Over the past two years, we’ve seen challenges at every level.
In both private and public sectors, we’ve faced adverse economic conditions and my
goal has been to maintain an exemplary level of service to the community in spite of
belt-tightening, wage freezes and diminishing resources. My priorities of public safety,
intergovernmental coordination and bolstering the strength of our community remain
the same as when you elected me in 2008.
I commend the Orange County Sheriff’s Office and Orange County Fire and Rescue for
the often thankless, never-ending work that they do ever day. I will ensure these public
servants have the tools and the backing they need to keep our community safe.
Recently I led the Board of County Commissioners in a vote to approve the Secondary
Metals Ordinance. This will provide more enforceable boundaries and a system to help
curtail the thefts of valuable metals commonly found in homes and businesses.
I’m working with staff and the Orange County Sheriff’s Office to amend the County’s
Loud Noise Ordinance, which was originally geared toward industrial noise. My
proposed amended version would provide recourse for noise disturbances more common

district one Recently I was honored to host the grand opening of the Orange County-Orlando
Magic West Orange Recreation Center. I had not yet been elected when the five Orlando

was to relocate the District 1 Rec Center’s proposed site from Dr. Phillips to Winter

Garden. Through an agreement with Orange County, the Orlando Magic and the
City of Winter Garden, we were able to save just under $1 million of Orange County
taxpayer money. I am proud of the savings, and genuinely pleased that this Rec Center is
located in an area where it is truly needed.
During the Center’s construction, the necessity for wider access to public transportation
in the area became apparent. I approached LYNX, who worked with the Town of
Oakland and City of Winter Garden to create a Pick-Up Line to provide as-needed
service to West Orange County.
These projects are great examples of what can happen when local governments and
outside agencies work together, but I believe your involvement is equally critical.
I’m privileged to serve such passionate, committed residents. Your involvement has
resulted in improvements that will be enjoyed by our community for generations.
Many of you have contributed ideas to the Dr. Phillips and Horizon West Advisory
Councils, both of which I initiated to increase interaction with the residents. With the
help of the Dr. Phillips community and coordination with the Boys and Girls Club we
were able to keep the Rec Zone program going at the Dr. Phillips Community Park.
We’ve initiated West Town Hall meetings which give residents an opportunity to
participate in Horizon West’s future.
Thanks in part to the tireless efforts of the Hunter’s Creek community, this year we
acquired a 27-acre parcel for an active park which will fill a long-time void in this area.
As satisfying as it is to ponder what we’ve accomplished during my first two years in
office, I am absolutely aware of the many challenges to come.
My staff and I remain whole-heartedly committed to keeping District 1 the best place to
live in Orange County and will stay on task to address the issues we all face.

residents have easy access to such great amenities as basketball and
volleyball courts, soccer and baseball fields, a playground, dog
park, picnic facilities, and a splash pad.
Splash pad sessions run 10 a.m. to 2 p.m., and 3 p.m. to 7
p.m. The $1 charge applies daily in June, July, and August, and
weekends only in March, April, May, September, and October.
Admission to the splash park is free in January, February,

Your HOA documents that you received (but perhaps have never read) are almost as important as your home mortgage contract. By contract
law, you must abide by what you agreed to. The HOA Declarations and Covenants for Emerald Forest and Diamond Cove were revised several
years ago and are recorded and are retrievable on the Orange County Recorder’s Web site, or on the emeraldforesthoa.com and diamondcovehoa.
com Web sites. These apply to owners, guests and tenants. Landlords should be cautious and not rent to tenants who are likely to disregard the
Declarations. Landlords are responsible for all tenant conduct and will pay legal costs and special assessments for tenant’s violations.
These notices are placed in this magazine to reduce the cost of mailing and ensure that all members are equally and duly notified of HOA notices
and the contents of the HOA Declarations. Notices placed here are a valid notice mailed to your home and constitute a delivered notice per
Florida HOA Statute 720.
Notice to All Buena Vista Woods HOA Members: Members with delinquent HOA dues or balances will have the Common Area use privileges
suspended. The electronic keys will be deactivated and will not be reactivated until the payments are made in full and the member submits a
request for reinstatement of Common Area use privileges. Tenants of the delinquent member will also lose access to the common area.
Notice to All Buena Vista Woods HOA Members: Homes not occupied by the HOA member in Emerald Forest and Diamond Cove must
register the occupants (rent-paying or free).
According to the Declaration of Covenants and Restrictions in your HOA: “No owner may lease or rent a residence or Improvement of any
nature on any Lot unless such lease is for a minimum term of twelve (12) months. When a residence or Improvement on a Lot is occupied by
a lessee, or any other person in the Owner’s absence, the Owner shall immediately inform the Association in writing of the names of all such
occupants, the dates of their occupancy, a telephone number at which the occupants can be reached, and the address and telephone number at
which the Owner can be reached. This includes renting or receiving payment for use of any part of a home, its bedrooms or a garage.“
Most importantly, the owner must provide his address and telephone number to receive certified mail. This is a mandatory registration and will
be enforced. Please contact the property manager and register. The form is on emeraldforesthoa.com and diamondcovehoa.com.
Notice to Diamond Cove HOA Members: Annual dues will be payable in January. The annual HOA dues and any debts for interest, legal costs
or other debts to the HOA must be settled by January 21. Please plan now for payment in January. In December, you will receive an invoice
for your dues and any other HOA debts. All payments will be credited to your HOA debts first and any remaining funds will be credited to the
HOA dues. The prompt payment of the dues is critical for the functioning of the HOA for the benefit of all. Late payment or evaded payments
are pursued with legal costs charged to the member.
Notice to Diamond Cove and Emerald Forest Members: Repeat events in your home are not permitted. Residences may not be used for the
purpose of conducting group meetings or events on a regular basis. Homes and the neighborhood are for residential enjoyment of the occupants
and not to be used for a meeting house. It is permitted in your Declarations to protect members from abuse from neighbors. It is also a violation
of Orange County Zoning Codes. Our neighborhood is not designed for many cars at once and, because the houses are built close together,
the noise of such events can become a nuisance. Per the HOA Declarations, regular basis is defined as more than two (2) times in any three
(3) month period. This applies to homes and to the HOA pool area. Your neighbors will help judge if there are too many events occurring at
a home. Any group meeting or event must not cause traffic or safety problems due to cars parking on both sides of the streets, blocking the
sidewalks or cause a nuisance to the neighbors. Please utilize public meeting places like the Dr. Phillips Library meeting room for frequent or
regular meetings.
Notice to Diamond Cove HOA Members: ARB regulations have been updated. All exterior house and yard alterations require a permit.
Updated ARB regulations and specifications have been added to the ARB Guidelines. It can be found on the HOA website diamondcovehoa.
com . The new specifications focus on outdoor storage cabinets and sheds, and the maintenance of your yard vegetation. The HOA attorney
recommended these changes so that members have clear specifications to abide by and understand why they receive HOA enforcement notices.
Notice to Diamond Cove HOA Members: Unpaid dues will be garnished from rent payments. A recent Florida law enables the HOA attorney
to serve the tenants of a dues delinquent member with a demand to divert the rent payment to the HOA attorney and pay the back dues,
legal debts and anticipated legal fees for foreclosing on the property. Tenants are hereby notified that they must comply when notified and the
landlord cannot affect the lease as a result.
