Thank you for the opportunity to comment on the Proposed regulatory changes to facilitate the rollout
of next-generation broadband infrastructure.

The response to the proposed changes from the Gold Coast City Council is below:

The Gold Coast City Council generally supports the changes to the Low Impact Facilities
Determination as proposed in the amendments of 10 August 2011, to facilitate the rollout of
the National Broadband Network.
The Council would like to emphasise the following points and request that they be considered
in the amendment:
1. Use of Overhead Cabling
(a) The use of overhead cabling is acceptable where there is no reasonable alternative. Where
underground conduit is in place, it should be the first choice and every effort should be made
to remediate any conduits which are not serviceable in the first instance. Overhead cabling
should not be used as first choice option instead of using underground conduit.
(b) The use of overhead cabling is not suitable where there is no existing overhead power
cabling already in place.
2. Position of Overhead Cabling
The position of overhead cabling should be as high as possible to minimise visual impact and
to avoid problems with high vehicles. Given that the cabling is non-metallic it can be located
safely within the Low Voltage corridor and within 600 mm of the Low Voltage cables.
