      MINUTES OF THE MEETING OF ALVESCOT PARISH COUNCIL
          HELD AT 7.30 p.m. ON WEDNESDAY 15th JUNE 2011
                   IN ALVESCOT VILLAGE HALL


PRESENT:             Cllrs C.Merrills, (Chairman), M.Honour, R.Bellamy, Adam
                     Ashmead Bartlett and Jason Wardlaw

In attendance: Mike Hussey


1        APOLOGIES FOR ABSENCE

1.1      Mrs Becky Hird (clerk) .

2        MINUTES OF THE LAST PARISH COUNCIL MEETING

2.1      The Parish Council RESOLVED to sign the minutes of the meeting of 18th
         May 2011 as a true record.

3.        PUBLIC SESSION

3.1      No members of the public were present.

4.       MATTERS TO REPORT

4.1      Acceptance of office.
         Cllr Adam Ashmead Bartlett declared and accepted his declaration of office in
         the presence of the chairman.

4.2     Phone Box.
        This has now been repaired

4.3     40mph sign – North end of Village.
         Not yet fixed AB will chase up

5      DISTRICT COUNCILLOR’S REPORT

5.1     Cllr Don Seale outlined.
        - Repatriation of servicemen killed in Afghanistan will commence from Brize
        Norton on 1.9.11 and will be on route agreed with Coroner, Police and the
        Base. From the Brize Norton runway gate, through the village, and left at the
        mini roundabout and the right at the garage roundabout and onto the A40 from
        there.
        - Libraries earmarked initially for closure are to remain with varied opening
        times and staffed by 70% of volunteers with all books and admin equipement
        provided by OCC.
        -Brize Norton base have been persuaded against using the Black Bourton Gate
        for access and egress of personnel living to the South.

       - Southern Cross Care Homes issue will not be allowed to effect the care of
       those residents.
       - NHS hospitals still have approx 150 pateints waiting for discjarge due to the
       unavailability or care outside, The average delay in discharge of these patients
       is 8 days.

6.     CORRESPONDENCE
       The following correspondence was outlined to the meeting:
6.1 OCC – permanent closure of Dean Pit household waste recycling

6.4 Global Gateway magazine.

6.7 SLCC- invite to meeting 14th June.
6.8 ORCC- Countryside community bulk oil purchasing scheme -
       The idea was left on the table for further discussion in the future. No
       person came to mind
6.9 RoSPA- inspection will be held in July
6.10 OCC_ Oxfordshire library service consultation.
6.11 ORCC Review.
6.12 TVP/OCC- repatriation route for service personel killed in action reverts to
Brize Norton.
6.13 OCC- grasscutting grant 2011-
6.14 Countryside Voice
6.15 ORCC- news bulletin..
6.16 OALC- training events July- Oct 2011.
6.17 WODC- Code Of Conduct Training-
       Cllrs. AB, JW and RB will attend on 15 July
6.18 Dan Bramwell- public affairs consultant Figbury ( Carterton) project –
       re potential Kilkenny Fm Housing development- email received.
6.19 Westoxon.gov.uk Sam Simpson- creative opportunities for all
6.20 Westoxon.gov.uk – Sam Simpson- Council opposing possible BBC Oxford
       closure.
6.21 Westoxon.gov.uk – Sam Simpson- Chairman and cabinet appointed at
WODC.
6.22 Westoxon.gov.uk – Carys Davies- recycling rate almost doubled.

7   PLANNING APPLICATIONS
7.1  The following applications were received and commented on:
     11/0784/P/FP- erection of rear conservatory at 14 Thorpes Field, Alvescot. -
     no objection
7.2   Notification of Planning Decisions from WODC:
     11/0575/P/FP- erection of greenhouse at Shill Lodge, Main Road, Alvescot-
     permission granted.

8.     ADVISORY GROUP REPORT-sand/gravel and housing.

8.1    AGGROW report- nothing to report this month.

8.2    The monthly activity report and summary of activities from the housing
       committee was received - a copy of which is attached. There were matters
       relating to Advisory Group make up and future requirements. MH declared an
       interest and did not take part.

8.3    It was resolved that the decision not to accept the advice of the Advisory
       Group with regard to an approach to Carterton Town Council be confirmed.
       This request was as follows:-
       Subject to CTC formally and publically withdrawing any preference for the western
       option, Alvescot PC would offer to support Carterton TC in its endeavours to locate
       suitable land for allotments / playing fields / a cemetery. Should suitable land be
       identified, Alvescot PC would actively assist in facilitating meetings with landowner(s)
       and developer(s) to make the land available for such a use and would facilitate the
       transfer of the land and any claim to any S106 funds to Carterton Parish, if necessary.

       The proposal was circulated to PC members (except MH) as the Advisory group
       wished an early response after discussion the majority did not agree that this was a
       strategy they would support

8.4    The group asked for help on the final ‘run in’ to the publication of the report.
       RB agreed he would work with Richard Anstis in the final period of
       consultation.

8.3    It was noted that Shilton had withdrawn their application to extend their
       boundary which would if granted have taken some of Alvescot Parish.

9.     PLAYING FIELD

9.1    MH reported that:-
      The repairs to the fence and the tower had been completed.

9.2    An update on the weekly playground inspections was received this month.

10.0   Village Fete.
       It was noted that the clerk had been in touch with our insurers and that the
       event is fully insured. However outside parties appearing would need their
       own cover.

12 Traffic and Highways

12.1    AB reported that he was still pressuring OCC to replace the 40mph sign at the
        North of the Village.
12.2    MH will attend to the gate at the South end of the village which is leaning
        over

13 ANY OTHER ITEMS THAT THE CHAIRMAN DECIDES ARE
    URGENT, FOR THE CLERK TO ACTION, OR ITEMS OF
    INFORMATION

13.1 MH reported the he was researching and dealing with a public Footpath issue.
      One on land near to the runway had been diverted with and electric fence. He
      would approach the landowner/user to discuss the matter. He would also
      explore the law in relation to the provision of kissing gates as opposed to stiles
      on new fencing.

14      NEXT PARISH COUNCIL MEETING

14.1    The next meeting of the Parish Council will be held on Wednesday 20th July
        2011 at 7.30 p.m. in the Village Hall.

        There being no further business, the meeting closed at 8.45 p.m.
