Subject: Change in UN numbers for JRC Detonators
In 2009 the International Civil Aviation Organization (ICAO) changed the testing requirement for
shipping explosives under 1.4S classification on passenger planes for eight UN codes. Two of
these UN codes apply to detonators used by Halliburton:
UN0456: Detonators, electric, 1.4S
UN0455: Detonators, non-electric, 1.4S
The requirement to retain 1.4S classification is very stringent and testing has shown the above
JRC products will not pass in their current packaging. Additionally, a similar situation exists with
most, if not all, detonator products made by other manufacturers. As a result of the ICAO action,
these two UN codes will need to be downgraded in classification from 1.4S to 1.4B. The 1.4B
classification will allow detonators to be shipped via cargo aircraft.
ICAO recently accelerated the conversion date for these two products to 01 January 2011.
Therefore, as of that date, all previously issued 1.4S detonator products will be forbidden from
both passenger and cargo air transport UNLESS the regulatory authorities:
(1) Are furnished proof that the detonators can pass the stringent tests and therefore retain
their 1.4S classification, or
(2) Have downgraded their classification to 1.4B in the event the stringent tests cannot be
JRC has submitted applications to the US Department of Transportation requesting downgraded
EX-numbers for 1.4B shipping classification. Moreover JRC has requested emergency
processing for these applications to ensure we can continue shipping by air as 1.4B (Cargo
Aircraft Only) after 01 January 2011.
Actions for the Field Organization:
When the new downgraded 1.4B EX documents are issued, all further shipments must be re-
labeled to the lower class with their proper shipping name. We anticipate the actual EX-number
will not be changed.
1. Please prepare your country licenses if they will be affected by the changes in UN code
and proper shipping name. Those new codes will be:
UN0255: Detonators, electric, 1.4B
UN0267: Detonators, non-electric, 1.4B
If the new 1.4B EX documents are not received by 01 January 2011, air carriers will bump
products off and not continue shipping. (Note: in that event, the previous 1.4S classification will
still be valid, but for ground transportation only).
2. You should contact immediately your Customer Service Representative to determine if
your orders will be delivered prior to the 01 January 2011 date or if you want to place an
order to ensure product is received by air before that date. A list of products manufactured
by JRC is attached.
