               Middlesex Fells Surveys – Natural Communities

The Department of Conservation and Recreation (DCR) is in the process of producing a
Middlesex Fells Reservation Resource Management Plan for the Middlesex Fells
Reservation in Malden, Medford, Melrose, Stoneham, and Winchester. The
Massachusetts Natural Heritage & Endangered Species Program (NHESP), under an
InterAgency Service Agreement with DCR, will oversee surveys in the Middlesex Fells
Reservation in the spring of 2011 for the purpose of locating and recording occurrences
of priority and exemplary natural communities. Currently, there are no natural
communities documented from the Fells in the NHESP database. NHESP is seeking one
or more qualified community ecologists, with experience in identification of NHESP
Priority Natural Community types, to carry out these surveys.

Duties: The successful Contractors shall visit sites selected by NHESP in the Middlesex
Fells Reservation and shall survey the rest of the Reservation, where appropriate, to
determine the extent of any other Priority or Exemplary Natural Communities, if present.
It is anticipated that the surveys will require approximately seven to ten days of field

Deliverables: The Contractors shall submit reports for each site evaluated, including
NHESP’s natural community Forms 1 and 2, GPS points, mapped boundaries of
communities, photographs, current rare species observation reports if state-listed species
are identified during the course of the surveys, and any other relevant information.

Project Duration: Approximately May 1, 2011 to June 30, 2011. The number of hours
per vendor is variable.

Financial Terms : Contract to include all of the vendor’s costs including labor, travel,
data analysis, and report preparation. The contract payments with the selected vendors
will be based on the vendor’s time spent providing the community survey services (up to
40 hours per week) with an hourly pay range of $20 to $28 per hour (depending on the
vendor’s qualifications and experience).

Proposal Submission: Interested vendors should submit a brief proposal addressing:
    The vendor’s understanding of the services desired and how they will meet the
    Specifically who will conduct the work and provide that person’s current resume;
    The geographic regions of the state that the vendor is most familiar with and most
      able to conduct surveys in
    A statement that includes qualifications, biological background, and experience
      working with natural communities as classified by NHESP; and
      Proposed hourly rate and number of hours available to conduct the services.

Applicants must be a vendor on the State Master Service Agreement for Biological
Surveys, Research & Testing.
