The meeting was called to order at 7:00 pm by Mayor Durocher.

MINUTES
MOTION 011-16-141
Moved by Councilor Fick, seconded by Councilor Relkoff
that:
The minutes be adopted from the last Regular Meeting of August 16, 2011 as
presented.

DELEGATION
Brenda Cornell representing the Watson Lake Riding Association approached
Council requesting a grant in the amount of $10,000.00 to assist with the 2012
O/M costs for the year round recreational facility known as the Rodeo Grounds.
Council was provided with the yearly projected budget for the facility. Council
questioned what other funding sources they receive to offset costs. Brenda
explained that the facility provides overnight accommodations for more that two
hundred horses annually and the funds generated is used to offset costs for other
buildings at the site. Council discussed various funding avenues that may be
available to assist with O/M costs. It was noted that CDF will not provide monies
for O/M costs, and will only fund Capital projects. Council agreed to review and
provide a decision for the next meeting. Mayor Durocher suggested that the newly
formed Recreation Advisory Board take on the task of reviewing all funding
policies, grants, donations, tax relief, etc which the Town of Watson Lake offers
and provide recommendations to Council for discussion.

TENDERS
PROPANE FUEL CONTRACT
One tender was received for the propane fuel contract.

that:
Council award the Propane fuel contract to Superior Propane for the fixed rate of
$0.70/litre from September 1, 2011 to August 31,2012.

Moved by Councilor Lister, seconded by Councilor Relkoff
that:
The Open Payables in the amount of $198,956.51 and the Payroll cheques #50247
through #50284 in the amount of $51,439.06 for the grand total of $250,395.57 be
paid.

that:
Council accept the Financial Report of August 31, 2011.

Council requested a detailed budget variance report for the next meeting.
BY-LAWS

Moved by Councilor Fick, seconded by Councilor Relkoff
that:
By-Law 11-11, being a By-law to provide for grants, be introduced for Third &
Final Reading.

NEW & UNFINISHED
2012 FCM CONFERENCE
Council received information that the 2012 Annual Conference and Municipal
Expo will be held in Saskatoon, Saskatchewan from June 1 to 4, 2012.
Councilors Lister and Relkoff expressed an interest in attending.
AYC BOARD
MEETING
Council discussed the AYC Board meeting being held in Watson Lake September
24th. Councilor Fick agreed to make the arrangements for a Meet & Greet to be
held at the Northern Lights Centre on September 23rd.

818 RAVENHILL
Council addressed the Town House located at 818 Ravenhill Drive and discussed
whether the house should be removed from the market. Mike Wilson, By-Law
Enforcement Officer is now residing at the house. Council agreed that as there is
increasing market value they are not prepared to take a loss on the property, and
that the house not be sold at this time. Councilor Fick expressed concerns that
subsidized housing for staff does not encourage long term ownership and this
should be addressed. Council agreed to discuss this further at another time.
SPECIAL COUNCIL
MEETING
A special meeting will be held on Friday, September 9th at noon to discuss the
Lakeview Avenue Watermain tender.
STRATEGIC PLANNING
SESSION

A Strategic Planning Session is being held September 27 & 28 at the Watson
Lake Ski Chalet from 9:00 am- 4:00 pm.
CORRESPONDENCE
Council reviewed information from the Infrastructure Committee. The main focus
of the Committee has been the continuing development of a community solid
waste management plan. The minutes from the Infrastructure committee meetings
were available for Council review.
Council reviewed the minutes from the Management Meeting that was held
August 17th and various issues which the Management Team is dealing with. The
subject of lot development was discussed. A conversation was held with John
MacDougall from YTG to discuss lot development in Watson Lake – private
industry can be consulted in regards to development of lots in the community.
Council agreed that a plan needs to be in place by early January in order to move
forward on this matter.
QUESTION
PERIOD
Councilor Lister informed Council that she contacted the local mining companies
who have agreed to donate all their recyclables to the Watson Lake Daycare
Society.
Councilor Lister enquired whether the Town of Watson Lake was proceeding
with planting trees at the cemetery. Council agreed that this is a topic of
discussion for the Management Team. Councilor Lister will meet with the
Management Team on September 7th to discuss further.
Councilor Fick discussed concerns with people violating the speed limits within
the community. Councilor Fick would like the speed limits enforced within the
school zones and residential areas.
Administration informed Council that the Department of Education wants to
reactivate their agreement with the Town of Watson Lake for providing district
heat to the Secondary School.
