					Swanyee is a National NGO providing Emergency Relief & DRR, Rural Development & Poverty
Reduction, LIFT, Environmental Conservation, and WASH in Delta, Rakhine, Dry Zone and
Yangon Division. Swanyee is currently seeking to recruit the staff for following positions.

                              TERMS OF REFERENCE

Duration of Assignment:       2 years for the project in Gwa Township

Duty Station              :   Rakhine State (Gwa)


Project Manager (1) post


Responsibilities:
       Supervise field-office activities through Project Coordinators and deal with Donor and
       Authorities
       Participate in township level meeting
       Transparent, strategic, and flexible in thinking and working process.
       Strong familiarity with networking with government and other national.
       Experience in budget planning and financial management.
       Ensure understanding of roles, responsibilities, lateral relationships, accountabilities and
       teamwork.
       Performs day to day activities as stated in job description and as instructed by Executive
       Director.
       Control to team members according to the related policies.
       Learning and providing support to coordinators on DRR Project site.
       Summit regular weekly progress report to Executive Director and other updated reports as
       requested by Program Coordinator.
       To follow up the DRR procedures.
       Ensuring that DRR is incorporated into the emergency and longer term development work
       of SDF.
       Deliver, with colleagues, DRR training for emergency preparedness response and transition
       for staff with a focus on Child Based Disaster Preparedness and Community Based Disaster
       Preparedness.
Qualification Requirements:

       At least Bachelor’s degree preferably in social work, community development or related
       fields
       At least 4 years experience in facilitating training on gender and DRR.
       Demonstrated community mobilization, participatory techniques, training and facilitation
       skills.
       Ability to lead a team in a difficult environment.
       Strong interpersonal skills, sound judgment and team building skills.
       Computer skill (Ms Word & Excel and using Internet/e-mail).
       Good Excellent communication skills with good written and spoken English and Myanmar
       Good interpersonal skills when dealing with other staffs.
       Able to plan and manage a variety of program activities, setting appropriate priorities.
       Proven development experience in a leadership role
Field Supervisor (2) post

Responsibilities: Under the direct supervision of Project Coordinator, She/he is responsible for
mobilization of local communities; develop the DRR Training including facilitation. The key
responsibilities are as follow;


Responsibilities:
 •   To manage with awareness and community mobilization.
 •   Supporting for the facilitators to the community.
 •   Learning and providing support to facilitators on DRR Project site.
 •   Build a good linkage between the team and the facilitators and the coordinator.
 •    Assist the Project Coordinator in all operational issues.
 •   To follow up the DRR procedure.
 •   Overall supervision of implementation team.
 •   Write reports to Project Coordinator.
 •   Ensuring that DRR is incorporated into the emergency and longer term development work of SDF.
 •   Deliver, with colleagues, DRR training for emergency preparedness response and transition for staff
     with a focus on Child Based Disaster Preparedness and Community Based Disaster Preparedness.
 •   With the Emergency Response Project Coordinator and with dioceses offices where appropriate,
     ensure that security guidelines are developed, observed and updated for programmers in insecure
     areas.


Qualification Requirements:

       University degree or higher.
       2 years experience in as similar position.
       Computer skill (Ms Word & Excel and using Internet/e-mail).
       Willingness to undertake duty related travel in the field.
       Good communication skills with good written and spoken English and Myanmar.
       Ability to lead a team in a difficult environment.
       Able to plan and manage a variety of programs and activities, setting appropriate priorities.
       Proven development experience in a leadership role.




Technical Resource Person (2) post
Responsibilities:

   •   Conduct capacity assessment identifying gaps and need of the Township Disaster
       Committee (TDC) with the Committee in terms of preparedness and response to disasters.
   •   Based on the outcomes of the Assessment, develop and facilitate trainings to the TDC on
       selected topics, such as: communication systems, emergency response management, etc.
   •   Facilitate and provide support to the TDC on the finalization of the Township Disaster
       Mitigation Plan particularly considering the outputs of the Village Disaster Mitigation
       Plans.
   •   Provide guidance to project staff in developing mitigation plan, preparedness plan and
       contingency plan at Village level.
   •   Providing quality inputs in the development of IEC materials and resource handbook
       considering local and national DRR frameworks.
   •   Contribute to the preparation, implementation and lessons learnt activities related to
       emergency drills.


Qualification Requirement
   •   University degree in relevant fields (social science, development, management, etc)
   •   At least 3 years proven experience of managing development and management of DRR
       related programmes, with demonstrated experience in working with local authorities in this
       sector.
   •   Working experience with LNGOs or international development organization.
   •   Demonstrated facilitation skills and experience in identifying training needs and leading
       training programmes.
   •   Familiarity with advocacy work at local and national level.
   •   High experience to strengthen coordination with township level authority structures for
       preparedness and response plan.
   •   Enable to create tool kits and design for CCDRR and CBDRM trainings.
   •   Willingness to travel to project areas
   •   The person has to have high skill of strategic plan training.
   •   Myanmar and English communication skills




Logistics Assistant (1) post
Responsibilities:
•. Conduct market surveys of commodities when needed.
• Check quality of commodities.
• Report monthly commodity, distribution activities and other related field to the Logistics
   officer.
• Under the direct supervision of Logistics Officer in Field.
• Follow up on projections of needs and call forward requirements;
• Collect regional and statistical information related to needs in various locations;
• Directly deal with community, CBO and self help group when needed.
• Assist with the accounting, reporting and ensure that internal control systems are functioning
   and that all relevant records are maintained.
• Perform other related duties as assigned.


Requirements

• University graduate.
• Must have minimum 2 years of experience in related field.
• Must be skilful conduct market price of items
• Must be familiar with Microsoft Office applications and using Internet/e-mail
• Very good computer skills (word, excel, etc) and using Internet/e-mail.
• Able to translate both written and spoken Myanmar/English.
• Able to write clear reports.
• Willingness and capacity to travel frequently.
• Ability to work systematically, accurately and under pressure.




Field Assistant (5) post
Responsibilities: Under the direct supervision of Project Coordinator, s/he is responsible for
mobilization of local communities, develop the DRR Training including field assistant. The key
responsibilities are as follow;


Operational responsibilities

  •    Mobilize and facilitate Community Groups to own the development process.
  •    Coordinate between different stake holders like project staffs and local communities at
       project sites.
  •    To facilitate and assist the training for DRR.
  •    Extension messages to raise DRR awareness in Swanyee project communities as well as
       develop.
  •    Provide support and build capacity of the community groups through training and
       facilitation.
  •    Responsible to maintain the good relation with community.
  •    Advocacy with local level officials for project operational program associated permits (e.g.
       Training, meeting, trips and etc).
  •    Conduct and arrange extension training courses, refresher, field days and exhibitions etc
       with help and facilitation of the DRR Coordinator.
  •    Organize and coordinate with village head leader, committee member and villagers for the
       sustainable development.
  •    Develop detail work plan on capacity building program and community based field
       implementation.
  •    Provide regular feedback, report to the Project Coordinator and participate in team
       meetings.
  •    Any other necessary responsibilities as assigned.

Qualification Requirements:

   •   University graduate.
   •   Must have minimum 2 years of experience in related filed.
   •   Good computer skills – Word & Excel and using Internet/e-mail.
   •   Able to translate both written, typed and spoken Myanmar / English.
   •   Must have strong interpersonal skill and be able to work independently.
   •   Willingness to undertake duty related travel in the field.
