign was undertaken, involving over 1,000 residents of the camp. Regular activities In Al Salaam camp, 100 household latrines were constructed by the State Water Corporation, with the assistance of UNICEF, along with six temporary school latrines. More than 1,000 households were reached by hygiene promoters in Ottash, Al Salaam, Kass and Musi camps, in an initiative supported by the State Water Corporation and UNICEF.
