JOB TITLE: General Manager
GRADE: 8d ( banding subject Clinical Division (CD): Medicine
to review)
HOURS: 37.5 per week RESPONSIBLE TO: Director of Operations and Strategy
JOB SUMMARY:
West Middlesex has recently embarked on a management restructure and is now organised into four
clinical divisions: Medicine, Clinical Support, Surgery and Critical Care and Women’s and Children’s. A
fifth Division led by the Deputy Director of Operations supports patient access.
Requiring exceptional political, influencing, coaching, financial, general management and business
acumen the post holder will lead the Medical Division to deliver operational performance, strategy and
service developments.
The post holder will provide leadership to the Clinical Division (CD), translating strategy into
operational policy/practice and corporate objectives into meaningful targets for the CD. The post
holder will be responsible for the delivery of operational performance targets (finance, activity, contract
performance, workforce and quality/safety) and the achievement of local and national standards
relevant to the CD. As a key member of the CD leadership team, the post holder will hold responsibility
for the implementation of all Trust policies and the service improvement agenda within their area and
will be expected to actively seek opportunities to enhance the reputation of the Trust as a local service
provider and employer of choice.
Corporate
To deputise for the Director of Operations and Strategy.
To act as an Ambassador for the Trust at all times.
To provide strong and visible leadership within the organisation and the local health and social
care community.
To lead on the formulation of the CD’s strategy and service development.
To lead on business planning within the CD, translating the Trust’s strategic direction and
business priorities into meaningful operational targets.
To lead and co-ordinate with other members of the CD on the entirety of the Trust’s
performance agenda including; finance, activity, contract performance, national and local
standards, workforce, quality/safety, access, and clinical governance.
To be responsible and accountable for standards of patient care, patient safety and the quality

of the patient experience with the Divisional Director
To ensure effective leadership and line management arrangements are in place for all staff
within the CD.
To adhere to the standards laid down in the NHS Code of Conduct for Managers and at all
times act in a manner that reflects and promotes the values of the Trust.
To work closely with other senior colleagues to achieve improvements in the quality and
efficiency of patient services
To participate in the Trust on-call rota
Represent the Trust in external forum as appropriate to the role.
To actively seek opportunities to enhance the reputation of the Trust as a service provider and
employer of choice.
To act as a positive role model in order to promote a professional and well-motivated
workforce.
To ensure that the response of the CD to complaints, SUI’s and all written reporting is of a
consistently high quality.
To work with other members of the CD to ensure that all Trust policies and procedures are
adhered to.
To undertake projects that cut across the divisions as directed by Director of Operations and
Strategy.
Operational Management
To achieve all national and local performance standards through the establishment of CD
performance objectives and securing the infrastructure to support the levels of performance
required.
To ensure activity and workforce reporting is accurate, timely, effective and contributes to the
CD financial profile.
To lead by example, proactively developing the leadership, managerial and business
capability within the CD to bring about effective change.
To develop effective partnerships with other CD’s and corporate functions in order to deliver
the strategic and operational priorities of the Trust.
To oversee the planning and management of service improvement within the CD robustly
delivering the annual plan.
To ensure effective communication and staff engagement mechanisms are in place in the CD
To maintain an overview of all complaints and incidents reported and be responsible for
ensuring; appropriate high quality investigation and responses, analysis and identification of
trends , action is taken against issues arising from incidents/accidents and /or complaints and
lessons learnt from the process are shared
People management
To performance manage teams within the CD, including agreeing and monitoring activity,
access, financial, workforce and quality/safety standards.
To hold managers and clinical leaders to account in the delivery of targets, the development
and maintenance of high standards and ensuring that staff, patients, carers and the public are
treated with dignity and respect.
To line manage service managers, clinical service managers, matrons and performance and

operations managers holding individuals to account for performance.
To ensure CD teams utilise available performance information to facilitate the monitoring of
performance and identify opportunities for improvements, agreeing plans to improve service
efficiency and quality
To develop and maintain excellent relationships with external stakeholders including Primary
Care Trusts, Community Providers, Sector Commissioning Unit, London Deanery, Education
Providers, Local Authority and Patient Groups.
To ensure the Division implements and adheres to Trust HR policies and procedures and that
all issues are dealt with in a timely and consistent manner including disciplinaries, sickness
absence, capability, appraisal, and training.
To ensure that the contributions and perspectives of all staff are heard and valued and
influence decision making.
To implement effective communication strategies and techniques to promote involvement and
effective decision making.
To work closely with the Divisional Director to develop robust consultant job plans and to
maintain EWTD compliance.
To recognise and work with professional leads within the Trust to ensure that staff work within
their professional codes of conduct and to take account of their responsibilities when affecting
change and developing the workforce.
Financial management
To have overall budgetary responsibility and accountability for the CD working with the multi-
disciplinary team to ensure effective management of all delegated pay and non-pay budgets.
To deliver the financial and operational plan for the Division.
To ensure the optimum use of resources and establishing effective processes to ensure
financial control.
To ensure budgetary management is appropriately delegated and that all managers are
appropriately trained.
To ensure that the Division complies with standing financial instructions.
To act as an authorised signatory for any budgets delegated to the post holder.
To participate in setting yearly income targets and expenditure budgets.
Communication and patient involvement
To drive the development and implementation of effective patient and public involvement
ensuring mechanisms are in place to seek feedback to help improve/develop services.
To maintain effective communication within the Division and with other Divisions.
To attend senior level meetings as required.
To represent and negotiate on behalf of the Trust in external meetings.

To lead the investigation of complaints and Serious Incidents for the Division.
Information Management
To work with the information teams to ensure the collection and analysis of information
relating to performance, contract activity and quality.
To implement corrective action where necessary.
To ensure that staff are competent to use IT systems and work with the IT department to
develop specifications and implementation of IT systems pertinent to the Division.
Regularly benchmark services and workforce establishment as an integral part of the service
development and business planning process, to ensure effective use of resources.
INDUCTION & DEVELOPMENT REVIEWS:
All staff are required to undertake the Trust’s Corporate Induction prior to taking up their post. They
are also expected to have a local induction to their place of work which will be undertaken by their
line manager or nominated person and sent to Learning & Development for record keeping.
All staff are expected to have an annual development review with their line manager; this includes a
review of their current job description.
CONFIDENTIALITY:
Information relating to patients, employees and business of the Trust must be treated in the strictest
confidence. Under no circumstances should such information be discussed with any unauthorised
person(s) or organisations. All staff must operate within the requirements of the Whistleblowing
Policy (formerly Freedom of Speech policy).
HEALTH & SAFETY:
Employees are required to ensure they are aware of, and comply with, policies and procedures
relating to Health & Safety (whether statutory or Trust), and assist in ensuring the compliance of
other staff.
INFECTION CONTROL:
The Trust considers Compliance with the West Middlesex University Hospital Infection Control Policy
and Procedures, including hand hygiene, is the responsibility of all employees who work in clinical
areas. Failure to do so may result in formal action being taken against an employee

CONTROLS ASSURANCE:
Controls Assurance is an `over-arching` policy providing a framework of control covering a whole
range of other NHS policies enshrined in the 18 Controls Assurance standards. Through self -
assessment and external and internal audit, Trusts are expected to monitor their progress against
these Standards. Risk management is the core standard. Staff responsibilities will be outlined in the
Risk Management Strategy.
WORKING TIME REGULATIONS:
The Trust is committed to the principle that no member of staff should work, on average, more than
48 hours per week. Staff who do exceed this limit need to complete an opt out form. Any member of
staff who undertakes work outside the Trust, regardless of whether they exceed 48 hours or not,
must inform their manager of this in writing.

Trusts policies procedures and protocols.
CODES OF PROFESSIONAL CONDUCT:
Staff are required to abide by the professional code of the conduct relevant to their governing body
e.g. NMC Code of Conduct for Nursing, GMC code for doctors etc.

TERMS AND CONDITIONS OF EMPLOYMENT

Hours: 37.5
Salary: Band 8d: £65,270 - £80,810 per annum
Allowances: High Cost Area Supplement of 15% of basic salary subject to minimum of
£3,414 and maximum of £4,351
Annual leave 27 days per annum plus 8 Bank Holidays
entitlement: 29 days per annum plus 8 Bank Holidays, after 5 years within the NHS.
33 days per annum plus 8 Bank Holidays, after 10 years, within the NHS.
Pension scheme: Membership of the NHS pension scheme is voluntary. The scheme
offers a full range of excellent benefits to members. Contribution rates
are tiered depending on your level of whole-time equivalent earnings, as
follows:
Up to and including £19,682 = 5%
£19,683 to £65,002 = 6.5%
£65,003 to £102.499 = 7.5%
The Trust contributes an amount equal to 14% of your pensionable pay.

Notice period: You are entitled to receive 12 weeks' notice. You will be required to give
the Trust 12 weeks' notice of leaving.
