Policy ENV 1 Green Infrastructure. 'Areas and networks of green
infrastructure should be identified, created, protected, enhanced and
managed to ensure an improved and healthy environment is
available for present and future communities. Green infrastructure
should be developed so as to maximise its biodiversity value and, as
part of a package of measures, contribute to achieving carbon neutral
development and flood attenuation. In developing green
infrastructure opportunities should be taken to develop and enhance
networks for walking, cycling and other non-motorised transport'

10.8 GI STRATEGY: COMMENTS

GI is covered in the section on Derbyshire’s transport quality of life
and healthy natural environment challenges. GI is listed in the LTP’s
priorities and it makes reference to an emerging sub-regional GI
strategy. (6Cs) Notes complementary aims – encouraging walking
and cycling and improving the networks.
Analyses Devon's GI. Sets out 10 guiding principles and identifies
where to focus GI interventions to fill network gaps. Backed up with
12 detailed Topic Papers: policy, biodiversity, climate change,
cycling, greenspace and woodland, health, historic environment,
landscape, minerals, PROW, waste.

South East Dorset Green Infrastructure Strategy includes
Bournemouth BC, Christchurch BC, Dorset CC, East Dorset DC,
Borough of Poole and Purbeck DC, Natural England, Environment
Agency and Forestry Commission.
Following consultation, Strategy now in the process of being
endorsed by the partner organisations (Feb 2012).

Summarises if Greater Manchester needs a city-region GI
Framework across AGMA authorities. Identifies “growth-support”
functions for GI. Maps GI for distinctive places, urban renaissance,
sustainable movement and changing climate. Sets out structure for
a GI Framework (Annex 2). Encourages a “primer” document in
simple language to create enthusiasm.

Written to establish parameters for and if Greater Manchester
(growth point) needs a city-region GI Framework across AGMA
authorities and how to embed in planning policy. 135 page report,
with extensive mapping linking GI function with deprivation and
making recommendations for a spatial framework and advocating
where to embed GI policies in other strategies etc. Useful table of
current delivery with success stories.

144 page report setting out how AGMA authorities can produce a GI
framework. Recommends cross-boundary mapping with 5 adjoining
authorities. Advocates third-generation GI strategy (integrates the
concept of ecosystem services and considers the role of GI in
sustaining a low-carbon society which lives within environmental
limits.) Emphasises the importance of a vision, partnerships, strong
policies, leadership, governance. Includes power-point presentation
with case study on New York.
Sub-regional strategy, prepared for growth point agenda. Mentions
neighbouring GI strategies in Leeds and Sheffield City region.
Useful Appendix with GI policies from the sub-region. Prioritised
actions under themes: economy, community, biodiversity and
climate. Potential for single GI pot across sub-region for CIL for
delivery is suggested.

Baseline - Natural England mapping is a searchable resource.

Strategy (incorrectly) mentions Green Investment Bank as potential
source for NEWP type GI funds.

Evidence base for retaining green space in the urban areas.
Assesses sites against 10 benefits from city-region GI work. Adds
culture and community benefit – felt to be important. Sites scored
for number of benefits. 8 out of 401 sites identified for development
potential. Makes reference to future GI Strategy (but no indication
on web site of this).
Unable to access, have tried asking web via web-site.
GI Strategy is adopted only as an evidence base to suppport the
LDF Core Strategy. Intention is to expand strategy further to support
Area Action Plans, produce thematic Design Guidance, develop
partnerships and community engagement.

The GI Plan is a useful evidence base to support the Core Strategy.
Further work will be needed to develop a GI Strategy in more detail
for the District. Hertfordshire Strategic GI Plan provides a higher

GI and embed in District's planning policy. It catalogues the existing
GI resource and provides a comprehensive policy review.

11. GENERAL GI RELATED COMMENTS

An interesting example showing development of strategic planning for greenways in
the 1990's which has led to embedding GI policy in the LTP in 2011 and references to
the sub-regional GI strategy.

There is no reference to GI in the Council's Plan.
Derbyshire County Council (undated). Derbyshire Leading the Way - Council Plan
2010-2014.Available at:
http://www.derbyshire.gov.uk/images/Final%20Draft%20of%20Council%20Plan_tcm9-
137291_tcm44-138564.pdf
Although the Structure Plan does not have green infrastructure references or
policy(ies), there is reference to biodiversity, landscape etc.

The County Council has set out green infrastructure requirements for the districts'
Local Plans/LDFs and has a consultation draft of a green infrastructure strategy which
is timetabled for adoption in Spring 2012.

Cluster of neighbouring local authorities have formed a GI Steering Group to produce
a joint GI strategy to be supported in relevant Local Plans / LDFs.
Website 'Developing the GI Strategy' provides background information and resources
on the GI strategy project process. Includes evidence study, draft documents,
workshop presentations and report on Stakeholder event.

Main webpage includes GI maps, sustainability appraisal and equality impact
assessment

Core Strategy Policy CS 1 F refers to Open Space Sport and Recreation. GI referred
to in Harrow’s 2nd Transport Local Implementation
Plan. References to GI appear to relate to open space rather than broader definition.

All GI search results relate to downloadable pdf documents, rather than live links and
GI references are generally incidental inputs from third parties within these
documents. London Plan reference is to 2009 Consultation rather than 2011
References to GI made by Natural England as responses to consultations on Core
Strategy and Householder Design Guide.

No significant references to GI on website or policy documents

structure

Commitment to sub-regional GI strategy in consultation Core Strategy together with GI
cross-referencing to many other policies.

Green Space Study covers urban areas. Core Strategy policies not yet available.
Strong policy context in adopted Core Strategy and plan to fund GI from developer
contributions despite initial search coming up with 0 hits.

Stated intention to adopt sub-regional GI strategy into SPD.

2006 Open Space Strategy cited as good practice by CABE, updated with more recent
PPG 17 audit (2010)
Herefordshire Council refers to its GI Strategy as an evidence base for a number of its
emerging Core Strategy Policy themes, notably housing, conservation, biodiversity
and environment. It identifies GI as a key infrastructure component and as a recipient
of developer contributions.Gi has been identified through consultation as needing a
higher profile in its Core Strategy.
No reference to GI in existing Unitary Development Plan saved policies.
No evidence of engagement with external partners or community on GI, but these are
issues identified in Strategy for further attention.

Adopted Core Strategy makes reference to commitment to prepare a GI Strategy with
adjoining Councils and refers to GI in Infrastructure delivery plan.

Importance of GI for proposed sustainable urban extension for SW Bristol is referred
to in N. Somerset documents and SWGI Portal. GI Strategy emerging after Core
Strategy and after consultation events on SW Bristol SUE.
GI policy progressed via South Gloucestershire Environmental Partnership workshop.
GI SPD proposed

Mainly references to documents and presentations that relate to the proposed
Sustainable Urban Extension.
No links to sub-regional or county green infrastrucutre initiatives - although they exist -
as seen from Local Plan/Core Stratgy consultation documents.

Detailed and comprehensive GI Study funded For Thetford as a Growth Point by CLG
as a pilot. The Thetford and Dereham GI Reports provide an evidence base for the
Core Strategy and other DPD policies on GI. All these references understand GI as
being a multi-functional networjk of assets providing ecosystem services. However,
the Infrastructure Needs, Funding & Delivery Study, which is evidence for the Core
Strategy, looks at GI only as open space and has no cross references to other
infrastructure provision.
Many of the key phrase search results relate to the Thetford GI Study and references
within this.
References to Gi mainly relate to recommendations within SEA or by third parties for
inclusion in emerging Core Strategy and other associated supporting documents

Using sub-regional GI plan and consulting on more local GI for inclusion in Core
Strategy.

Proposed New Local Plan Issues Paper proposes policy heading: Green
Infrastrucyture and the Coast.
Includes sub-headings: South Essex Green Grid Strategy; Green Connections;
Existing Open Spaces; Providing New Open Spaces: Playing Pitch Provision;
Protecting Local Green Spaces; Nature Conservation; Areas of Landscape Value;
Other Users of Green Infrastructure.
Proposed list relates to conventional open space and does not appear to address
multifunctionality or network development.

Infrastructure Position Statement September 2011. Position Statement includes GI as
infrastructure category. The paper recognises multifunctional role of GI and notes the
need for GI policies to be included in Core Strategy, aand covered in more detail in
AAPs, Site Allocations DPDs and / or a GI SPD. Typologies referred to within the
paper relate primarily to public open space facilities.

1. Infrastructure Delivery Plan (IDP) provides useful source of detailed information on
GI projects, but draft GI Strategy for New Forest is not discoverable on website. Green
Infrastructure for the Partnership for Urban South Hampshire (PUSH) - Final Strategy
(2010). UE Associates provides a basis for many of the IDP projects and a strategic
reference for GI initiatives within the District.
2. New Forest LDF Community Infrastructure Levy Preliminary Draft Charging
Schedule (Jan 2012) includes GI as a recipient of funding streams from developer
contributions and CIL, referring to the IDP noted above.
http://www.newforest.gov.uk/media/adobe/b/p/PreliminaryDraftChargingSchedule.pdf
GI is embedded in the draft Core Strategy, with commitments following feedback to
make more references. But to date the strategic GI work led by Devon County is not
included.

Information on Joint Core Strategy is on Central Lancashire web site. Includes GI
policy and reference to Lancashire GI Strategy.

Core Strategy silent on GI, but more recent DPD GI Report sets out spatial vision for
GI network.

GI is embedded in the draft Core Strategy, with commitments following feedback to
make more references. But to date the strategic GI work led by Devon County is not
included.
Strong sub-regional partnership approach on GI from Worcs County.

Core Strategy at early stage of preparation, but green infrastructure is identified in
spatial portrait as key theme. No reference to wider GI strategy.
Completed Core Strategy with evidence in GI study, working sub-regionally towards GI
framework, strategy and portal.

Green infrastructure information is summarised on All London Green Grid web section

spaces/green-grid
GI key phrase search produces many results, predominated by multiple legacy
