              SANBORNTON BOARD OF SELECTMEN’S MINUTES
                           October 3, 2007
                            Town Offices

        The Board of Selectmen convened in regular session Wednesday, October 3, 2007
at 6:30 p.m. at the Town Offices. Selectmen in attendance were Andrew Livernois, Steve
Ober and David Nickerson. The Town Administrator was not present.

PLEDGE OF ALLEGIANCE – All in attendance recited the pledge of allegiance.

1.0    Review and Approve Draft Minutes
           1.1 9/19/2007 Draft - Members of the Board reviewed the draft minutes of
September 19, 2007 at 6:30 p.m. Chairman Livernois motioned to approve the draft
minutes of September 19, 2007 at 6:30 p.m. with corrections. Selectmen Nickerson
seconded the motion. The motion passed unanimously.
        1.2 9/26/2007 Draft - Members of the Board reviewed the draft minutes of
September 26, 2007 at 6:30 p.m. Chairman Livernois motioned to approve the draft
minutes of September 26, 2007 at 6:30 p.m. Selectmen Ober seconded the motion. The
motion passed unanimously.

2.0     Public Comment
2.1     Thomas LaFond Re: DPW Director – Mr. LaFond expressed concern with too
much pressure being placed on the DPW Director concerning his responsibility to watch
over the town’s buildings. Mr. LaFond feels the bathroom should not be part of the DPW
Director’s position because the roads are more important. Chairman Livernois stated
when Director Hubbard was hired, he was specifically told he would be watching over
the town’s buildings but if he starts to get overwhelmed the Board may reconsider the job
specifications. Selectmen Nickerson noted he has discussed the position with DPW
Director Hubbard and he is not stressed out. Selectmen Nickerson stated DPW Director
Hubbard spends one or two days, at the most, during the week addressing building
maintenance.

3.0      General Business
3.1     Authorize Payroll & Accounts Payable Registers – The BOS reviewed and
signed the payroll & accounts payable registers.
3.2 Other items requiring signature or motion/vote           - None.                  3.3
        Assessing and Code Enforcement
        3.3a Mapping Contract – Chairman Livernois motioned to authorize the 2008
        mapping contract from Cartographics Inc. Selectmen Nickerson seconded the
        motion and the motion passed unanimously. Selectmen Ober requested that a
        note be sent to the Assessing Assistant (AA) to see if the maps could all be scaled
        to 1 inch equals 1,000 feet and referred the AA to the Town Planner for questions.
                        3.3b Locks for Town property – The Board signed and approved
        a request to have locks installed at TML# 03.009.000, which is town owned
          property.                  3.3c Wadleigh Road Gates & Bars – The Board
          would like Jody Slack to be placed on the Selectmen’s agenda to discuss its
          concerns. TA Kneuer to schedule.
      3.4 Items from Prior Meetings
          3.4a Letter to State NH DOT concerning 10 year plan – The Board signed.
      3.5 Correspondence received
          3.5a E-mail from Bill Whalen Re: Noise Ordinance – Mr. Whalen asked when
      the noise ordinance will be discussed again and recommended that Dunbarton’s noise
      ordinance be considered. The Board reviewed and tabled.
          3.5b Letter from NH DRA – The Board reviewed the letter from the NH DRA
      granting the town’s request to change its assessment review year to 2008.
          3.5c E-mail from Mr. Cioffi Re: Bathroom decision – The Board reviewed and
      took under advisement.
          3.5d Town of Andover – The Town of Andover is looking for a full-time Human
      Resources Assistant, please contact the Town of Andover for details.
      3.6 Town Administrator’s Report
          3.6a Strategic Projects update – The Board reviewed. Selectmen Ober noted
      the “shooting range” still needs to be added to the town’s project list.
          3.6b Part-time Administrative Assistant – TA Kneuer will recommend a
      candidate at the Board’s October 10th meeting.

4.0      Selectmen’s Reports
4.1     Watershed Assistance Grant – Selectmen Nickerson stated he has spoken with
the municipalities that surround Newfound Lake, which received NH DES grant money
to reduce pollution into the lake. Selectmen Nickerson suggested a committee be formed
of watershed residents to apply for the watershed assistance grants with the surrounding
municipalities of the Winnisquam Lake. Chairman Livernois stated a committee could
not be formed fast enough to meet this year’s grant deadline but the process could be
started for next year. The BOS tasked TA Kneuer with starting the process of forming
such committee with the goal of forming an inter-town group.
4.2     Benefit for Plummer Family – The Board commended the committee that
organized the benefit for the Plummer Family, which raised approximately eight
thousand dollars. 4.3 “Welcome to Sanbornton” signs – Selectmen Ober reported that
the signs have been started by himself, Mary Earley and Betsy Swain.

5.0       Other Business       - None.


6.0      NEXT MEETING (S) – The Board of Selectmen’s next regularly scheduled
meeting will be held on Wednesday, October 10, 2007 at 6:30 p.m. at the Town
Offices.
7.0      ADJOURNMENT – The Board of Selectmen’s meeting adjourned at 7:46 p.m.
