                                         Regular Meeting
                                     May 21, 2007   7:00 p.m.

                                       - Order of Business –

1. Call to order – Chairman Teddy J. Byrd

2. Pledge of Allegiance and Invocation – Vice Chairman Beatrice B. Hill

3. Consider additions and deletions to the published agenda
      No additions or deletions.

4. Consent Agenda: All items on the consent agenda were approved.
   A. Minutes
   B. Budget amendments
   C. Tax refunds and releases
   D. Request from Emergency Management to submit application for Performance Grant
   E. Request for waiver of solid waste fees for Cornerstone Project

All consent agenda items have been reviewed by the county manager and are recommended
for approval by the Board.

5. Period of up to 30 minutes for informal comments allowing 3 minutes for each presentation
       - Michael Brown, Old Hwy. 421, discussed the need for a new Boone Trail School facility.
       - Gary Ross, Forest Ridge Subdivision, expressed his concerns regarding issues
         associated with Forest Ridge Subdivision.
       - Frank Taylor, Erwin, asked for assistance regarding the upkeep of Leanna Lane and
         the problem of standing water in the Riverside community.
       - Mary Ann Stinson, Forest Ridge, expressed her concerns regarding issues associated
         with Forest Ridge Subdivision.
       - Elizabeth Crudup, Dunn, requested the Board make an appointment to the Historic
         Properties Commission.

6. Appointments
      Historic Properties Commission – Beatrice B. Hill
      Harnett County Juvenile Crime Prevention Council – Pam Little and Alice Price
       Transportation Advisory Board – Lisa Guy

7. Presentation on Recycling - Sue Zislis and Rebecca Bringolf

8. Public hearing on FY 2007-08 Harnett County Budget – Neil Emory, County Manager
       Public hearing was held. The proposed budget will be considered for adoption at a
       meeting in June.

9. Economic Development Department items – Lee Anne Nance, Economic Development Director
    A. Public hearing regarding Governor’s match for Boon Edam Tomsed Corporation
       Public hearing was held.
    B. Public hearings regarding Economic Development incentive agreements:
        1. Central Carolina Tire & Disposal
        2. Edwards Brothers, Inc.
        3. Kidde Fire
       Public hearings were held. Resolutions relating to incentive agreements will be
       considered at a meeting in June.

    C. Public hearing and consideration of Industrial Project and Revenue Bonds (Edward Bros.)
       Public hearing was held. Board adopted a resolution approving in principle
       the industrial project for Edwards Brothers, Inc. and the financing of the project
       with Industrial Development Revenue Bonds.

10. Public hearings and consideration of Planning Department items:
    A. Zoning change request from Industrial to RA-30, 6.56 acres in Averasboro Township –
        Christi Barthelme, Planner
      Public hearing was held. Board approved request as presented.

    B. Proposed Zoning Ordinance text amendments – Christi Barthelme, Planner
             1. Review and Decision Making Boards
      Public hearing was held. Board approved text amendment as presented.

              2. Zoning Districts and Regulations
       Public hearing was held. Board approved text amendment as presented.

    C. Moratorium related to zoning by petition – Mark Locklear, Manager, Planning Services
      Public hearing was held. Board established a sixty day temporary moratorium on all
      development approvals for property within the area designated for rezoning pursuant to
      a voluntary petition for rezoning in the Stewart’s Creek Township.

11. County Manager’s report – Neil Emory, County Manager
      Board approved a request from Harnett County Schools to amend its balances of several
      existing COPS projects which have been completed.

12. Closed session to discuss matters relating to the location or expansion of industries or other
      businesses in Harnett County.
