PART I - ADMINISTRATION AND NOTIFICATIONS
Sub. No. 1 CARRYING OF FIREARMS TO EVENTS AT THE NATIONAL STADIUM AND SABINA
PARK BY OFF-DUTY POLICE PERSONNEL
It has been brought to attention that off-duty police personnel attending events staged at the
National Stadium and Sabina Park such as football and cricket matches, have been carrying
firearms into the Stadium/Park and are un-cooperative with Security Personnel on duty when
directed to comply with the security requirements.
The security operational protocol governing the staging of such events requires that such
facilities be kept sterile in respect of firearms, offensive weapons and other prohibited items.
With immediate effect in keeping with security protocol governing such events, off-duty police
personnel attending such events must desist from this practice as failure to comply will result
in strong disciplinary action being taken against them.
Sub. No. 2 REGULATIONS FOR THE CONDUCT OF ELECTIONS TO THE INSPECTORS’ BRANCH
BOARD (IBB) PURSUANT TO RULE 19 OF THE POLICE FEDERATION RULES
With reference to Force Orders No. 3219 Part I Sub. No. 2 dated 2009-02-12 and subsequent
publications, Inspectors are to note that the nomination period for elections to the Inspectors’
Branch Board actually concludes at 5:00pm on Saturday March 14, 2009 and not Friday as was
set out at item 5(i) in the relevant Appendix of the Force Orders alluded to.
It is to be further noted that all completed nomination forms from interested candidates should
be returned to the Appropriate Officer for the Inspectors’ Branch Board at or before 5:00pm on
the closing date.
Sub. No. 3 AMENDMENT - POLICE FEDERATION – APPOINTMENT OF APPROPRIATE OFFICERS
FOR SELECTION OF BRANCH BOARD REPRESENTATIVES – 2009/2010
Force Orders No. 3219 Part I Sub. No. 3 dated 2009-02-12 bearing the list of names of Officer
and Sub-Officers who have been appointed Appropriate Officers for the purpose of election of
members of all Branch Boards for the year 2009/2010 has been amended by the Police
Federation and is republished at Appendix ‘A’ for general information.

OPERATIONS, MINISTRY OF EDUCATION
Attached to these Orders as Appendix ‘B’ is a Circular from the Ministry of Education,

Education Officer, for general information.
Sub. No. 5 APPLICATION FOR THE POST OF SENIOR LEGAL OFFICER (JLG/LO 4) IN THE OFFICE
OF THE CABINET
Attached to these Orders as Appendix ‘C’ is a Circular from the Office of the Services
Commissions (Central Government), 30 National Heroes Circle, Kingston 4, inviting
applications to fill the post of Senior Legal Officer (JLG/LO 4) in the Office of the Cabinet, for
general information.

Sub. No. 7 PROGRAMME OFFERINGS – JAMAICA CONSTABULARY STAFF COLLEGE 2009/2010
The Jamaica Constabulary Staff College is inviting applications from members of the Jamaica
Constabulary Force, Island Special Constabulary Force and civilians to pursue the following
programmes:
Bachelors Degree in Public Sector Management (Level I)
Associate Degrees in Criminal Justice and Police Management Science and
The Certificate in Public Administration programmes for the school year 2009/2010.
Qualification for the Bachelors Programme
Applicants must possess five (5) CSEC or GCE or the equivalent including Mathematics
and English.
Applicants who do not have a one (I) or ‘A’ in English must do the English Literacy
Proficiency Examination at the University of the West Indies, Mona Campus.
Applicants or interested persons who do not have Mathematics may apply to the
University of the West Indies, Mona Campus to do Remedial Mathematics (EC08A) to
qualify.
Qualification for the Associate Degree
Applicants must possess at least four (4) CSEC or GCE or the equivalent.
Applicants who are not qualified are required to do Pre-Requisite Courses in order to
qualify.
Qualification for the Certificate in Public Administration
Applicants must possess three (3) CSEC or GCE subjects including English.
Adult Matriculation will be considered for applicants over age thirty (30).
Applications for the Bachelors in Public Sector Management (Level I) and the Certificate
in Public Administration can be done online through the UWI website
www.uwimona.edu.jm. Application close on March 31, 2009.
Application forms can be collected at the Jamaica Constabulary Staff College at a cost of one
thousand dollars ($1,000.00).
Application forms for the Associate Degrees in Criminal Justice and Police Management
Science can be collected at the Jamaica Constabulary Staff College at a cost of one
thousand dollars ($1,000.00). Application close on April 30, 2009.
