                                         Foreword
Since the early sixties, Air Traffic Control Centres all over Europe have been competing in
annual tournaments. It is considered that Hanover organised the first official ECC
tournament in 1968, (although it should be noted that in 1967 Mr. Piotrowski, and others
from Frankfurt, organised a tournament with eight teams). It became so popular that in 1973
it was found necessary to form an international committee, whose task it was to solve
problems, and to assist the organising committee, if so required. The ECC committee was
chosen in Maastricht, and consisted of:

In 1979 it was obvious that without guidelines and strict regulations, it would be impossible to
continue these football events. A questionnaire was circulated with the objective of
producing an "ECC Manual".
In Zagreb, in 1980, the representatives of teams present, decided on the contents of the
Manual, and the new ECC Committee was officially elected:

The opportunity to meet ATC personnel, old friends and rivals, visit different centres, and
countries is equally important as the football.
The idea of "Fair Play" became more and more important. Therefore the Maastricht team
decided to buy a "Challenge Cup” to be presented as a "Fair Play" trophy. This Cup was first
presented in Padua in 1981. At the same tournament the ECC Manual was officially
presented, and accepted, by the participating teams’ representatives.
In Dublin, in 1982, the Plate competition was introduced for the first time. The International
Federation of Air Traffic Control Associations (IFATCA) presented the trophy.
I hope that this manual will contribute to a good understanding, and fair rivalry between
teams.

                                        Introduction
The European Controllers’ Cup Competition is a football tournament held every year for Air
Traffic Controllers throughout Europe. The tournament has been in existence, in one form or
another, since the end of the 1960s.
The tournament is managed by a committee of five, who are elected at the Captains’
Meeting of the teams. This Executive Committee is elected every three years, and has the
task of, among other things, regulating the tournament, assisting the organising committee,
resolving disputes, advising teams of necessary information, and checking facilities to
ensure that they are of a satisfactory standard. All committee members are volunteers.
The tournament is hosted by (usually) a different ATC unit each year. This unit makes an
application to the meeting to host the tournament in a particular year, and after examining
the proposal the meeting will accept (or reject) the proposal. If more than one unit applies for
a particular year, the host is selected by ballot of the team representatives present. Normally
the Executive Committee will visit the proposed venue in order to confirm the suitability of
the facilities, and report back to the members before the decision is made.
The competition is divided into two parts. The teams are separated into (preferably) eight
groups of equal numbers and each team in the group plays the other. At the end of those
games the two top teams in the each section go forward to the Main competition, the next
two teams go into the Plate competition and the remainder (if any) play for the final places.
The teams in the Main, Plate and W. Anchor, continue to play in their groups on a knockout
basis, with the teams that lose in each round playing for the ranking positions, so at the end
of the tournament a ranking list of all the participating teams is decided. The final of the Plate
competition will normally precede the Main final.
Hanover presented the original trophy for the winners of the Main competition in 1968, and in
1979 a Cup, presented by Prestwick, replaced this trophy.
In 1981 Maastricht presented a “Fair Play” Trophy to the tournament. The winner of the “Fair
Play” trophy is the team that has most impressed the referees, and the Organising
Committee, with their conduct, both on and off the field.
The trophy for the winners of the Plate competition was presented by IFATCA in 1982. This
trophy was replaced by Team Norway in 2008.
The team finishing in last place is awarded the W. Anchor Trophy, which was presented by
Brindisi in 1992. This trophy was replaced by one donated by Prestwick in 2000.
In 1999 Karlsruhe presented a trophy “The Spirit of the ECC” which is presented to the team
which most typifies, in the opinion of the Organising Committee, the friendliness, sociability,
helpfulness, and co-operation of the tournament.
In 2008 David Carney of Team Referees suggested a new trophy for the winner of the W.
Anchor section for the team that finished 33rd. This was brought into competition in 2009 and
is called ‘The Vase’ trophy.

                       Chapter 1 The Executive Committee

1      The Executive Committee (EC)

The Executive Committee (EC) is the committee that regulates and controls the organisation
of the ECC. It is a committee consisting of five members, elected - from candidates
proposed by team representatives - for a period of three years, by the team representatives
present at the Captains’ Meeting (CM).
The proposal to elect a member from a particular team to the EC must be handed in - in
writing - before the CM at which the election will take place. To allow a fair representation of
all participating teams, only one member can be elected to the board at any one time from
the same team. The candidate must be a member of Air Traffic Services, and belong to a
team that is a member of the tournament family.
All candidates for election must attend the CM.
After the election of a new EC, the members of the new Committee meet, before the end of
that tournament, in order to elect from amongst themselves, a President, a Treasurer, and a
Secretary.
The EC will have the power to appoint a person to replace a Committee member who has,
for whatever reason, resigned from the committee. This person must be a member of the Air
Traffic Services. The appointment ends when the committee ends.
The quorum for an EC meeting shall be three.

2      Duties of the EC

The EC will
      - assist the Organising Committee (OC) in the organisation of the tournament
       - decide cases not covered by this Manual
       - administer the EC levy and other monies
       - decide on the number of participating teams, if necessary
       - decide on the participating teams, if necessary
       - maintain a record of the qualification points list
       - keep the result lists, the fair play lists, reports of incidents and the OC’s financial
         reports for a period of five years
       - circulate, in good time, information regarding the CM
       - amend the Manual, and ensure that the ECC website is kept up to date

3      Decisions of the EC

Decisions of the EC shall be binding on all members of the ECC community. A decision of
the EC may only be rescinded by a CM, and shall not be valid retrospectively.
The EC will have the power to impose penalties (financial or otherwise) on teams, or
individuals, who are found to be in breach of this Manual.

                                 Chapter 2 Meetings
1        The annual meeting of the teams

The annual general meeting of the ECC teams, (the Captains' Meeting - CM), is held during
the tournament. This meeting is organised by the OC, but chaired by the President of the
Executive Committee. The date, time, and place of the meeting are announced in the
tournament programme.
All participating teams must send a representative to the Captains’ Meeting.
Any team participating in the tournament, but not attending the Captains’ Meeting is subject
to a fine of 100,-- €, to be paid before the end of the tournament; otherwise the team is not
allowed to play in the following tournament, even if the fine is paid before the next
tournament. This non-participation also counts as missing a tournament.
A team representative can hold a proxy vote for only one team not present at the ECC
tournament. This proxy vote, in writing, must be notified to the EC in advance of the CM. A
participating team cannot be represented by proxy at a Captains’ Meeting.

1-1      Participants at the Captain’s Meeting (CM)

At the CM shall be present:
- The members of the EC,
- A delegation of the OC members (a maximum of four members of the OC),
- A representative of each team, whose address is in the ECC Manual,
- A representative from each team wishing to join the ECC,
- The candidates who are being proposed for election to the EC.

1-2      Voting

Each team participating at the CM, and whose address is in the Manual, is entitled to a
single vote on each/any matter raised at the CM.
Results of voting will be based on a simple majority of those team representatives present,
except where a change in the Manual (chapter 1 to chapter 9 inclusive) is proposed, when a
two thirds (2/3) majority of team representatives present is required.
The quorum required for a CM is twenty-five (25).

1-3      Teams applying to join the ECC

The CM is the meeting at which teams who wish to become members of the ECC shall apply
for membership. A team will first contact the EC to obtain an ECC manual. At the next CM, it
will be decided by the meeting whether to accept this team into the ECC family. The team's
address will then be included in the ECC Manual, and the team will be entitled to apply for
participation in the first ECC tournament following this meeting.

2        Meetings of the EC

The EC will hold the following meetings, at a time convenient to the Committee:
      a) A meeting to decide the organisation of the tournament - the pooling of the teams,
         the draw for places, problems being encountered - will take place between the EC
         members, the present OC, and a delegation of the next OC.
      b) A meeting will be held at the location of the next tournament, to check
         accommodation and facilities, and to assist the OC. Present at the meeting will be

   OC and EC members. This meeting will be held after the vote, latest one year in
   advance of the tournament.
c) The EC will hold other meetings as and when it is felt necessary to do so. EC
   members, and others requested to assist the EC, will attend this meeting.

                   Chapter 3 The Organising Committee (OC)
The OC is a committee that will organise an ECC Tournament. The OC must represent a
team who is a member of the tournament. The OC consists of members of the ATC unit
representing the host committee.
Only teams that have participated in two or more tournaments can apply to host a
tournament.
The OC is responsible for all charges, costs, and expenses incurred by them in the
organisation and running of the tournament.
The OC is, at any time, allowed to cancel the participation of a team that fails to pay the
required fees by the nominated deadlines.

1      Requirements for an OC

The OC must
   1) be able to allow not less than thirty-two (32) teams to play according to the scheme
      of the competition as laid down in the ECC Manual.
    2) have accommodation available for at least 14 persons per participating team plus the
       EC.
    3) have available a sufficient number of grass pitches in close proximity to each other.
       Artificial pitches may be used, if approved by the EC.
    4) have sufficient changing rooms available.
    5) work according to rules laid down in the ECC Manual.
   6) be able to organise the ECC tournament in May or June, unless a 2/3 majority
      decides otherwise, during a CM or from a ballot of members.
The OC will
    7) make use of qualified referees.
    8) send information of the tournament to all the teams listed in the chapter of
       addresses, and also to the members of the Executive Committee.
    9) be responsible for medical supervision at each tournament, in the form of a qualified
       medical practitioner.
    10) ensure that there is an ambulance in attendance at the pitches while play is in
        progress.
   11) make available to the EC a Final Statement of Account within four (4) months of the
       tournament finishing.
The OC shall
    12) send invitations to all teams who are members of the organisation, in good time.
    13) send all relevant information, including the dates for return of forms and monies, to all
        teams.
    14) levy an entry fee of 100,-- € on each team.
The OC may
    15) invite one team of their choice (regardless of participation points) to participate in
        “their” tournament.

2      Responsibilities of the OC

The OC will

    1) keep the costs for accommodation and the tournament costs to a minimum.
    2) organise the Captains’ Meeting.
    3) convene the EDB, if necessary.
    4) present an updated address list at the CM.
    5) make available to the EC the lists of players and their corresponding numbers.
    6) keep the EC Secretary informed of their progress.
    7) collect the EC levy.
    8) transfer the EC levy to the EC within one month of the tournament ending.
    9) make available to the EC the result list, the fair play list, the number of participants,
       the names of the participating teams and any reports of incidents within one month
       after the tournament ending.

3      Application procedure to host a tournament

    1) The application should be made three years in advance of the proposed date.
    2) Two years in advance of the tournament, the representatives of the teams present at
       the CM will confirm the venue from the candidates available by vote. Should more
       than 2 Teams apply to host, the two teams with the most votes will compete in a
       second round of voting. The team with the higher count of votes will be confirmed
       host.
    3) Before the vote takes place, the candidates will satisfy the meeting of the quality and
       quantity of the playing facilities by means of maps, and/or pictures. The candidates
       will give estimates on hotel, and tournament costs.
    4) The EC committee will validate the confirmed host and give a short report at the CM
       one year in advance of the tournament.
    5) One year in advance of the tournament, at the CM, the particular OC will confirm the
       dates and costs of the ECC tournament. The actual cost shall not exceed the
       estimates by more than 15%.

4      Number of teams participating

The decision to allow more than 32 teams to play, should such an eventuality occur, will be
determined by the OC's ability to provide adequate facilities (pitches, playing schedule,
accommodation) for the number applying.
The EC, in consultation with the OC, shall decide who will be invited to take part in an ECC
tournament.
The host team and its guest team shall always participate.
The tournament champions (i.e. the winners of the main competition), the host of the next
tournament and the 6 previous hosts shall always participate, as long as they have satisfied
the tournament requirements.
Where there are more applicants than places, and such applicants having fulfilled the
conditions laid down in the Manual, the final selection shall be made in accordance with the
criteria shown below.
The EC will make the final selection (apart from the exceptions mentioned above) by the
application of the conditions as shown below, and in the sequence shown:
    1) Entry fee received by the OC by the nominated deadline.
    2) First payment received by the OC by the nominated deadline.
    3) Apply the list of guaranteed entries.
    4) The ranking of the team in the participation points table.

     5) If, after the application of the above procedures, there are still places to be filled, the
        additional teams will be selected by lot from those remaining.
(The EC's decision on the selection of teams to participate in the tournament shall be
final.)

5         Participation points

Participation points are points allotted to teams as follows:

In case a team is excluded by the OC due to late second payment (see Chapter 3), it shall
be awarded 0 points.
Any team missing the CM, either personal or by proxy, is considered as missing a
tournament by own fault. (See Chapter 4, Teams, 5.)
The table shall be based on the participation of teams during the previous 15 years.
The table shall be up-dated each year (see annex 2).
A table of participation points shall be published on the ECC website each year.

6         Complaints to the OC Members

All complaints regarding the organisation of a tournament must be submitted in writing to a
member of the OC. All such submissions must be signed by the team manager/captain.

                         Chapter 4 Rules of participation

1      Teams

    1) Teams must consist of ATC personnel, except as stated in 2). ATC personnel are
       either Air Traffic Controllers or ATC Assistants or ATS students of either category. All
       players must be able to produce valid ATC or ANS identification.
    2) Each team is allowed to field not more than two persons who are not ATC personnel
       as defined in 1), but who are employed in the Air Navigation Service.
    3) Any eligible team wishing to participate must be able to nominate a minimum of 14
       players. All payments by the team must be made for a minimum of 14 persons.
    4) Any team applying for participation in an ECC tournament accepts the rules as
       contained in the ECC Manual.
    5) Before being accepted as a participant, the entry fee, as agreed at the CM, must be
       received by the OC by the nominated deadline.
    6) Any eligible team that fails to participate in two consecutive tournaments, through
       their own fault, will be removed from the ECC Address list, and will therefore not be
       eligible to participate in future ECC tournaments. Attendance at the CM is classed as
       participation at the tournament.
    7) These teams may re-apply to the EC if they wish to participate again. A team that
       has been removed cannot re-apply for entry until the CM following their
       expulsion.
    8) Any team that is not able to form a full team, is allowed to complete their team with
       ATC personnel from other units, provided the majority of the team is from the named
       unit, and providing the "additional players” have not played for another team, and will
       - during that ECC tournament - play for this team only.
    9) The number of teams eligible to participate in the ECC shall be as agreed at a CM.
       The teams shall be chosen from those listed in Appendix 2 or on the website.
    10) For the purposes of this manual, an Air Traffic Controller is considered to be a person
        who holds a recognised license to carry out the duties of an Air Traffic Control
        Officer.

2      Responsibilities of participants

The responsibilities include:
Persons participating in an ECC tournament accept the rules as laid down in the ECC
manual, such decisions as are made by the EC, and such levies as are agreed by the
members. The current levy is 5 ,- € per participant.
Each participating team must pay the fees by the nominated dates, unless special
arrangements have been agreed with the OC.
Each team must ensure that their team information forms have been received by the OC by
the nominated dates.
Each team must ensure that their address, as shown in the manual, or on the website, is
correct. Otherwise the team will advise the Honorary Secretary of the changes.
Each team shall provide an e-mail address.
Each participating team shall provide the OC with the names of their players, and their team
numbers, before the start of the tournament.
Each team will hand its address to the OC on the first day of the tournament. The OC will
present the updated address list at the CM.

                       Chapter 5 Rules of the tournament

1      Duration of the tournament

The tournament will last for a maximum of four days.

2      Playing rules

The Laws of the Game, as authorised by the International Football Association Board under
the control of the F.I.F.A., shall be applied except where stated.

2-1    Playing time

The playing time of each match shall be 2 equal periods of 20 minutes with a 5-minute half-
time interval except for the Main and Plate finals, which shall be 2 equal periods of 30
minutes.
Extra time [2 equal periods of 10 minutes] shall only be played, as necessary, in the Main
final.
In all other matches, when the score is level at the end of normal time, the procedure is as
follows:
        if it is a ‘league’ match the result is a draw.
        if it is a ‘knock-out’ match the result shall be determined by kicks from the penalty
          mark.
Referees in particular should check which category of match they are about to control. In the
event of an abandoned match, every attempt should be made to replay. If this is not
possible, the result at the time of the abandonment shall stand. In the event of unusual
circumstances, the OC shall have the right to amend any part of this rule in order to ensure
the smooth running of the tournament.
On the last full day of scheduled games, if mutually agreed between both team captains and
the referee, results may be decided by shortening the playing time or by the taking of penalty
kicks. This procedure shall not apply to the finals of either the Main or Plate competitions nor
to the play-off matches for 3rd/4th place.

2-2    Substitutes

A maximum of 3 substitutes may be used in each match. It is not necessary to inform the
referee of the names of substitutes. (Exception from FIFA-Law 3)

If mutually agreed between both team captains and the referee, in the second [knockout]
stage of the Main and Plate competitions an exception may be made as follows:
If neither team has a chance of reaching the final of either competition i.e. they are playing
for minor places, it is permitted to make a maximum of 5 substitutions and players may re-
enter the pitch at a later stage, provided that this number of substitutions is not exceeded.

The Vase trophy, introduced in Castellon 2009 for the team that finishes in 33rd place, ( i.e.
the winner of the W. Anchor section). is exempt from this rule. 5 substitutes are allowed for
all Vase trophy matches.

3        Misconduct – Punishments
3-1      Misconduct during play

a) for players
       2nd yellow card in the tournament – no participation in the next game
       1st red card in the tournament – no participation in the next game
       2nd red card in the tournament – out of tournament
      If a player receives a red card for violent conduct, he is out of the current and the next
      tournaments. The referee must submit a report to the EDB via the OC. Should the
      referee’s report provide evidence that the player was under undue provocation [i.e.
      spitting by an opponent] the EDB shall decide on the punishment.

b) for teams

      No further participation in the current and next tournaments.

      Should a team use players that for any reason are banned for the respective match, this
      is considered as misconduct.

3-2      Misconduct off the field

To judge this, the EDB must receive a written complaint, signed by the complainant, with full
details of the incident and the names of witnesses.
       Punishments: Players – no further participation in the current tournament.
                        Teams – no further participation in the current and next tournaments.

4        Result in a group

The teams in each group are placed by points won. [3 points for a win, 1 point for a draw]. In
the event of teams finishing with equal points, the table positioning will be decided as follows
    a) by goal difference
    b) by goals scored
    c) the result of the match between the respective teams
    d) by a penalty shoot-out

5        Beginning a match

If a team arrives later than 15 minutes after the scheduled time of the match or does not
appear without just cause as determined by the OC, that team will forfeit the match. The
result shall be declared in favour of the team present by 3-0. The official time is that of the
referee.

6        Referees

The OC will provide qualified referees. There is a cadre of referees available, known as
Team Referees and is under the control of David Carney. It is strongly recommended that
OC’s use this team as they provide stability in the standard of refereeing in the tournament.
OC’s are reminded that the referees costs are met by the participants and that they should
budget 10 euros per participant for this team. Nothing shall prevent the OC from using their
own suitably qualified referees. When available, qualified referees may be appointed to act
as assistant referees at any match as determined by the OC.

7      Team colours

The ‘home’ team will wear their first choice colours. The ‘home’ team will be the team shown
first on the fixture list. If necessary, the ‘away’ team will be required to change. In order to
avoid delay at outlying pitches, it is recommended that teams register their first choice
colours when submitting their tournament entry.

8      Fair Play Trophy

At the end of the tournament the group of all participating referees shall choose the winner of
the fair play trophy. This may either be done by vote or by awarding points or marks
throughout the tournament.
The Fair Play Trophy will be presented by the Referees during the prize ceremony at the
farewell party.

                         Chapter 6 Scheme of competition
The tournament consists of a "Main", a "Plate" and a “Vase” competition for teams. The
team that finishes last in the tournament is awarded the W Anchor trophy. Teams qualify to
contest the Main, Plate, and Vase tournaments on the basis of their placing in first round
group games. After the first round of matches the top two team remain in the Main
competition, the teams placed 3rd and 4th compete for the Plate trophy and all others contest
the Vase trophy.

1      Initial grouping – pooling

The EC will decide, based on the number of participating teams, on the number of groups. If
possible, the groups will be eight in number.

The pooling of groups will be done by the EC, together with the OC, before each ECC
competition; the participating teams of each country/region will be put together. The teams
are then drawn individually, and placed, one at a time, into one of the (eight) groups,
avoiding, in so far as is possible, teams from the same country starting in the same group.
The sections are filled, one after the other, until all the teams have been placed. The order of
participating teams, and countries, is drawn by an independent party at the ECC meeting.

2      Round 1

In each group the teams will play each other on a league basis. The two top teams in each
group will qualify for the ‘Main Competition’. The two next ranked teams will play in the ‘Plate
Competition’. Teams that are in neither the Main nor the Plate will contest the “Vase
Competition” and the ‘W. Anchor’ Cup.

3      Main competition

The main competition will be contested by those teams having finished round 1 as first or
second in their group. The draw for the main competition shall be made from the final placing
of teams in the original groups in a manner that the winners are seeded and the runners-up
shall be placed in a draw. Teams originating from the same group will not play each other in
the first round of the main competition.

The main competition will be played on a knockout basis, with the losers in each round
playing for the lower places:

     The 8 losers in the first round will play for places 9 to 16.
     The 4 losers in the second round will play for places 5 - 8.
     The losing semi-finalists will play for places 3 and 4.
     The finalists shall play for first and second place.

4      Plate competition

The plate competition will be contested by those teams who did not qualify for the main
competition or for the W. Anchor cup. Teams placed third and fourth in a group (if there are
that many in a group) after round one will automatically qualify for the plate competition. The
draw for the plate competition shall be made from the final placing of teams in the original
groups in a manner that the third placed teams are seeded and the fourth placed teams shall
be placed in a draw. Teams originating from the same group will not play each other in the
first round of the plate competition.

The plate competition will be played on a knockout basis, with the losers in each round
playing for the lower places:

     The 8 losers in the first round of the plate will play for places 25 to 32.
     The four losers in the second round of the plate will play for places 21 - 24.
     The losing semi-finalists will play for places 19 and 20.
     The plate final, for places 17 and 18 will be played immediately before the main
      competition final.

5      The Vase trophy and the W. Anchor trophy

Teams that did not qualify for the other competitions shall contest the Vase trophy and the
W. Anchor trophy. The teams from each section shall be placed in the same draw, and the
fixtures shall be drawn at random.
The Vase trophy will be played under the same conditions as the Main and Plate trophies on
a knockout basis with the winning teams progressing towards the Vase final and the losers
competing for, the lower places, with play-offs for each place, 33 and below.


The W. Anchor Trophy will be awarded to the team finishing LAST place.

      Chapter 7 Order of events before hosting an ECC tournament
1. ECC minus three years:          Application to host the tournament.
2. ECC minus two years:            Vote/Confirmation of host.
3. ECC minus one year:             At the CM, the OC will distribute an information circular,
                                   with hotel costs, cost of living, firm dates of the
                                   tournaments, travel arrangements, if any, and the name
                                   of the OC's bank, and account number. The EC will
                                   report on the check of the venue.
4. Invitations:                    The OC sends invitations and tournament details,
                                   including the amount of the "entry fee", to all teams who
                                   are members of the organisation, the name of the OC's
                                   bank, and the account number, entry form A, and a
                                   reminder of the closing date for tournament forms to be
                                   returned to the OC. Each team should receive the
                                   invitation, and necessary information, at least two months
                                   before the agreed payment dates
If, within such time as the OC may decide in consultation with the EC, an accepted team
cancels its participation, the paid entry fee shall NOT be refunded, unless a team is found to
replace the withdrawing team, and has paid the entry fee. Participating teams should ensure
that any change to entry form B reaches the OC as soon as possible.

! Remember, the OC is allowed to cancel the participation of a team that fails to pay
the requested sums as required!

Chapter 8 ECC Disciplinary Board (EDB)



The ECC Disciplinary Board (EDB) is a committee of five people consisting of:

   i)      Two members of the Executive Committee (EC)
   ii)     Two members of the current Organizing Committee (OC)
   iii)    One member of the next applicant or host OC

The EDB shall adjudicate on matters of the conduct of participants, on or off the field and will
exist from the first day of the current Tournament up to and including the day before the next
Tournament commences.

   1       Misconduct

           When requested, the EC will assist the OC on matters relating to conduct of
           participants

   2       Appeal of EDB Decisions

           Decisions of the EDB may not be appealed

   3       Complaints

           All complaints regarding a team’s conduct must be submitted in writing to the OC.
           The communication must be signed by the complainant and shall contain the
           fullest detail of the matter including, if available, the name(s) of witnesses

   4       Composition of Teams

           The EC/EDB can check the ATC/ANS status of any player at any time

                                   Chapter 9 Finance

1      Entry Fee

The entry fee is a part of the total sum to be paid by a team to the OC, for participation in the
tournament.

The OC will levy an entry fee of 100,- € per participating team. This amount can be changed
at the request of the OC, after being approved at the appropriate CM.

The entry fee must be in the OC's bank account by the agreed date, provided the respective
details of the tournament have been sent, by the OC, to all teams listed in the chapter of
team addresses in good time.

2      Tournament costs

The tournament costs will cover the following expenses:
    Playing grounds, transport costs from the hotel to the grounds and v.v. referees,
        programme, welcome party, final party, insurance (for OC members against liability),
        First Aid, EC levy.
A detailed list of the costs, as laid down in Chapter 12 (attachments) of the Manual, must be
presented to the EC Committee by the OC at the EC meeting.
The tournament costs will be levied per person.
The maximum amount to be paid per participant for tournament costs will be decided by the
OC. This decision will be based on information presented by the OC at least one year in
advance, and will be announced at the appropriate CM.
The OC will levy 10 (ten) € per person for the EC costs. The total amount of the EC levy
must be handed over to the EC Treasurer within one month of the tournament ending.

3      Audit committee

During the CM, the representatives will select two persons from different teams,
    not belonging to the present OC
     nor the next OC,
     nor to the EC
who will check the financial accounts of the EC, before the CM of the following year. This
committee will also check with the OC the number of participants in the tournament.

4      OC responsibilities

The OC is responsible for all charges, costs and expenses incurred by them in the
organisation and running of the tournament; this includes the visits to check the facilities,
and the pooling of the teams (the draw).
The OC will make available to the EC a final statement of account within four (4) months of
the tournament finishing. Should an OC produce a surplus (“profit”) at the end of the
tournament, such surplus shall be returned to the teams. The amount of the payment shall
be proportional to the number of persons in each team group, less any expenses incurred in
making the refund.
All amounts of money must be shown in Euros as well as “local” rates.
The financial year will run from May 1st. to April 30th.
During the CM the Treasurer will present the financial accounts.

        "Year - winning team name" e.g. “1992 Copenhagen”.
     4) A challenge cup is finally won by a team either having won the cup for the third time
        in a row or for the fifth time.
     5) The Referees will decide on the winner of the "Fair Play Trophy".

3       Other prizes

     1) Winner of the tournament:                   a cup provided by the OC, and fifteen
                                                    (15) victory medals for the players.
     2) Runners-up:                                 fifteen (15) runners-up medals for the
                                                    players.
     3) Winner of the Plate competition:            cup supplied by the OC.
     4) Referees:                                   medals, or other mementos, for the
                                                    referees chosen to control the final
                                                    game of the main and plate
                                                    competitions.
Presentations, other than those listed above, decided upon by the OC, shall not be funded
from the tournament costs and are not required.

2      Participation Points
2-1     General
In the case that more teams apply than can be hosted and provided that all those teams
have returned their forms, and paid their fees in time, the participation shall be decided by
participation points.
     A unit that has sent two or more teams to the same tournament will, however, receive
      only one point.
     Teams that have amalgamated will receive one point each, provided they bring a
      minimum of six players per unit. In cases of doubt the team with the higher number of
      members will be credited.
     The team of the OC gains automatic entry to their tournament regardless of its
      participation points.
     The team specifically invited by the OC gains automatic entry to the tournament
      regardless of its participation points.
     The Tournament Champion (the winner of the Main competition) from the previous
      year gains automatic entry to the tournament regardless of its participation points.
      However, the team must have fulfilled the OC’s requirements.
     The six previous hosts gain automatic entry to the tournament regardless of their
      participation points. However, the teams must have fulfilled the OC’s requirements.
     The host of the next tournament gains automatic entry to the tournament regardless
      of its participation points. However, the team must have fulfilled the OC’s
      requirements.
