(ITEM 4) FINANCIAL UPDATE:
BANK STATEMENT: THE CURRENT BANK BALANCE FOR THE SLRWC IS: $2,373.00, AS OF THIS MEETING. DAVID ALLEN
SUBMITTED FORMS TO THE FEDERAL GOVERNMENT TO MAINTAIN OUR TAX-EXEMPT STATUS ; HE GAVE THE
PAPERWORK TO CYNTHIA. WE MUST PAY THE SECRETARY OF STATE $20 TO FILE THE STATEMENT OF INFORMATION.


INSURANCE : WE NEED TO PUT TOGETHER SOME SORT OF A BALANCE SHEET (ALSO LIST ASSETS & LIABILITIES) IN
ORDER TO OBTAIN FINAL INSURANCE QUOTES.        LISA CAN HELP DEVELOP A BALANCE SHEET, BUT SHE CANNOT FILE
TAXES.

(ITEM 5) WEBSITE UPDATE:
THE WEBSITE IS LIVE , HOWEVER IT HAS NO CONTENT (ONLY GOBBLY -GOOK) & WE NEED TO DEVELOP MATERIAL TO
LOAD ONTO THE VARIOUS PAGES (OR AT LEAST A SIGN SAYING, ‘UNDER CONSTRUCTION’).


WE NEED TO DO THE FOLLOWING THINGS:
    •   PRIORITIZE CONTENT TO UPLOAD (IE : FIRST PAGE , ROUTE EMAIL , UNDER CONSTRUCTION SIGNAGE , ETC).
    •   ADD CONTENT TO THE WEBSITE (IE : ORGANIZATIONAL INFORMATION/ BY -LAWS/ PAST MINUTES/ AGENDAS) &
        A TIMELINE FOR SLR HISTORY . WE SHOULD EMAIL TEXT TO SCOTT OR ROB .
    •   DEVELOP EMAIL CONTACT INFORMATION (IE : webmaster@slrwc.org & DIRECT IT TO ONE OF US; OR SET
        UP EMAILS FOR EACH OF US, SUCH AS: heidi@slrwc.org WHICH WE CAN DIRECT TO OUR OWN PERSONNEL
        OR WORK EMAIL ACCOUNTS….THIS ALLOWS US NOT TO GIVE OUT WORK/EMAIL ADDRESSES OVER THE
        WEBSITE ).


JOE IS BUILDING A WEB PORTAL FOR MANY DIFFERENT AGENCIES & WANTED $10-15 K FROM US TO DO THE SAME
THING...THIS IS A BIG COST (MAINTENANCE FEES) TO THE AGENCY THAT HOSTS THE PORTAL. HE ’S LOOKING FOR A
CENTRALIZED PLACE TO HOST THIS PORTAL . THE COUNTY/ IRWMP IS DEVELOPING A PROPOSAL TO HOUSE A CENTRAL
DATA PORTAL & THE SLRWC WOULD RATHER SEE THE COUNTY TAKE THE LEAD ON THIS PROJECT . HOSTING SUCH A
PORTAL IS OVERLY -AMBITIOUS FOR THE SLRWC AT THIS TIME .




(ITEM 6) GRANTS:
WE SHOULD BEGIN A DATABASE OR SPREADSHEET FOR ROLLING GRANTS AND THEIR DEADLINES/ INFORMATION, IN
ORDER TO GIVE US MORE OF A HEAD START IN DEVELOPING THESE GRANT PROPOSALS. PART OF THIS DATABASE
COULD BE GRANT / PROJECT TEMPLATES THAT WE COULD THEN PICK AND CHOOSE FOR WHATEVER GRANT WE ARE
LOOKING TO APPLY TO . CYNTHIA, SCOTT & HEIDI WILL BEGIN TO WORK ON THIS.


THE INFORMATION ON THE SPREADSHEET COULD INCLUDE :
    •   DESCRIPTION OF GRANT (TYPE OF POTENTIAL PROJECTS)
    •   FUNDING AGENCY / CONTACT INFORMATION / WEBSITE

NOTE: THERE’S AN UPCOMING SAN DIEGO WOMEN’ S FOUNDATION GRANT REQUEST FOR PROPOSAL (CLEAN
ENVIRONMENTS, HEALTHY COMMUNITIES INITIATIVE ) THAT WILL BE RELEASE IN JANUARY .

(ITEM 7) REVIEW PRIORITY ISSUES DEVELOPED BY STAKEHOLDERS:
WE MAY WANT TO EMAIL OUT THE PRIORITY LIST TO THE SLRWC MAILING LIST & ASK OUR MEMBERSHIP TO RANK THE
IMPORTANCE OF EACH ISSUE TO THEMSELVES AND/ OR THEIR ORGANIZATIONS. THIS WOULD HELP US TO PRIORITIZE
WHAT IS REALLY IMPORTANT TO OUR MEMBERS, AND WE COULD BEGIN TO MATCH ISSUES/ PROJECTS UP WITH OUR 1,
3, AND 5 YEAR GOALS. WE COULD TAKE THIS INFORMATION & TURN IT INTO A TIMELINE FOR FUTURE PLANNING. AT
ONE OF THE UPCOMING BOD MEETINGS, WE SHOULD COME UP WITH 3 OPEN FORUM IDEAS (IE : STEELHEAD; BACTERIA
1 TMDL), AND 2 WATERSHED EVENT IDEAS (IE: CLEAN-UP; SEPTIC TANK WORKSHOPS; EARTH DAY EVENT; AVOCADO
FESTIVAL BOOTH 4/17); WE CAN THEN LET THE MEMBERSHIP VOTE ON WHAT THEY WOULD LIKE TO DO IN 2011.


SEPTIC TANK ISSUE : THIS IS A BIG ISSUE IN RURAL WATERSHEDS, AND THE COUNTY IS INTERESTED IN WORKING WITH
US ON A SEPTIC TANK UPKEEP AND MAINTENANCE WORKSHOP. ANOTHER OPTION IS TO HAVE PEOPLE TAKE A TEST
ONLINE , AND THEN RECEIVE COUPONS FOR SEPTIC TANK PUMPING.


BACTERIA 1 TMDL ISSUE : THERE IS A BACTERIA 1 TMDL DESIGNATION ON THE HORIZON FOR ALL OF SAN DIEGO
COUNTY , INCLUDING THE SAN LUIS REY RIVER . THIS WILL BRING MORE REGULATIONS AND RESTRICTIONS ON MANY
ACTIVITIES FOR THE PUBLIC. FOR THIS REASON, THIS WOULD BE A GREAT TOPIC TO MAKE THE PUBLIC AWARE OF.


STEELHEAD ISSUE : WE MAY WANT TO HAVE A PUBLIC FORUM ON THIS CONTROVERSIAL TOPIC. WE COULD INVITE 3
TO 4 SPEAKERS/ PRESENTERS, FROM BOTH SIDES; THEY COULD GIVE SMALL INFORMATIONAL PRESENTATIONS TO THE
PUBLIC, OR IT COULD BE SET UP AS A PANEL THAT COULD ANSWER QUESTIONS. NOAA’ S NATIONAL MARINE FISHERIES
SERVICE IS LOOKING TO FINALIZE THEIR REPORT BY SPRING 2011, INCLUDING THE DESIGNATION OF THE SAN LUIS REY
WATERSHED AS EITHER A CORE 1 OR 2 WATERSHED FOR (RE )INTRODUCING STEELHEAD HERE. THEREFORE , IT WOULD
BE A GREAT TOPIC TO DISCUSS IN MAY , JUNE , OR JULY . WE COULD TRY TO FIND OUT HOW THIS WOULD IMPACT OR
CONCERN DIFFERENT GROUPS, SUCH AS PUBLIC WATER USERS, HOMEOWNERS, AG, TRIBES, ETC.


 (ITEM 8) ATTENDEE’S NEWS:
SCOTT NORRIS (SAN DIEGO COUNTY , DPW ):
THERE ’S AN UPCOMING GRANT THAT WE MIGHT APPLY FOR WHEN IT ROLLS AROUND AGAIN NEXT YEAR , FROM THE
SAN DIEGO PARK CONSERVANCY . THIS GRANT PERTAINS TO TRAIL DEVELOPMENT , AND WE COULD DO A MAP OF ALL
THE VARIOUS-AGENCY TRAILS THAT EXIST WITHIN SLR WATERSHED; WE MIGHT WANT TO OVERLAY WHAT IS & IS NOT
PUBLIC LAND. WE COULD ALSO PARTNER WITH ADOPT -A-TRAIL , WHICH COULD TAKE CARE OF TRAIL MAINTENANCE
AFTERWARD. WE COULD PARTNER WITH CAL TRANS ON TRAILS TO MITIGATE THE HIGHWAY 76 EXPANSION PROJECT .


CYNTHIA MALLETT (CITY OF OCEANSIDE ):
THERE WAS A CLEAN-UP ON THE RIVER ON NOVEMBER 6        , WHICH INVOLVED 175 PEOPLE OVER 5 SITES ALONG THE
                                                      TH


RIVER ; A COUPLE OF THOUSAND POUNDS OF TRASH WAS REMOVED FROM THE RIVER . UPCOMING CLEAN-UP EVENTS
INCLUDE : APRIL ’S CREEK TO BAY CLEAN-UP; SEPTEMBER ’S COASTAL CLEAN- UP; AND NOVEMBER ’S SAN LUIS REY RIVER
CLEAN-UP. ANY OF THESE EVENTS WOULD BE GREAT FOR THE SLRWC TO GET INVOLVED IN (IE : VOLUNTEER , HELP
HOST , ETC).

SAN JUAN CAPISTRANO IS IN THEIR 7         YEAR OF PLANNING FOR 2 FISH LADDERS.

BAY DELTA BATTLE: DEPARTMENT OF FISH & GAME (DFG) AND THE DEPARTMENT OF WATER RESOURCES (DWR ) JUST
SIGNED AN AGREEMENT TO SPEND $200 MILLION IN THE SACRAMENTO RIVER , TO IMPLEMENT SOLUTIONS THAT WILL
BENEFIT BOTH THE FISHERIES AS WELL AS THE WATER COMPANIES. SOME OF THESE SOLUTIONS WILL BE TO BUY LAND,
IMPROVE/ INCREASE WETLANDS, CREATE HABITATS, TO NAME JUST A FEW .


DAVID ALLEN (FALLBROOK LAND CONSERVANCY ):
THERE ARE 3 PROPOSED DEVELOPMENTS IN THE 15-76 VICINITY THAT ARE COMING TO A CRITICAL TIME FOR
COMMENTING. THIS INCLUDES THE CAMPUS WEST , AND PASOROLLS DEVELOPMENTS (THE LAST ONE HAS CUT THEIR
DENSITY BY ½ IN THE LAST 7 YEARS, DOWN TO 750 UNITS).


RAINBOW MOUNTAIN QUARRY HAS REVIEWED THEIR DUST LEVELS AND PROVIDED THE INFORMATION TO THE PUBLIC.
THEY ARE NOW OPERATING ONLY AT 10% OF THEIR PLANNED OPERATION, HOWEVER THERE IS JUST NOT ENOUGH
DEMAND FOR THE MATERIAL AT THIS TIME . ON A SIDE NOTE , THE CITY OF TEMECULA DID ANNEX THE AREA
SURROUNDING THE PROPOSED LIBERTY QUARRY .
