REQUEST FOR QUALIFICATIONS
Construction Material Testing/Geotechnical Investigations On-Call Basis Project
Solicitation No. 09-014
The Douglas County Board of Commissioners are seeking proposals from qualified and
experienced firms to provide consultant services and assistance to Douglas County
Department of Transportation, Douglasville, Georgia.
All services performed for Douglas County Department of Transportation will be
conducted under the authorization of the Douglas County Board of Commissioners,
County Administrator and Department of Transportation Director.
The services required include soils, foundations, and material testing for transportation
projects within Douglas County, Georgia.
All information for interested proponents may be obtained at the office of the Douglas
County Purchasing Director, (770.920.7247), located on the third floor of the Douglas
County Courthouse, at 8700 Hospital Drive, Douglasville, Georgia.
Sealed proposals in response to this Request must be sent to:

Proposals (one original and four copies) may be mailed or hand delivered to the
Purchasing Director’s Office no later than 2:00 p.m., ET, September 16, 2009, so they
may be included in a formal proposal opening at the Douglas County Courthouse.
Each response should be marked on the outside of the envelope with: “Construction
Material Testing/Geotechnical Investigations On-Call Basis Project, Solicitation
No. 09-014, 9/16/09”.
A pre-proposal conference is scheduled for this requirement for September 3, 2009,
at 2:00 p.m. ET. The conference will be held on the second floor of the Douglas County
Courthouse, Citizen’s Hall, 8700 Hospital Drive, Douglasville, Georgia.
Douglas County reserves the right to waive any informalities, to reject any and all bids,
to evaluate bids, to accept portions of any bids and to accept any bid, which in its
opinion, may be in the best interest of the County. The County reserves the right to add
to or delete from the contract after the contract has been awarded.
No proposal will be received or accepted after the above specified date and time of the
proposal opening. Proposals submitted after the designated date and time will be
deemed invalid and returned unopened to the bidder. No proposal may be withdrawn
within ninety-(90) days after the proposal opening and all proposals shall remain firm
during this period.
