National Coalition Against Racial Discrimination (NCARD) is an alliances of excluded communities including Indigenous Nationalities, Women, Dalit, Madhesi, Religious Minorities which are fighting against all forms of discriminations in Nepal. NCARD is going to launch a project on "Enhancing Dialogue for Inclusive Constitution" with the financial support of UNDEF and is looking for experienced motivated candidates for the following positions:

Job Description

1. Project Coordinator:
 Lead a team of project staffs in day to day implementation of the project.  Participate in project elaboration, strategy generation and implementation with full sincerity to achieve the established objectives within the time specified.  Coordinate and mobilize resource persons for raising constitution making and state restructuring consciousness of the target groups in close consultation with the Process Facilitator, NCARD chairperson, Project Management Committee, Executive Board and advisers.  Coordinate the NCARD alliance activities and other organizations of excluded groups in terms of the Project implementation in close consultation with the Process Facilitator, NCARD chairperson and the Executive Board.

 Responsible and accountable for, overall, in ensuring that the Project activities are delivered with highest standards.  Responsible for overall project monitoring, team building and reporting. management,

 Ensure effective and transparent management of all financial and program matters entrusted by the Executive Board of NCARD in accordance with the guidelines and rules of the organization.  Ensure high accountability of the Project activities.

 Take initiative proactively in maintaining good governance and establishing coalitions among the excluded communities in close consultation with the Process Facilitator, NCARD chairperson and the Executive Board.  Act as the member secretary of the Project Coordination Committee.  Responsible for administrating work contracts, defining and assessing their scope of work and performance as per the rules and procedures of NCARD.  Ensure documentation, follow-up, monitoring and evaluation of the Project and report to the Executive Board and the donor agency in a timely manner regularly.  Maintain good communication flow between the Project Management Committee, the Executive Board and the donor agency regarding the Project progress.

 Link the project with national and international initiatives.  Travel to the field sites to coach/mentor the team.

 Reports to the Project Coordination Committee, NCARD Executive Board and Council.

Required Experience, Knowledge/Skills:  With integrity, professionalism and respect for diversity.  Working experience with network organizations in similar project/program.    Knowledge on gender and inclusion issues. Skill in coordination and facilitation of team work. Working experience in odd hour and under pressure.

 Fluent in spoken and written English and local languages.    Have computer skills. Capacity to work hard and independently. Experience of more than 5 years in related field.

Qualification: Masters in any Social Science or related faculty.

2. Project Officer:
 Support the Project Coordinator coordination of the Project implementation. in overall

 Responsible for the implementation aspect of the Project in close consultation with the Project Coordinator and the Process Facilitator.  Ensure implementation of the Project in line with the Project document signed by UNDEF and NCARD.  Support the Project Coordinator in mobilizing target groups and their networks in 12 project regions including 24 districts in the course of implementing the Project activities.  Support the Project Coordinator working closely with NCARD alliances to build capacity of target groups through coalitions and dialogue on constitution making and restructuring of the state.  Support the Project Coordinator in risk management during the implementation of the Project.  Organize quarterly refresher orientation for the Social Mobilizers.  Organize the workshops, seminars, network meetings and mass rallies in close consultation with the Project Coordinator.  Ensure documentation of the Project events and processes e.g. preparing proceedings.

 Work in integrated manner with the Project Monitoring Officer.  Help Finance/Admin Officer in financial transaction with the alliance organizations and financial settlement of the project activities implemented at field sites.  Help the local alliances in organizing workshops, meetings and other project events in the project districts.  Ensure logistical and arrangement for all activities at the district, regional and central levels in cooperation with the Finance/Admin Officer and other staff.  Develop Terms of Reference for contracting out the Project implementation activities.   Undertake field visits. Report to the Project Coordinator.

 Knowledge in spoken and written English and local languages.

Qualification: Masters in any Social Science or related faculty.

3. Project Monitoring Officer:
 Act as the focal point for monitoring of the Project activities in close consultation with the Project Coordinator and the Process Facilitator.  Workout a detail monitoring flowchart throughout the Project cycle and implement it.  Monitor and oversee progress to maintain a complete overview of the Project activities undertaken by NCARD and its alliances.  Develop a framework for analyzing project activities and their results in terms of the baseline information and apply it.  Ensure regular reporting from the field, quarterly assessment by the council members and preparing proceedings of every project events.  Ensure participatory self-assessment of the social movements during the regular meetings of the networks in the Project areas and districts.

 Responsible for collecting additional baseline information for comparing progress towards the Project outcomes and objective.  Develop Project progress reporting formats.  In line with the outcome indicators depicted in the Project Document elaborate key indicators to monitor outcomes and apply them.  Develop feedback formats and ensure their application after every project events, particularly workshops and trainings.  Support mid-term and final assessment of the Project progress to outcomes and objectives.  Cooperate with the monitors appointed by the UNDEF.  Oversee the material production, and dissemination.  Work in integrated manner with the Project Officer.  Help Finance/Admin Officer in financial transaction with the alliance organizations and financial settlement of the project activities implemented at field sites.  Develop Terms of Reference for contracting out monitoring and evaluation, and impact assessments.  Undertake field visits.  Report to the Project Coordinator.

Qualification: Masters in any Social Science or related faculty.

4. Finance / Administrative Officer:
 Oversee the overall financial and administrative management of the project in close consultation with the Project Coordinator, and the Project Coordination Committee. Maintain complete set of books of account according to the principle of accounting and update it on daily basis. Ensure accuracy of supporting documents.  Ensure good office management.

 Oversees and ensures proper procurement, cost and/or financial analysis, fund reconciliation, posting and inventory control.  Analyze financial data and prepare management reports, financial statements, and expenditure projections.  Prepare and submit periodic financial reports to the donor agency in close consultation with the Project Coordinator.  Ensure timely submission of the certified financial statement reflecting the amount spent up to the milestone.  Orient alliance organizations for maintaining transparent financial management. system  Provide support to prepare annual and quarterly work plans and budgets in consultation with the Project Coordinator.  Oversee the contracts with alliance organizations as well as with service providers for the Project.  Ensure the compliance of all the provisions of NCARD Financial and Administrative guidelines regarding personal management, procurement, sub contract and financial management.  Manage all correspondents related to administration and finance.  Conduct field visits for monitoring, supervision and help alliance organizations in their financial management.  Help in time management of the Project implementation.

 Prepare financial budget proposal in the course of preparing Project Proposals by NCARD.  Report to the Project Coordinator.  Knowledge in spoken and written English and local languages.  Have computer skills; word processing, excel, spread sheet etc.  Capacity to work hard and independently with minimum supervision.  Experience of more than 3 years in related field.

Qualification: MBA Finance/Masters accounting and/or financial management.

5. Project Assistant:
By remaining under the overall supervision of the Project Coordinator and working closely with the Project Officer will perform the following tasks:

 Assist the Project Officer in communicating with the alliance organizations and participants of Project activities at Project areas and districts.  Help in proper application and maintenance of electronic equipments.  Assist in communicating NCARD Council and Board members.  Maintain and update the website of NCARD.  Help in logistical preparation of the project implementation activities including workshops and trainings.  Assist with the preparation of field plans.

 Assist in field implementation of the project activities as required.  Help Project Finance/Admin Officer and Project Monitoring Officer in the activities of their respective field as required.

Required Experience, Knowledge/Skills:  With integrity, professionalism and respect for diversity.  Working experience with network organizations in similar project/program.  Working experience in odd hour and under pressure.

Knowledge in local languages. Have computer skills. Capacity to work hard with minimum supervision. Experience in related field.

Qualification: Plus two or intermediate pass in any Social Science or related faculty.

6. Project Monitoring Assistant:
By remaining under the overall supervision of the Project Coordinator and working closely with the Project Monitoring Officer will perform the following tasks:  Assist in overall implementation of the Project monitoring/evaluation responsibilities of the Project Monitoring Officer.  Assist the Project Monitoring Officer in communicating alliance organizations, target groups and participants in Project monitoring activities.  Assist in communicating NCARD Board Members and Council Members in terms of monitoring/evaluation of the Project.  Assist in preparation of field plans.

 Assist in logistical preparation for carrying out the Project monitoring/evaluation activities.

 Assist in field implementation monitoring/evaluation activities.

7. Project Admin Assistant:
By remaining under the overall supervision of the Project Coordinator and working closely with the Project Finance/Admin Officer will perform the following tasks:  Assist the Project/Admin Officer in overall office and administrative management.  Assist in ensuring field activity/visit plans of the Project staffs and others.  Follow-up on logistic and procurement related issues.

 Responsible for making and updating inventories of office and field equipments.  Make arrangements for repairing and maintaining various types of office rooms, equipments and furniture.  Procurement of the materials and equipment required for the field visits.  Record into the system for incoming goods and materials and post them into the proper ledger accordingly.  Assist in preparing annual fix assets register in excel sheet and reconcile with accounting ledger.  Preparation of field transportation/vehicle movement according to work plan and program and make necessary arrangements.

 Keep up to date record for vehicle and other equipment maintenance register and parts to be replaced.  Assist in hotel reservation and hiring of equipments.

 Provide all sorts of logistical support for the project implementation.  Assist the Project Coordinator and other Project Officers as required.  Visit field and other offices as required.
