This event planning packet contains the necessary contact information, application, pre event functions and guidelines for a temporary body art event. The organizer must work with the Department of Environmental Health to ensure that the participating artists are in compliance with regulations and event guidelines. The organizer must assume responsibility in contacting the agencies necessary for licensure and approval and meeting application deadlines. Licensing Requirements The City’s Department of Excise and Licenses issues the business license for your temporary event and the artist license. The following describes the basic requirements for obtaining and gaining approval of your event license. You should coordinate with Excise and Licenses to ensure that all of your body artists are licensed. Excise and Licensing Excise and Licensing needs your application almost 60 days prior to the event start date. The business license that you obtain from Excise and Licensing requires signature approval from Zoning, Fire, Building (Safety) and Environmental Health departments. To initiate your application Excise and Licensing requires that you fill out three forms, 1. The general questionnaire that they often refer to as a special questionnaire, 2. An individual history record and, 3. The applicant criminal history form. In addition to the three forms Excise and Licensing will require you to complete a full set of fingerprints. The fingerprint fee, along with the application and license fee, is paid by the customer at the time the application is made. The required forms can be obtained at Excise and Licensing’s office or website http://www.denvergov.org/Business_Licensing/316onlineforms.asp . Once you have completed the application and have paid your fees you will obtain a signature card, often referred to as the license sign off card. The card will contain the necessary phone numbers of the agencies that require a signature.
Environmental Health Additional to the other requirements outlined through out this packet, the Department of Environmental Health will require the following items to be submitted to the department for approval of the event license. 1. Dept of Environmental Health’s temporary event application. 2. Copy of the contract for disposal of hazardous materials and trash. 3. Events exposure control plan 4. Written plan for handling sticks by sharps. 5. Plan for sterilizing equipment according to the temporary event rules and guidelines. 6. Statement as to how the age and condition of the clients receiving body art procedures will be verified by the event organizer.
Fire Department Requirements The Fire Department’s special event desk will request the following information to determine if you will need a detail fire fighter on duty during your event: 1. A floor plan of the event site with your booth locations, 2. The events expected per day attendance and 3. The occupancy of the venue. The venue should have copies of the occupancy load for each conference room, ballroom, etc. Your Fire Department information can be faxed, mailed or emailed. If the department determines that a detail fire fighter will be required, the department charges $32 an hour and the fee is collected prior to the event.

Responsibilities of the event organizer The event organizer shall: 1. Contact the Department of Excise and Licensing at least 60 days prior to the event to initiate the licensure process. 2. Submit completed event application and paperwork to the Department of Environmental Health 30 days prior to the event. 3. Provide proof of licensure once licensing has been completed. 4. Contract for disposal of hazardous materials and trash. 5. Provide the department with a copy of waste disposal contract. 6. Supply sharps and biohazard disposal containers for each booth. 7. Provide a written exposure control plan that addresses the handling of bio hazardous waste, blood and other potentially infectious material spills. 8. Provide a written plan for any sticks by sharps that may contribute to the person becoming infected with a blood borne pathogen. Plan must include readily accessed health care options. 9. Ensure that all of the participating artists are licensed with the City and County of Denver. 10. Ensure that artists are aware of the guidelines for participating in special body art events. 11. Provide a written statement as to how the age and condition of the clients receiving body art procedures will be verified by the event organizer. 12. Provide a list of the artists participating in the event which includes: a. Artist name b. Booth name c. Name, address and phone number of the person in charge of the booth 13. Provide a written plan for sterilization of equipment. 14. Provide a map of the event site including the booth and occupant locations. Special event rules and guidelines 1. Facility a. All floors shall be easily cleanable. Carpeted floors shall be covered with plastic in booth areas. b. All tables and procedure equipment shall be made of easily cleanable materials. Cloth upholstered chairs shall be covered with single use plastic wrap or like material if the chairs are provided by the convention site. c. There shall be at least 50 foot candles of light used in the procedure area. d. No cloth drapery shall be used on procedure tables. 2. Blood Borne Pathogen Control a. Event organizer shall develop a written exposure control plan and submit for approval at least 30 days prior to the event. The plan shall addresses the handling of bio hazardous waste, blood and other potentially infectious material spills and local procedures for any sharps sticks that may contribute to the person becoming infected with a blood borne pathogen. b. Event organizer shall contract with a waste removal company for the collection and disposal of all bio-hazardous waste. c. Event organizer shall be responsible for providing and maintaining all booths with a sharps container and bio hazard trash container. 3. Hand Washing a. A hand washing station shall be provided to at least every two booths; and, preferably, in each booth.
b. The hand washing station shall be supplied with the following: i. hand cleanser (easily dispensed from a container) ii. single use paper towels iii. A container of a minimum of 2 gallons of water dispensed from a free flowing spigot located no less than thirty inches above the floor. iv. A catch basin for waste water that is located no less than six inches below the spigot to help control splash. 4. Client Consent a. Provide a tracking system that ensures that the event organizer can verify the age and condition of the clients receiving body art procedures prior to receiving the body art procedure. 5. Aftercare a. Ensure that all aftercare instructions being provided to clients meet the requirements of Section 5 of the rules and regulations for body art establishments; as well as, the client notification requirement. 6. Sterilization of equipment a. If it is not possible for each artist to prepare and bring enough sterilized and packaged equipment necessary to perform all of the procedures at the event, the event organizer must comply with one of the following: i. Provide an onsite sterilization room that is 1. Separate from the public areas of the event. 2. Provides hot running water to adequately clean instruments. 3. Provides an ultrasonic cleaner. 4. Provides an autoclave that is maintained in accordance with section 11 of the rules and regulations for body art establishments. 5. Provides adequate personal protective equipment, and 6. Provides daily integrator tests. 7. Provide a spore test showing a passed test that was conducted within 30 days of the event. ii. Obtain written permission to use the sterilization facilities within a licensed studio within the City and County of Denver under the following conditions: 1. Set hours that the facility will be available for use and 2. Understanding that the staff of the licensed facility will monitor the cleaning and sterilization activity.
Body artist guidelines The body artist shall: 1. Meet all licensing requirements prior to starting any body art procedure. 2. Conspicuously post the license in the booth. 3. Provide the following paperwork an make it immediately available in your booth a. Certificate of your blood borne pathogens/universal precautions training that is current within the last three years. b. Unless you are using disposable pre sterilized (ETO gas) needles, tubes, etc a copy of the most current spore test indicating that the autoclave used to sterilize the equipment used for body art procedures is working properly. 4. Provide enough sterilized equipment to perform all of the expected body art procedures during the event. 5. Make sure the following items are performed, maintained or provided as required:
a. Hand washing sinks are set up, stocked with hand soap & paper towel and are used according to the rules. b. Sharps containers and biohazard waste containers are located below work surfaces. c. Disposal of all bio hazard waste is safe and completed according to the rules. d. Appropriate sanitizer is readily available, mixed correctly, and used to keep your procedure area sanitized. e. Gloves are worn and changed, as necessary, during set up and procedure. f. Demonstration of aseptic technique during set up, during the procedure and while cleaning up. g. All sterilized instrument peel packs have the date of sterilization marked on the package. i. Steam autoclaved peel packs expire six months after the date of initial sterilization. ii. Chemical or Ethylene Oxide (ETO) gas sterilized peel packs expire twelve months after the date of initial sterilization. This is contrary to most manufacturers’ standard of three to five years. h. All sterilized instruments shall be kept protected from contamination and remain in the sterile packages until opened in front of the client. i. There shall be at least 50 foot candles of light used in the procedure area. j. All tables and procedure equipment shall be made of easily cleanable materials. Cloth upholstered chairs shall be covered with single use plastic wrap or like material if the chairs are provided by the convention site. k. Smoking and eating are prohibited within the booth while conducting body art procedures. l. Beverages must be in sealed containers with straws or sport spouts that eliminate the use of hands to activate the spout and must be kept below work surfaces. m. The use of deodorant sticks to apply stencils is prohibited unless the artist demonstrates a process that does not contaminate the unused portion of the deodorant stick. 5. All tattooing and piercing must be performed in the designated licensed booths in the convention room or at a licensed body art establishment within the City and County of Denver. Procedures performed outside of these areas (hotel rooms) within the City and County of Denver will violate the rules and regulations and may result in penalty. Client Notification In June 2006 the Board of Environmental Health mandated that all clients receiving body art procedures be advised that if they are having health complications with their body art, they are encouraged to report such problems to the Department of Environmental Health. The following language shall be part of all aftercare instructions received by clients:

The rules and regulations governing body art establishments and body artists require that the body artist report those conditions to the Department within 24 hours of discovery.
