   Related Comments : 495, 915
   P802-21-D01-00 specifies the handover related
    messages:
        MIH_Handover_Initiate Request/Response
        MIH_Handover_Prepare Request/Response
        MIH_Handover_Commit Request/Response
        MIH_Handover_Complete Request/Response
   P802-21 allocates an Annex A-1 to specify the handover
    procedures
        Currently, only one handover procedure between 802.11 and
         3GPP2 is described

                          Overview (2)
   Recently, many contributions related to the MIH handover
    procedure are coming;
        21-06-0656-00-0000 (May, 2006) describes an example of
         handover procedures between 802.11 and 802.16.
        21-06-0614-00-0000 (May, 2006) investigates a handover related
         primitives and discusses some issues regarding the handover
         procedure.
        21-06-0677-00-0000 (June, 2006) provides amendments for the
         handover primitives and shows a handover procedure between 3G
         and 802.11.
   Each contribution has a slight different understanding
    about the usage of the handover messages.

                             Objective
   We need to have a common view regarding how to utilize
    the MIH handover related messages.
        Who is the sender and receiver for each message?
        When each message is delivered?
        What effect does a sender expect the receiver to perform by
         sending a specific message?
   General MIH handover procedure needs to be specified.
        It shall guide how to use the various handover messages.
        Through the consensus about the above general MIH handover
         procedure, we can develop the various handover scenarios more
         productively.
