Planning & Zoning Board Meeting Minutes
1.1 Meeting called to Order: 9:00 a.m. by motion of Mayor Tom Wilthers , seconded by David
Harkness - Vote taken, all approve, motion approved, meeting begins.

3.1 Elect new officers for Planning & Zoning Board
Mr. David Harkness (Acting Chairman of the Board)
Mr. David McMinn (Acting Board Secretary)
New officers will be elected at the up coming Planning & Zoning Board meeting to replace
acting member’s positions.
Approval of past minutes of previous meetings:
4.1 No minutes were available for this special session; this entry will be addressed at the next
Planning & Zoning meeting.
5.0 New Business:
5.1 Mission statement and duties of the Planning and Zoning board were addressed by Mayor
A new construction check list was presented to the Planning & Zoning board by Mayor
Wilthers to facilitate easier transitions of information and to aid to assemble a contractor
check list for all new developers that plan to build with in the city of Tom Bean.
Mayor Wilthers has agreed to contact Cheryl Masias to determine the status of the newly
designed City Ordinance CD. It was determined that many additional city ordinances need
revision before the ordinance book can be printed to distribution.
5.2 The final plat for the Lee Heights subdivision was presented by Mr. Scott Slaughter along
with the following:
Electrical plan (Developed by GCEC)
Street plan with street naming conventions for 911 emergency services. Addressing will
be developed by the City Secretary immediately to complete the development plat.
Easement issues were reviewed and verified by the board members. All members were
satisfied with the plans as presented.
The only item in question concerning the purposed site of the Lee Heights Sub Division is a
property water run off/drainage plan. Mr. Kalmon informed the board that a drainage calculation
had not been taken as of 8/5/2006, nor had the drainage issue been addressed. The most prevalent
drainage issue was said to possibly exist along Bonham Street along he North side of the
A “Subdivision Application” is next to be filled out and filed with the City. Mayor Wilthers and
Mr. Slaughter agreed to work together to accomplish this in the following week to resolve this
It was determined that Mr. Slaughter had exceeded all TCEQ and City of Tom Bean
requirements for Lee Heights Subdivision. Mr. Slaughter also exceeds the street width
requirements of Frisco, Texas as well.
Street lighting issues will fall to a coordination of the City of Tom Bean to require the proper
wiring for street lighting. The City of Tom bean would like to work with Mr. Slaughter and
GCEC to acquire and develop adequate street lighting and hopefully spread the cost of the
lighting. Mayor Wilthers will work on this issue with the above mentioned parties. All GCEC
electrical cabling will be under ground.
The City of Tom Bean should maintain and draft a copy of the subdivision plan indicating where
all underground cabling and utilities are located for future use. Should any local company such
as local telecommunications company boring underground passage and conduit of fiber optic
lines, would be able to use this diagram to avoid cutting existing under ground utility lines.
Issues to address to successfully complete Lee Heights Subdivision:
Drainage along Bonham Street along the North side of the property
Develop site plan document to present to the City Council
Road Surface – Concrete or asphalt
Road Surface warrantee presented to the city council
A motion was made to accept and approve the final plat of Lee Heights Subdivision by Mr.
David Harkness, and seconded by Mr. Jerry Lee. A vote was taken, all approved, Motion passed.
6.1 Board Comments:
The City of Tom Bean needs to act as soon as possible to adopt a minimum lot square footage
and minimum home floor plan square footage plan into the existing city ordinances.
6.2 Comments from Chair Person:
Table review of new Zoning ordinances until the next Planning & Zoning meeting in
September. A motion was made to table the ordinance issue by Mr. David Harkness, and
seconded by Mr. David McMinn. A vote was taken, all approved, Motion passed.
7.1 Next Meeting Date
Next Meeting to be held 10:00 AM, Saturday September 16th, 2006
