Terms of Reference
‘Placements North West’ is a collaborative approach to the strategic and operational
activities involved in finding and purchasing Out of Authority Placements. It is accountable
to the 21 Directors of Children Services (DCS) in the region who have agreed to collaborate
under a single unified structure that replaces the previous sub regional projects. (GMAC &
Scope: The Leaving Care Group will focus on the voluntary and independent sector provision
of leaving care accommodation services within the North West region of England.
Specifically those services for young people aged between 16 and 21 years.
Leaving Care Service Areas: Semi Independence Units/Supported Lodgings/Floating Support
with Accommodation /Floating Support/Group Living.

Aim: The Group was convened to facilitate consultation and discussion within the
overarching structure of Placements NW, about accommodation for young people leaving
care and the associated transition to independence problems they face. The aim of meetings
will be to promote an integrated approach to encourage the provision of sustainable
accommodation for young people leaving care. Group members will be responsible for wider
consultation and dissemination of information within their own networks.
1. To formally agree the terms of reference for the Group
2. To develop a regional approach to provider accreditation and monitoring
3. To develop a regional approach to outcome based placement monitoring

negotiating annual increases.
