APPROVAL OF MINUTES
The April 2012 minutes were approved as presented.
CHAIR STEVE TORRENCE turned the floor over to Amy Baldree.
INTRODUCTION OF MR. TONY WAGNER, DCF
Amy Baldree, Program Administrator of DCF introduced Mr. Wagner to the Juvenile Justice
Board; he is the Community & Resource Development Director of the South Region of the
Department of Children and Families. Mr. Wagner presented his biographical information and his
current position and his intent to support the efforts of the Children & Families of Monroe County.
There are plans for new services in the making.
PROBATION REPORT: CHIEF PROBATION OFFICER KAREN KNIGHT
There is a push in the Department of Juvenile Justice to make more use of the Civil Citation
Program. Circuit 16 has been doing Civil Citation for years but many circuits are not taking
advantage of the program. By diverting first-time misdemeanants through civil citation, millions
of dollars will be saved that would otherwise be spent if youth were arrested and required to go
through formal delinquency processing.
Civil Citation is a program with law enforcement where the youth is diverted at the time of the
arrest; it makes the youth accountable for delinquent behavior, involves the parent in sanctioning
the youth and to prevent the youth from having further involvement in the juvenile justice system.
Civil Citation Program Manager, Sherwood Hanford and the Department of Juvenile Justice,
Juvenile Probation Officer Supervisor, Geoff Peattie recently visited the Key West Police
Department at both roll call sessions on two different days to cover all shifts and explained the
Civil Citation program and encouraged our Key West police to take advantage of this program.
Civil Citation is a part of the Reform Mission of the Department of Juvenile Justice along with
Alternatives to Detention and No misdemeanor commitments.
Personnel Update – There was a Juvenile Probation Officer resignation in the Islamorada Office,
we are advertising that vacancy on People First. We have one more vacancy for a Juvenile
Probation Officer that we hope to receive authorization from Headquarters to fill. That would be
staffed in the Key West office giving us 3 Juvenile Probation Officers in Key West, one in the
Upper Keys Office and one in the Marathon office.
DETENTION REPORT: Superintendent Tynes was not in attendance today. Last report was
that Detention does not have any vacancies at this time.
Ms. Rosemary Enright, Public Defender suggested we get started on lobbying the Legislature
about retaining our Monroe County Juvenile Detention Center.
