Electric Golf Cart Operation

Description:

This procedure provides guidelines for the use of electric golf cart on the
University property.

All members of the University community are governed by this procedure. All
operators of carts must meet the following criteria before operating a cart on the
Cornell University campus:

   1. Possess a valid New York State driver’s license.

   2. Know and adhere to the Vehicle & Traffic Laws of the State of New York.

   3. Must be a Cornell University employee.

   4. Complete Cart Safety Training & Operation Instruction.

The following outlines procedures for the safe operation of cart:

       Supervisors must monitor and ensure that all persons operating carts have
        been instructed in the safe operation of carts and have received the Cart
        Safety Training Program.

       Modification or tampering with a cart’s governor is prohibited and is a
        violation of Federal Law.

       The operator must report any accidents to Cornell Police and to the
        operator’s supervisor.
      Operators are prohibited from operating carts on sidewalks. For special
       events, inquire at Cornell Police whether permission can be obtained for
       driving on specific sidewalk. If operated on sidewalks pedestrians have
       the right-of-way on campus. Carts must yield to pedestrians on sidewalks.
       SPEED IS TO BE REDUCED TO NO MORE THAN 10 MPH WHEN
       DRIVING ALONG OR CROSSING SIDEWALKS SO AS TO AVOID
       CONFLICTS WITH PEDESTRIANS.

      Cart operators are to use extreme caution at all times.

      Operators may not wear headsets while operating carts.

      Operator and passenger must wear seatbelt while operating carts.

      Carts are not to be overloaded, i.e. carrying more passengers than seating
       provided or seatbelts.

      Cart operators are responsible for ignition keys for the period of time in
       which they are using the vehicle. Keys shall not be left in carts.

      Operators must park carts away from heavily traveled pedestrian areas
       and in regular parking spaces.

      Carts may not be left unattended in Life Safety, Fire Lanes and sidewalk
       areas.

      Cart operators are not to block the path nor limit pedestrian access on
       walkways.

      Operators are prohibited from operating carts on roadways outside the
       boundaries of the University campus without authorization from a
       supervisor.

       With supervisor approval, carts may be operated off Cornell campus but
       only in 35 mph or under speed zones.

      University-owned carts are to be for University business only.



Reason:
The intent is to establish proper safety procedures and practices while driving in
the campus roads and in parking lots.
