                                   Procurement of
Supply and Installation of Erzincan Gas Compressor StationSupply and Installation of
   Surface and Sub-Surface Facilities and Cavern Leaching Operation of Tuz Gölü
                          Underground Gas Storage Project

1. This invitation for bids follows the general procurement notice for this project that appeared
   in Development Business, issue no. 1140-653/05 of 07 April 2005This invitation for

2. The Petroleum Pipeline Corporation, BOTAŞ, has received a loan from the International
   Bank for Reconstruction and Development toward the cost of Gas Sector Development
   Project, and it intends to apply part of the proceeds of this loan to payments under the
   contract for the Supply and Installation of Erzincan Compressor Station.The Petroleum
   Pipeline Corporation, BOTAŞ, has received a loan from the International Bank for
   Reconstruction and Development related to the cost of Gas Sector Development Project,
   and it intends to apply part of the proceeds of this loan to payments under the contract for
   the Procurement of Supply and Installation of Surface and Sub-Surface Facilities and
   Cavern Leaching of the Tuz Gölü Underground Gas Storage Project. BOTAŞ intends to
   prequalify contractors and/or firms for the Supply and Installation of Surface and
   Subsurface Facilities and Cavern Leaching of the Underground Gas Storage Project and
   construction of a natural gas interconnection pipeline from the existing Eastern Anatolia
   Natural Gas Main Transmission Line to the Project Site. It is expected that invitations for
   bid will be made in February, 2008.
3. BOTAŞ now invites sealed bids from eligible bidders for the supply and installation of the       Formatted: Bullets and Numbering
   Erzincan Compressor Station which consists of four 4 turbine/compressor units with 3+1
   (three unit in operation and one unit spare) configuration and the other complemantary units
   and equipments and works complete in all aspects as defined in the Bidding Documents.
   The compressor station will be installed at Çayırlı town of Erzincan Province in Eastern
   Turkey and the site is approximately 115 km to the Erzincan City Center. The rate of flow
           to be pressurized on the pipeline varies between 1.613.000 to 2.040.000 Sm3/hour

           Eligible bidder should satisfy the postqualification criteria defined below:

    i)        As a contractor, management contractor, subcontractor or as a partner of a joint venture                 Formatted: Bullets and Numbering
              should have successfully completed and commissioned at least 2 (two) contracts for the
              supply and installation of natural gas compressor station or natural gas storage plant or
              natural gas fired energy power plant or natural gas pressure reduction and metering
              station project, each similar to the complexity described in Section VI, Technical
              Specifications, and each with a value of at least US$ 50 (fifty) million equivalent within
              last the last 10 (ten) years of which one of these contracts shall be centrifugal natural
              gas compressor station contract and should be in successful operation for at least one
              year as on the date of bid opening.

vi)   Litigation history: The Bidder should provide accurate information on any litigation or     Formatted: Bullets and Numbering
      arbitration resulting from contracts completed or under execution by him over the last
      two years. Non-performance of a contract did not occur within the last two (2) years
      prior to the deadline for bid submission based on fully settled disputes or litigation. A
      fully settled dispute or resolution is one that has been resolved in accordance with
      Dispute Resolution Mechanism under the respective contract and where all appeal
      instances available to the applicant have been exhausted.

         The figures for each of the partners of a joint venture shall be added together to
           determine the Joint Venture’s overall compliance with the minimum qualifying
           criteria set out in Sub-paragraph 3 of this Invitation For Bids (IFB); however, in
           order for a joint venture to be qualified, the lead partner should demonstrate at
           least one of the contracts specified under paragraph IFB Sub-paragraph 3 (i) and
           also demonstrate average annual contruction turnover of US$ 25 (twenty five)
           million equivalent for the last 5 (five) years, and also demonstrate at least 50%
           (fifty percent) of the amounts specified under IFB Sub-paragraph 3 (iii);
         All partners should jointly meet the requirement specified under IFB Sub-
           paragraph 3 (iv) and (v);
         All partners should satisfy the requirement specified under IFB Sub-paragraph 3
           (vi) and (vii);

ix)     The bidder shall propose the appropriate turbine-compressor model used for Erzincan            Formatted: Bullets and Numbering
        Compressor Station with its bid. Proposed turbine-compresssor model shall not be
        changed in any stage.

x)      The minimum qualification criteria for the turbine/compressor manufacturer is given            Formatted: Bullets and Numbering

        b. Availability of at least 5 facilities in operation in countries other than manufacturer’s
           country for at least 3 years that consist of the same model gas turbine and the same
           model centrifugal gas compressor units as proposed for Erzincan Compressor
           Station.
        c. The manufacturer shall produce both turbine and compressor. (Under no
           circumstances, the turbines and compressors come from different manufacturers
           shall not be accepted)
        d. A product information file about proposed turbine-compressor package shall be

3.Turkish Petroleum Pipeline Corporation, BOTAŞ, proposes to construct underground                 Formatted: Bullets and Numbering
   natural gas storage (UGS) facility approximately 200 km south of Ankara in the central
   part of Turkey, approximately 40 km south of Tuz Gölü (or "Salt Lake").

   Tuz Gölü UGS Project will create a series of underground gas storage caverns by
   controlled fresh water solution mining of portions of the extensive underground natural
   salt formations. Each cavern will be developed at the depths of 1100-1400 m, have a
   physical volume of approximately 630.000 m3 and the total working gas volume will be
   nearly 1 billion m3 in twelve caverns.



   The storage project consists of subsurface facilities, surface facilities and operations. The
   subsurface facilities / works relevant for this prevailing prequalification consist of:

              Two   already existing wells UGS-1 and UGS-2, which have to be installed by
                the final casing column,
              Drilling   of additional 10 new cavern wells with adequate subsurface
                installation,
              Leaching process of 12 salt caverns for gas storage purpose (each cavern with
                a geometrical volume of approximately 630.000 m³ )
              First   gas fill,
              Snubbing     operation,
              Commissioning       of each cavern.
   The surface facilities / works relevant for this prevailing prequalification consist of:

              Technological  units such as; compressors, drivers, gas measuring equipment,
                filters and separators, heaters, coolers, drying plants, de-hydration units,
                   leaching pumps, cavern heads, dilution pumps, decanters, blanket units, fuel
                   gas supply system, transport pipelines, storage tanks, flare system, vent
                   systems, pressure control, power supply, power generator, instrumentation,
                   cables, units- and plant controlling system, automation components, SCADA,
                   auxiliary and supporting equipment, connecting piping, connecting piping
                   with armatures, field piping system and connecting manifold, etc.
                 Steel constructions,   supporting constructions
                 Civil   works, base plates, basement, ground works
                 Technological      buildings, factory buildings, stores, social and sanitary
                   buildings
                 Streets   and outside facilities
                 Safety  systems (gas-warning system, fire alarm system, fire fighting system,
                   fail-safe- supervising systems)
                 Tank farm


In respect to the 2 leaching/construction phases of the 12 caverns, the Leaching Plant will be
designed for the simultaneous leaching process of 6 caverns. The main design data of the entire
leaching system are given below.

Prequalification will be conducted through prequalification procedures specified in the World
Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open
to all bidders from eligible source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information and inspect the prequalification
document at BOTAŞ (address below) from 09.00-12.00 (local time). A complete set of the
prequalification document in English may be purchased by interested applicants on the
submission of a written application to the address below and upon payment of a nonrefundable
fee of 65 YTL or in 50 US$ including Value Added Tax, VAT. The method of payment will be
direct deposit aforementioned nonrefundable fee to the BOTAŞ’s account at Vakıfbank AŞ
BOTAŞ Office- Ankara- Republic of Turkey, account No: 2005690 for payment in YTL or
