GENTEXT/REMARKS/1. THE PURPOSE OF THIS MESSAGE IS TO ESTABLISH COMMAND,
CONTROL, COMMUNICATIONS, COMPUTER AND INTEL (C4I) SYSTEMS EQUIPMENT
REQUIREMENTS TO PLAN FOR AND PARTICIPATE IN RIMPAC 2010. PARTICIPANT
COUNTRIES AND U.S. COMMANDS SHOULD BE PREPARED TO DISCUSS THIS BASELINE,
INCLUDING CHANGES OR PROBLEMS MEETING THESE REQUIREMENTS AT THE INITIAL
PLANNING CONFERENCE IN JULY 2009.

2. THE COMBINED ENTERPRISE REGIONAL INFORMATION EXCHANGE SYSTEM
(CENTRIXS), COOPERATIVE MARITIME FORCES PACIFIC (CMFP) COMMUNITY OF
INTEREST WILL BE THE FOUNDATION OF RIMPAC 2010 COMMAND AND CONTROL.
IN RIMPAC 2008, CMFP CONNECTIVITY WAS KEY TO UNPRECEDENTED INTEGRATION
BETWEEN COMPONENT COMMANDERS AND TASK FORCE MEMBERS.
CMFP (WITH CURRENT SOFTWARE VERSION, COMPOSE 3.0) ALLOWS COMBINED FORCE
PARTICIPANTS TO CONDUCT CLASSIFIED DATA EXCHANGES INCLUDING E-MAIL,
CHAT, COMMON OPERATIONAL PICTURE VIA C2PC, AND WEB POSTING/REPLICATION.
IN ADDITION TO MARITIME FORCES, EACH PARTICIPATING NATION AND EACH
PARTICIPATING U.S. ACTIVITY SHOULD INSTALL CMFP AT ITS HEADQUARTERS (OR
WHEREVER RIMPAC PLANNING
OCCURS) PRIOR TO THE INITIAL PLANNING CONFERENCE (IPC).
SOFTWARE VERSION IS FROZEN AT COMPOSE 3.0. NO OTHER VERSION WILL BE
SUPPORTED DURING RIMPAC 2010 WITHOUT PRIOR DISCUSSION WITH COMTHIRDFLT.

3. RADIOTELEPHONE AND DATA NETS WILL BE ULTRA HIGH FREQUENCY
(UHF) LINE OF SIGHT (LOS), AND HF SECURE VOICE AND DATA CIRCUITS.
STANDARD COMMUNICATION REQUIREMENTS FOR RIMPAC 2010 ARE AS
FOLLOWS:
A. MINIMUM REQUIREMENTS FOR ALL PARTICIPANTS:
1. 3 UHF LOS SECURE VOICE CIRCUITS.

2. 1 HF SECURE VOICE CIRCUIT

3. 1 HF LINK-11

4. 128KBPS INMARSAT OR EQUIVALENT SATCOM (24 HR, UNINTERRUPTED). EACH
PARTNER NATION WILL BE RESPONSIBLE FOR PROCURING AND MAINTAINING AN
INMARSAT (OR EQUIVALENT) CHANNEL THROUGHOUT ALL PHASES OF THE EXERCISE
INCLUDING TRANSIT EN ROUTE.
SEVERAL PARTNER NATIONS HAVE PREVIOUSLY RELIED ON COMTHIRDFLT TO
PROVIDE A SATELLITE CHANNEL VIA FOREIGN MILITARY SALES (FMS) OR OTHER
MEANS.
FORCE REDUCTION OF COMTHIRDFLT SATELLITE CHANNELS WILL PRECLUDE THIS
PRACTICE DURING RIMPAC 2010.

10. ENCRYPTORS AND KEYMAT. EACH PARTNER NATION WILL BE RESPONSIBLE TO
WORK THE DIPLOMATIC PROCESS TO OBTAIN ENCRYPTORS AND KEYMAT. A RIMPAC
2008 LESSON WAS THAT THIS PROCESS CAN TAKE UP TO ONE AND A HALF YEARS.
IT IS NOT CRYPTO-SPECIFIC AND SHOULD BE STARTED IMMEDIATELY IF NOT
ALREADY BEGUN. SPECIFIC REQUIRED CRYPTOGRAPHIC MATERIAL WILL BE
SPECIFIED IN A CRYPTO CALLOUT MESSAGE TO BE SENT BY C3F IN FALL, 2009.
B. MINIMUM REQUIREMENTS FOR COMMANDERS OF TASK GROUP OR TASK UNIT
(CTG/CTU):

1. 5 UHF LOS SECURE VOICE CIRCUITS.

4. 128KBPS INMARSAT OR EQUIVALENT (SEE 3.A.4 AMPLIFICATION
ABOVE)

9. CMFP (DOMINO SERVER AND WORK STATIONS AS APPROPRIATE TO STAFF
STRUCTURE)

10. ENCRYPTORS AND KEYMAT. (SEE 3.A.10 AMPLIFICATION ABOVE) C. MINIMUM
REQUIREMENTS FOR COMMANDERS OF TASK FORCE (CTF):
1. VIDEO OR AUDIO (VOICE OVER IP - VOIP) CONFERENCING CAPABILITY FOR
REGULAR MEETINGS WITH THE COMBINED FORCE MARITIME COMPONENT COMMANDER
(CFMCC) AND/OR THE COMMANDER COMBINED TASK FORCE (CCTF). (NOTE: VOIP
CAN TUNNEL THROUGH CENTRIXS CMFP.
HOWEVER, A MINIMUM BANDWIDTH OF 128KBPS IS NECESSARY TO SUPPORT CMFP
OPERATION WITH VOIP SIMULTANEOUSLY.)

2. ALL THE REQUIREMENTS OF 3.B (CTG AND CTU) ABOVE.

4. WHEN REQUIRED, ALL C4I ASSISTANCE MUST BE ARRANGED USING THE
EXISTING FOREIGN MILITARY SALES (FMS) PROCESS AND TIMELINE.
LESSONS LEARNED DURING PREPARATION FOR RIMPAC 2008 PROVED THAT DELAYING
THE FMS PROCESS CARRIES CONSIDERABLE RISK FOR PARTICIPATION.
COMTHIRDFLT ABILITY TO STEP IN LATE IN THE PROCESS TO WORK BETWEEN FMS
CASE MANAGERS AND PARTNER NATIONS WILL BE SIGNIFICANTLY CURTAILED BY
MANPOWER REDUCTIONS AT COMTHIRDFLT. PLEASE WORK THE FMS PROCESS
THROUGH PROPER CHANNELS EARLY; PLAN TO AVOID CRISES IN THE DAYS JUST
PRIOR TO THE EXERCISE.
A. ON A CASE-BY-CASE BASIS, PARTICIPATING NAVIES MAY COORDINATE WITH
C3F ACTION OFFICERS TO PLAN C4I INSTALLS IN SAN DIEGO OR HAWAII.
B. FOR PLANNING AND BUDGETING PURPOSES, RIMPAC 08 COSTS FOR SOME
STANDARD, TEMPORARY C4I UPGRADES (EXCEPT CMFP) WERE:

1. $8,000.00 FOR INMARSAT UPGRADE UNIT TO ALLOW SPLIT CHANNEL 64KPBS OR
FULL CHANNEL 128KBPS OPERATION.

2. $15,000.00 PER HF RADIO AND $11,000.00 PER UHF RADIO.

3. $53,000.00 FOR PAC3T INSTALLATION (INCLUDES 1 UHF, 1 HF AND LINK 11
HARDWARE).

4. $82,000.00 FOR INMARSAT MONTHLY LEASE.

5. ACTION FOR ALL PARTICIPANTS. IDENTIFY A C4I POINT OF CONTACT FOR
RIMPAC 2010 TO COMTHIRDFLT (BY MESSAGE OR EMAIL TO POCS ABOVE) BY 22
JUNE, 2009. ADDITIONALLY IF, BASED ON THE REQUIREMENTS ABOVE, C4I
SHORTFALLS ARE KNOWN OR ANTICIPATED WITHIN YOUR HEADQUARTERS OR
SUBORDINATE UNITS, PLEASE REPORT SPECIFIC ISSUES/CHALLENGES AND A PLAN
TO MITIGATE AND/OR CORRECT THEM. THESE REPORTS ARE ALSO DESIRED BY 26
JUNE, 2009 AND THEREAFTER, AS SOON AS ISSUES ARE DISCOVERED.//
